Ukraine plans to conduct its first long-range attacks in the coming days, the sources said, without revealing details due to operational security concerns. Russia has warned that it would see a move to loosen the limits on Ukraine's use of U.S. weapons as a major escalation. Some congressional Republicans had urged Biden to loosen the rules on how Ukraine can use U.S.-provided weapons. WASHINGTON — President-elect Donald Trump’s consistent campaign pledge to impose sweeping tariffs on products imported into the U.S. is likely to face stiff challenges in court and potentially pushback from Congress. There are potential legal limits to Trump’s authority, even though he has said he would unilaterally impose the increases. But a broad array of tariffs on allies “could cross the line,” especially as the Supreme Court has taken a generally pro-business stance in recent years, he added.
