CAIRO (Reuters) - Brazilian President Luiz Inacio Lula da Silva said on Thursday that the United Nations has failed to resolve international conflicts and harshly criticized Israeli actions in Gaza. Lula said there would not be peace without the establishment of a Palestinian state and called for an immediate ceasefire to allow humanitarian aid into Gaza. JERUSALEM (Reuters) - South Africa's latest request to the World Court against a possible offensive by Israel in southern Gaza serves Hamas and is an attempt to stop Israel from defending itself, the Israeli Foreign Ministry said on Wednesday. South Africa on Tuesday asked The International Court of Justice (ICJ) to consider whether Israel's plan to extend its offensive in Gaza into the city of Rafah requires additional emergency measures to protect Palestinians' rights. "South Africa continues to represent the interests of the Hamas terrorist organization and is trying to deny Israel the fundamental right to defend itself and its citizens," said Foreign Ministry spokesperson Lior Haiat. The ICJ last month ordered Israel to take all measures within its power to prevent its troops from committing genocide against Palestinians in Gaza, in a case brought by South Africa. The court has not yet ruled on the core of the case brought by South Africa - whether genocide has occurred in Gaza.

With Israel continuing to warn that it plans a ground invasion of Rafah, the southernmost city in Gaza, South Africa has asked the International Court of Justice in The Hague to issue new constraints on Israel’s military offensive to prevent genocide. In December, South Africa filed a case with the International Court of Justice, the U.N.’s highest court, accusing Israel of genocide and asking the court to step in with emergency orders. In response, the court ordered Israel last month to ensure that its actions would not lead to genocide and to increase humanitarian aid to Gaza. Under court rules, the judges will have to consider South Africa’s request as a matter of priority. Israel’s foreign ministry did not immediately respond to a request for comment on Tuesday, but Israel has rejected accusations of genocide.

Why only a trickle of aid is getting into Gaza

Getting any form of relief into Gaza is a long and arduous process, aid workers and the UN say. An average of 95 aid trucks per day entered Gaza between October 10 and February 1, according to the Palestinian Red Crescent, down from 500 commercial and aid trucks a day before the war, when Palestinians weren’t facing mass displacement and starvation. Following pressure from the US, Israel began allowing aid trucks to pass through Kerem Shalom in late December. CNN —Twelve Middle Eastern football associations have called for Israel’s national team to be banned over the war on Hamas in Gaza, in a letter seen by CNN. AMSTERDAM (Reuters) - Nicaragua has filed an application with the International Court of Justice (ICJ) to join South Africa in its genocide case against Israel, the ICJ, also known as the World Court, said on Thursday. The court said in a statement that Nicaragua considers that the conduct of Israel is in "violation of its obligations under the Genocide Convention". South Africa and Israel have been invited to furnish written observations on Nicaragua's application for permission to intervene as a party. Several other states have signalled they might want to intervene in the Gaza genocide case but none have formally done so before Nicaragua. Last month the World Court ordered Israel to prevent acts of genocide against Palestinians and do more to help civilians, although it stopped short of ordering a ceasefire as requested by South Africa.

Hong Kong/Tokyo CNN —One of Japan’s biggest trading firms, Itochu, has decided to end its partnership with a major Israeli defense company due to the war in Gaza. The sprawling conglomerate, best known outside Japan for its Family Mart chain of convenience stores, said its aviation unit will cut ties with Elbit Systems, which bills itself as Israel’s largest defense contractor, by the end of February. Itochu Aviation, Elbit Systems and Nippon Aircraft Supply signed a cooperation agreement in March 2023, months before war broke out between Israel and Gaza. Itochu, which reported revenues of $104 billion in 2023, has faced small-scale, student-led protests in Tokyo against its partnership with Elbit since January. Its Family Mart chain has also been the target of calls for boycotts in Muslim-majority Malaysia over the agreement.

By Ali SawaftaRAMALLAH (Reuters) - The Palestinian Authority said on Tuesday it will pay public sector workers 60% of their December salaries this week as it grapples with the longrunning fallout of Israel's refusal to transfer tax funds earmarked for Gaza. Funding to the Palestinian Authority, the body which exercises limited governance in the occupied West Bank, has been severely restricted by the months-long dispute over transferring tax revenues Israel collects on behalf of the Palestinians. Although Gaza is controlled by Hamas, the Palestinian Authority continues to fund essential areas of the blockaded enclave's budget including paying the salaries of health workers. The dispute over the Palestinian Authority budget coincides with a separate dispute over funding to UNWRA, the United Nations agency which pays for emergency relief for Palestinians. Much of the UNWRA budget has been cut off since Israel accused 12 of the agency's 13,000 Gaza workers of involvement in the Oct. 7 attack.

CNN —The United Nations’ top court on Friday said that it will move forward with a case brought by Ukraine over Russia’s justification of its February 2022 invasion. Kyiv had asked the court to declare it did not commit genocide in eastern Ukraine - a claim made by Russia as a pretext for launching its attack. Ukraine filed the the case to the International Court of Justice (ICJ) just days after Russia launched its invasion on February 24, 2022, citing Moscow’s invocation of the Genocide Convention to justify its assault. During hearings in September last year, lawyers representing Moscow urged judges to throw out the entire case. Ukraine is asking the court to rule “that there is no credible evidence that Ukraine is responsible for committing genocide in violation of the Genocide Convention in the Donetsk and Luhansk oblasts of Ukraine.”However, the court said it did not have the jurisdiction to rule on all submissions put forward by Ukraine, including the claim Russia’s invasion itself violated the Genocide Convention and that Russia’s recognition os separatist territories in eastern Ukraine also breached the convention.

The top court of the United Nations ruled on Friday that it would take up the question of whether Ukraine committed genocide in its Donetsk and Luhansk regions, an accusation at the heart of Russia’s argument for its 2022 full-scale invasion. The ruling came in a case brought by Ukraine to the International Court of Justice. The court said that Ukraine’s claim that there was no credible evidence that Kyiv was “responsible for committing genocide” in its Donetsk and Luhansk regions was admissible and that it would examine that claim on its merits. The case, which will likely take many months to complete, will give a legal answer to one of the central allegations made by Russia against Ukraine — that Kyiv has been committing genocide against Russian speakers in the country’s east. In his February 2022 speech that announced the invasion of Ukraine, President Vladimir V. Putin said that the purpose of the “special military operation,” as Russia has called the war, was to “protect people who, for eight years now, have been facing humiliation and genocide perpetrated by the Kyiv regime.”

CNN —More than 800 officials from the United States and Europe have signed a scathing criticism of Western policy towards Israel and Gaza, accusing their governments of possible complicity in war crimes. Among them are around 80 United States officials and diplomats, a source told CNN. The official added that the ICJ’s decision to hear a genocide case lodged against Israel was validation for the authors’ concerns. Despite the letter not listing its authors, the US official told CNN many colleagues feared losing their jobs, and that the lower number of US signatories reflected stronger protections for official dissents in Europe. CNN has asked the U.S. State Department, the European Union, and the Dutch Foreign Ministry for a response to the statement.

Algeria Pushes UN Security Council to Demand Gaza Ceasefire

Security Council resolution to demand an immediate humanitarian ceasefire between Israel and Hamas, a move that the United States - a council veto power - opposes because it says it would only benefit the Palestinian militants. It was not immediately known when or if Algeria's draft resolution could be put to a vote. A resolution needs at least nine votes in favor and no vetoes by the United States, Britain, France, China or Russia to be adopted. The U.S. and Israel oppose a ceasefire, believing it would only benefit Hamas. Earlier in December the 193-member U.N. General Assembly demanded a humanitarian ceasefire, with 153 states voting in favor of the move that had been vetoed by the United States in the Security Council days earlier.

Some $440 million of funding has been suspended, according to UNRWA, which has 13,000 staff in Gaza. The court rejected Ukraine’s requests to order reparations for both violations and only ordered Russia to comply with the treaties. Ukraine’s representative Anton Korynevych stressed the judgment was important for Kyiv because it did establish Russia violated international law. Ukraine had filed the lawsuit at the ICJ, also known as the World Court, in 2017, accusing Russia of violating an anti-terrorism treaty by funding pro-Russian separatists in Ukraine. In a hearing at the court in The Hague last June, Russia dismissed Ukraine’s allegations that it funded and controlled pro-Russian separatists in eastern Ukraine as fiction and “blatant lies”. The court dismissed all of the claims related to the Tatars but found Moscow did not do enough to support Ukrainian language education.

South Africa has for decades been a strong advocate for the Palestinian cause, comparing the plight of Palestinians to that of Black South Africans under apartheid. Opinion Domicide: The Mass Destruction of Homes Should Be a Crime Against HumanityThe widespread or systematic destruction of homes has long been a feature of modern warfare. We all understand that killing can be a murder, a war crime, a crime against humanity or an act of genocide, depending on the gravity and intention of the act. Indeed, what has happened to homes and lives in Gaza is a stand-alone crime: domicide. There is precedent for updating what we legally define as international crimes. Accountability for domicide in Gaza cannot stop with potential criminal prosecutions or declaratory judgments by courts someday in the future.

The dispute engulfing the biggest provider of vital aid to Palestinians came as U.S. officials said negotiators were closing in on a cease-fire agreement. The emerging deal also calls for Israel to allow more humanitarian aid into Gaza. The top United Nations court has asked Israel for a compliance report in a month, placing added scrutiny on Israel's military. The case brought by South Africa to the U.N. court alleged Israel is committing genocide, which Israel vehemently denies. The court also ordered Israel to urgently get aid to Gaza.

KAMPALA (Reuters) - Uganda has distanced itself from an opinion written by a Ugandan judge on the International Court of Justice (ICJ) dissenting from the panel's ruling in South Africa's genocide case against Israel, and said the remarks do not reflect Uganda's position. "The position taken by Judge Sebutinde is her own individual and independent opinion, and does not in any way reflect the position of the government of the republic of Uganda," the government said in a statement issued late on Saturday. It added that the east African country supported the position of the Non-Aligned Movement on the conflict that was adopted at its summit in the Ugandan capital this month. The movement was formed officially in 1961 by countries opposed to joining either of the two major Cold War-era military and political blocs. Sebutinde was one of only two judges who issued dissenting judgements while 15 voted for the emergency measures which covered most of what South Africa had asked for in the case.
