Hungary has been stripped of the right to host a forthcoming gathering of European Union ministers due to its stance on the war in Ukraine. "We have to send a signal, even if it is a symbolic signal, that being against the foreign policy of the European Union ... has to have some consequences," Borrell told reporters in Brussels on Monday. Borrell said he had made the decision to hold the next gathering in Brussels after almost every EU foreign minister meeting on Monday was critical of Hungary's stated position on Kyiv, Russia and the war in Ukraine. Oil exports from Russia dropped to their lowest level in seven months. Crude oil exports peaked in April and have fallen 620,000 barrels a day since. It did not offer details about how Mr. Trump would end the intractable war, now in its third year, other than to indicate that he would reduce American financial support for Ukraine. China EV maker BYD to build $1 billion plant in Turkey

Hong Kong CNN —China’s BYD, which vies with Tesla for the title of the world’s top maker of battery electric vehicles, has agreed to build a $1 billion car factory in Turkey, the Turkish government has announced. “We aim to meet the growing demand for new-energy vehicles in the region and reach consumers in Europe,” the statement cited BYD representatives as saying. The EU’s decision earlier this year imposed an extra 17.4% tariff on the vehicles BYD ships from China to the bloc, which also has a standard 10% duty on all car imports. Talks between the EU and China are expected to continue but, if no agreement is reached, the additional tariffs will become definitive in November. BYD already announced in December that it would build an EV factory in EU member Hungary, becoming the first major Chinese automaker to build passenger cars in Europe.

Putin of Russia in Moscow last week. In announcing Mr. Orban’s visit to Beijing, China’s official Xinhua news agency said only that Mr. Xi would hold an “in-depth discussion with him on issues of mutual interest.” The leaders last met two months ago, when Mr. Xi visited Budapest as part of a drive to restore Chinese influence in Europe. Chinese state television said that Mr. Xi and Mr. Orban were holding talks in the Diaooyutai State Guesthouse, but gave no other details. This meeting will give Mr. Xi and Mr. Orban, an outlier in the European Union on support for Ukraine and other issues, a chance to urge the bloc to distance itself from Washington. China's BYD opened an electric vehicle plant in Thailand on Thursday, the automaker's first factory in Southeast Asia, a fast-growing regional EV market where it has become the dominant player. "Thailand has a clear EV vision and is entering a new era of auto manufacturing," BYD CEO and President Wang Chuanfu said at the opening ceremony. The BYD plant is part of a wave of investment worth more than $1.44 billion from Chinese EV makers who are setting up factories in Thailand, helped by government subsidies and tax incentives.
