REUTERS/Jonathan Ernst Acquire Licensing RightsOct 4 (Reuters) - A look at the day ahead in Asian markets from Jamie McGeever, financial markets columnist. The Japanese yen? Japanese stocks had already slumped to a four-month low before the yen's sudden burst of strength. Purchasing managers index reports from Japan, Australia and South Korea will be released, and the Reserve Bank of New Zealand announces its latest interest rate decision on Wednesday. The RBNZ is widely seen holding its key interest rate at 5.50% - the highest in nearly 15 years - and keep it there at least until March before lowering it shortly after.

Here is a look at what comes next:IS THERE AN ACTING SPEAKER? Immediately following Tuesday's 216-210 ouster vote, Republican Representative Patrick McHenry, a McCarthy ally, was appointed acting speaker pro tempore. The acting speaker pro tempore's duties are vague, according to a guide to the chamber's rules and procedures: That person "may exercise such authorities of the office of speaker as may be necessary and appropriate pending the election of a speaker or speaker pro tempore." WHAT ARE HOUSE REPUBLICANS, DEMOCRATS DOING? Under the U.S. Constitution, the House speaker does not have to be a member of Congress.

CNN —The US House of Representatives is bracing for a key vote Tuesday over Speaker Kevin McCarthy’s political future as GOP Rep. Matt Gaetz of Florida pushes for his ouster. House Speaker Kevin McCarthy speaks with reporters at the U.S. Capitol in Washington, DC, October 3, 2023. No House speaker has ever been ousted through the passage of a resolution to remove them. If a procedural vote fails, then there would be a vote directly on whether to remove McCarthy as speaker, which would take only a majority to succeed. Drew Angerer/Getty ImagesTo force a vote, a member must go to the House floor and announce their intent to offer the resolution to remove the speaker – as Gaetz did.

Hunter Biden, son of U.S. President Joe Biden, departs federal court after a plea hearing on two misdemeanor charges of willfully failing to pay income taxes in Wilmington, Delaware, U.S. July 26, 2023. The indictment was secured in September by Special Counsel David Weiss after a plea agreement between Hunter Biden and prosecutors collapsed in August. Many Republican lawmakers who have relentlessly criticized Hunter Biden lauded the Bruen decision. Cases now being litigated will help determine how far the Bruen ruling lets courts go in invalidating gun laws. Even if Hunter Biden gets the possession charge dismissed, there is still the matter of the two counts accusing him of false statements on the background check form.

U.S. Secretary of State Antony Blinken delivers remarks on PEPFAR at World AIDS Day event hosted by the Business Council for International Understanding in Washington, U.S. December 2, 2022. A deadline to renew long-term funding for the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) passed on Saturday, despite a stop gap deal reached to avoid a government-wide shutdown. Smith insisted that PEPFAR should not be reauthorized unless it barred nongovernmental organizations that used any funding to promote or provide abortion services. Advocates say PEPFAR does not fund or provide abortion services and that none of its money goes directly or indirectly to fund abortion services. The State Department says more than $100 billion has been spent on the global HIV/AIDS response through the program, which has saved 25 million lives.

On the other side of the Capitol, the Democratic-controlled Senate is due to advance a stopgap funding bill, but a final vote might not come for days. Congress typically passes stopgap spending bills to buy more time to negotiate the detailed legislation that sets funding for federal programs. The Senate is due to hold a procedural vote at 1:00 p.m. (1700 GMT) to extend government funding through Nov. 17. Even if that passes, the two chambers would have to resolve their differences before sending any bill to Biden’s desk. That could pose another hurdle, as McCarthy said he opposed $6 billion in Ukraine aid included in the Senate bill.

A general view of the U.S. Capitol, where Congress will return to deal with a series of spending bills before funding runs out and triggers a partial U.S. government shutdown, in Washington, September 25, 2023. On the other side of the Capitol, the Democratic-controlled Senate is due to advance a stopgap funding bill, but a final vote might not come for days. The standoff comes just months after Congress brought the federal government to the brink of defaulting on its $31.4 trillion debt. The drama has raised worries on Wall Street, where the Moody's ratings agency has warned it could damage U.S. creditworthiness. That bill would have cut spending and imposed immigration and border security restrictions, Republican priorities that had little chance of passing the Democratic-majority Senate. "It's not the end yet; I've got other ideas," Republican House Speaker Kevin McCarthy told reporters following the defeat of a bill he had backed. Social Security payments themselves would continue. Lawmakers are not considering cuts to popular benefit programs such as Social Security and Medicare. Several hardliners have threatened to oust McCarthy from his leadership role if he passes a spending bill that requires any Democratic votes to pass, an outcome almost guaranteed given that any successful House bill must also pass the Senate, controlled by Democrats 51-49.

What could break under higher-for-longer interest rates?

Yet, the strain from interest rate hikes has just started to come through and with central banks signalling that rates will likely stay higher for longer, the notion of something "breaking" remains strong. Reuters Graphics Reuters Graphics1/ PROPERTY PAINNowhere is the impact of higher rates being felt more acutely than in real estate, still reeling from COVID-19. "We have many zombie companies in the United States and Europe from the low interest rates era, and I cannot imagine how they can survive now with high interest rates." Still, big question marks remain over their future, not least from a global property rout. Miller noted that European banks are also vulnerable given their bigger size relative to the economy that leaves them more exposed to risks from various pockets.

Asymmetric pay policy keeps US prone to shutdown

REUTERS/Jonathan Ernst Acquire Licensing RightsNEW YORK, Sept 29 (Reuters Breakingviews) - U.S. legislators could use more skin in the shutdown game. Lawmakers will collect their salaries during the halt, however long it lasts, but nearly 1.5 million public workers will go without wages. The average salary for a federal employee was already 24% lower than the private-sector equivalent last year, wider than 2021’s gap, according to the Federal Salary Council. The $174,000 annual salaries paid to each of the 535 U.S. legislators, meantime, will be unaffected. Their median net worth is just over $1 million, according to the nonprofit research outfit OpenSecrets, so the paychecks are important to most of them.

House Republicans are demanding another $120 billion in cuts, plus tougher legislation that would stop the flow of immigrants at the U.S. southern border with Mexico. McCarthy, for his part, suggested late on Tuesday that a shutdown could be avoided if Biden would negotiate on border issues. Most of Congress - including many Senate Republicans - has largely rejected House Republicans' attempts to make the situation at the border with Mexico the focus of the shutdown. The House is expected to vote on its own short term funding measure on Friday. However, it will likely include border measures that will not pass the Senate, meaning the risk of a shutdown remains high.

Congress has shut down the government 14 times since 1981, though most of those funding gaps have lasted only a day or two. Despite the looming shutdown deadline, the House will turn its attention first to the four full-year bills, which even if they pass would not fund the full government or prevent a shutdown. Success is not guaranteed: Republican hardliners blocked action on spending bills last week and some have said they would try to do so again. But that could prompt Republican hardliners to act on their threat to depose McCarthy, plunging the chamber further into chaos.

Investor jitters were evident in the underperformance of the Hang Seng's property index (.HSMPI), down a resounding 1.9%. REUTERS/Jonathan Ernst Acquire Licensing RightsNEW YORK, Sept 25 (Reuters) - A U.S. government shutdown would negatively impact the country's credit, credit rating agency Moody's said on Monday, a stern warning coming one month after Fitch downgraded the U.S. by one notch on the back of a debt ceiling crisis. Moody's has an "Aaa" rating for the U.S. government with a stable outlook - the highest creditworthiness it assigns to borrowers. "Fiscal policymaking is less robust in the U.S. than in many Aaa-rated peers, and another shutdown would be further evidence of this weakness," Moody's said in a statement. The economic impact of a shutdown would likely be limited and short-lived, with the most direct economic impact caused by lower government spending. Of course, the longer the shutdown lasts, the more negative its impact would be on the broader economy, said Moody's.
