CNN —Prospective homebuyers waiting on the sidelines for a further drop in mortgage rates received unwelcome news on Thursday. The average rate on a standard, 30-year fixed mortgage was 6.32% in the week ending October 10, mortgage financing provider Freddie Mac said Thursday. It was the largest one-week increase in mortgage rates since April and the second straight week rates jumped higher after falling to a two-year low last month. Soon after, the average rate on a 30-year fixed mortgage fell to its lowest since September 2022 at 6.08%. The recent bounce in mortgage rates underscores the uneven path toward greater home affordability.

FEMA for two months had to pause $9 billion meant for communities still recovering from past disasters. In this case, for nearly two months, FEMA hoarded $9 billion to make up for delayed funding from Congress. But Biden-administration officials warn of another shortfall as soon as January, especially after Hurricane Milton slammed into the Tampa area late Wednesday. "So if FEMA delays reimbursements, local governments have to bear those costs, and they may put off recovery efforts. FEMA officials have repeatedly said they have enough resources to respond to Hurricane Helene and now Hurricane Milton but declined to specify how much disaster aid remained available.

Hurricane Milton is battering Florida days after Hurricane Helene wreaked havoc on several states. The two events are the latest sign that hurricanes are becoming more frequent, more ferocious, and more costly. They're also hitting employment and economic growth, at least in the short term. They estimated that a Category 5 storm could lower fourth-quarter annualized GDP growth by 0.14 percentage points, from a forecasted 2.3% to below 2.2%. "Rebuilding should provide a boost to economic activity in those affected regions in subsequent months, and potentially years," Sweet told BI, quoting from his recent note.

Federal Reserve policymakers have been breathing easier lately regarding inflation, and that faith that they're closer to achieving their goal will get a key test Thursday. Specifically, the Labor Department's reading is expected to show an annual inflation rate of 2.2% and a monthly gain of just 0.1%, according to the Dow Jones consensus. However, following a much better than expected jobs report for September, Fed officials in recent days have indicated a likely more measured approach to cuts ahead. Details in Thursday's report will matter: Housing inflation has proven to be stubborn, though policymakers still expect lower rent renewals to feed into the data the months progress. The report hits just after the S & P 500 rose to a new record on Wednesday.

It’s not unusual for the Federal Emergency Management Agency to have to respond to rumors surrounding any given natural disaster. This week, President Joe Biden requested a memorandum from his team on the federal government’s digital response, including how officials were remediating misinformation, a senior administration official told CNN. “The contours of this misinformation are unlike anything we’ve seen before,” a senior administration official told CNN. CNN previously reported that there were 30 midair near-collisions involving noncommercial flights in the immediate aftermath of Hurricane Helene on Saturday, September 28. To lower costs, 1 in 3 homeowners are willing to hire a contractor with holes in their resume. About 33% of surveyed homeowners say they'd consider hiring a contractor with a questionable reputation to save money, according to a new report by Clever Real Estate, a housing data site. Generally, homeowners say reputation is the most important factor when hiring a contractor (25%), followed by experience (23%), cost (19%), personal recommendations (13%), availability (11%) and estimated project timeline (10%). As homeowners juggle insurance claims and recovery efforts from back-to-back storm aftermaths, one thing to keep in mind is who to hire as a contractor. Wild swings in mortgage rates discouraged almost everyone from venturing out into the market. As I wrote earlier this year, a gummed-up housing market — the Ice Age I was talking about — is good for nobody. When mortgage rates hit multidecade lows during the pandemic, millions of people were able to snag or refinance their way into cheaper monthly costs. That'd be within spitting distance of what the experts at John Burns Research and Consulting, a housing-research firm, call the "magic mortgage rate." In other words, trying to predict mortgage rates — and buying or selling a home accordingly — is a fool's errand.
