[1/2] The logo of Barclays bank is seen on glass lamps outside of a branch of the bank in the City of London financial district in London September 4, 2017. The SEC central clearing rule, first proposed in September last year, would apply to the cash Treasury and repurchase agreements (repo) markets, where banks and other players such as hedge funds borrow short-term loans backed by Treasuries. "This creates a potential single-point of failure risk as recent events illustrate," he said, referring to the ICBC hack. Abate also flagged cybersecurity risks for direct members of the FICC, as well as clients they sponsor to access the clearing platform, saying mandatory central clearing could make FICC "a fortress with many doors." The SEC is expected to finalize the rule early next year, said Barclays, but it is unclear how much time the industry would have to implement it and whether central clearing will occur simultaneously for Treasuries and repo transactions.

The state's highest court, the Court of Appeals, will hear arguments this week over whether to order a new map for 2024, as Democrats have asked, or to maintain the current map, as Republicans have argued. The new map was made possible by the state Supreme Court, after two conservative judges won election in 2022. The court's previous Democratic majority had thrown out a Republican map as an illegal gerrymander. Nov 7 (Reuters) - Democrats and abortion rights advocates notched a string of electoral victories on Tuesday, including in conservative Ohio and Kentucky, an early signal that reproductive rights remain a potent issue for Democrats ahead of the 2024 presidential race. In Ohio, a state that voted for Republican Donald Trump by 8 percentage points in the 2020 presidential election, voters approved a constitutional amendment guaranteeing abortion rights, Edison Research projected. He also ran on protecting abortion rights, though he is powerless to overturn the state's near-total ban. Last year, abortion rights advocacy groups scored a series of victories by placing abortion-related referendums on the ballot, including in conservative states. Anti-abortion forces campaigned against the Ohio amendment as too extreme, while abortion rights groups warned that rejecting it would pave the way for a stringent ban to take effect.

That could make it difficult for the party to deliver a coherent message on early voting. In an advertisement that aired during the first Republican presidential debate in August, RNC Chairwoman Ronna McDaniel said into the camera: "When Republicans vote early, we win." With Trump railing against the practice, Democrats have increased their edge in early voting. In 2022, that gap widened, with Democrats accounting for 42.5% of early ballots and Republicans 33.8%. But Youngkin advisers said their data showed the early vote campaign had brought in ballots from low-propensity voters as well.

A voter casts his ballot for midterm elections at a polling station in Marietta, Georgia, U.S., November 8, 2022. Democrats need to add only five seats nationally to wrest back the House majority they lost in 2022. The Georgia ruling comes four months after the U.S. Supreme Court found that Alabama's Republican-drawn map illegally harmed Black voters. A panel of federal judges has since approved a new map that added a near-majority-Black district to the state's lone majority Black district. Despite "great strides" in providing Black voters more opportunities over the decades, Jones wrote, "the political process is not equally open to Black voters."

Yonatan Manor, president of Boston University Students for Israel, said failure to denounce Hamas was akin to supporting Nazis. Younger Americans are much less likely than older generations to support Israel. Support for Israel has grown among all Americans since 2014, when clashes between Israel and Hamas led to thousands of deaths, the vast majority Palestinians.
