The United States and its NATO allies have agreed that Ukraine should have an “irreversible” path to membership in the alliance and are enshrining the phrase in a document to be released during this week’s summit in Washington, U.S. and allied officials say. While there is no consensus yet about Ukraine joining NATO, the strengthened language would show that there is movement in that direction. The United States was once deeply skeptical about whether Ukraine was ready to become a member, and while questions remain, more and more American and European officials believe that the country will eventually be able to join. Officials say there could always be a last-minute change before the document is released, but that the member nations had reached broad agreement in recent days. But it should be welcomed by Ukrainian officials who have been pushing for language along the lines of “irreversible,” they say.

The Justice Department said on Tuesday that it had moved to disrupt a covert Russian influence operation that used artificial intelligence to spread propaganda in the United States, Europe and Israel with the goal of undermining support for Ukraine and stoking internal political divisions. In affidavits released with the announcement, officials with the Justice Department, the F.B.I. and the Pentagon’s Cyber National Mission Force linked the effort to Russia’s Federal Security Service and RT, the state television network that has channels in English and several other languages. The disclosure of such a large, global network of bots confirmed widespread warnings that the popularization of rapidly developing A.I. tools would make it easier to produce and spread dubious content.

The scene at Coney Island on Saturday was typical for a humid and hot weekend in July: colorful towels, tents and umbrellas packed into the strip of sand. Along the famed boardwalk in Brooklyn, signs warned visitors of the potential dangers posed by lightning or strong currents, and delineated where and when it was safe to swim. Yet in one area, closed off by small red flags staked into the sand, a handful of people ventured into the water with no lifeguards present. To the east, where two teenage sisters drowned in the water the night before, swimmers splashed around, unaware or undeterred, enjoying an escape from the city’s heat as temperatures peaked just below 90 degrees.

All sounds fine in President Biden’s world. For Mr. Biden, the crisis seen by so many Democrats who are not on his payroll — and by some who are — is nothing more than another bump in the road, another obstacle to overcome as he always has. His prime-time interview that aired on ABC News on Friday night was an exercise not just in damage control but in reality control. For much of his long and storied political career, Mr. Biden has succeeded through sheer force of will, defying the doubters and the skeptics and the scorners to prove that he could do what no one expected. “You really see a president in denial and in a bubble,” Julián Castro, a former housing secretary who ran against Mr. Biden for the Democratic nomination in 2020, said in an interview.

Not only would a ticket with Kamala Harris as president and Michigan Gov. Both Harris and Whitmer have been passionate and effective champions of what could be the defining issue in 2024: reproductive rights. CNN —Euro 2024 host Germany was dumped out of the tournament on Friday after a 2-1 quarterfinal defeat by Spain in Stuttgart. With Germany seemingly out of time, Florian Wirtz’s slick finish in the 89th minute kept the tournament host’s hopes alive. However, in extra-time Spain conjured up their own late goal on 119 minutes, Mikel Merino heading home the winner to send the three-time Euros winner to the semifinals. It marks the second successive European Championships in which Spain has reached the semifinals stage while Germany’s run at its home tournament is over. Tournament winners in 1964, 2008 and 2012, Spain will play France or Portugal in the semifinals, with those two teams playing later on Friday in Hamburg.
