Some sections are backward-looking and focus more on touting the record of the Biden-Harris administration, while also criticizing Trump’s agenda. The health care section of Harris’ agenda focuses more on what the Biden-Harris administration has done than plans for the future. The Harris agenda vows to “fight to raise the minimum wage,” but doesn’t say how high she wants it to be. The Harris campaign would not say whether she supports doing away with the 60-vote rule to pass those measures. The bulk of Harris’ agenda would be subject to congressional approval, likely requiring Democrats to control the House and Senate to have a strong chance of passage.

CNN —House Republicans are flirting with the idea of forcing a government shutdown over the issue of noncitizens voting in US elections. “We have a number of states who have done audits of their voter rolls and found thousands of noncitizens on their voter rolls. “This will mean that NATO countries – the United States and European countries – are at war with Russia,” Putin told reporters on Thursday. US officials have expressed concerns that allowing Ukraine to strike deep inside Russia could escalate the conflict and cause Russia to further accuse the US of being part of the war. Blinken said he discussed the restrictions with Ukrainian President Volodymyr Zelensky and would report back to President Biden. On Tuesday, the bipartisan congressional Ukraine caucus called on Biden to allow Ukraine to strike targets inside Russia with the long-range weapons. The United States already does provide intelligence to Ukraine, and has previously assisted in the targeting, although not with the long-range systems currently being considered.

After eight years of threatening to repeal the Affordable Care Act, more commonly known as Obamacare, former President Donald Trump still doesn’t have a comprehensive plan to replace it. People in the U.S. pay roughly twice as much for health care than any other nation on earth. But is it feasible to create a new health care law that reduces the escalating costs? “Right now, Obamacare is the status quo in health care,” said Larry Levitt, executive vice president of health policy at KFF, a nonprofit group that researches health policy issues. Harris has committed to extending the subsidies; Trump has remained silent.

Following Donald Trump’s lead, Johnson has tied a six-month funding bill to the SAVE Act, which would overhaul voting laws to require people to show proof of citizenship when registering to vote. Senate Majority Leader Chuck Schumer, D-N.Y., Democrats and some Republicans are pushing for a “clean” funding bill that would keep the government open until December, after the election. The government will shut down at 12:01 a.m. on Oct. 1 unless Republicans and Democrats strike a deal to extend funding. Because of their miniscule majority, House Republicans can only afford four GOP defections if all lawmakers vote. “I’m a firm NO on bankrupting the nation and a YES on election integrity,” Mills said.

WASHINGTON — Despite mounting opposition from his own party, Speaker Mike Johnson, R-La., vowed Tuesday to stay the course and put his government funding package on the House floor on Wednesday. His initial strategy to avert a government shutdown at the end of the month is expected to fail and deal House Republicans an embarrassing blow. Due to their paper-thin majority, Republicans can afford only a handful of GOP defections on the vote, and many more than that have publicly voiced their opposition. “I am in this to win this,” Johnson told reporters at his weekly news conference. Afterward, the speaker added: “We are going to put the SAVE Act and the CR together, and we’re going to move that through the process.

CNN —A group of key House Republicans have written to President Joe Biden urging him to lift the restrictions on the use of US-provided long-range weapons systems and allow Kyiv to strike targets deep inside Russia. The UK is also considering whether to allow Ukraine to strike deeper inside Russia with its own long-range system, the Storm Shadow. “No change to policy,” one senior administration official said, adding that there is currently no openness to lifting restrictions. Last month, senior Ukrainians presented US officials with targets they would like to strike in Russia during a visit to Washington. But the Ukrainians say there are weapons productions facilities that would be within reach of the ATACMS inside Russia that are worthy military targets, a source familiar with the Ukrainians position told CNN.

Washington CNN —A six-month House GOP government funding plan cleared a key hurdle on Tuesday, but remains at risk of failing as Speaker Mike Johnson attempts to navigate a shutdown fight with his narrow majority. The House voted 209-206 to approve a rule to govern debate for the funding plan, which includes a controversial measure that targets noncitizen voting. But at least six House Republicans have come out against the funding bill, which is enough to sink it in the House amid Democratic opposition, and the bill is considered dead-on-arrival in the Democratic-controlled Senate. The six-month funding plan from House Republicans would extend government funding until March 2025. Many House conservatives are also generally opposed to short-term funding bills, arguing instead in favor of spending cuts.

A shutdown would close federal agencies and national parks, while limiting public services and furloughing millions of workers just weeks before the election. House Republicans have now settled on some lines of attack, which they'll highlight in politically charged GOP hearings and investigations into both Harris and her running mate, Minnesota Gov. House GOP probesAfter spending much of the 118th Congress focused on investigating Biden, House Republicans are now shifting their focus to Democrats’ new presidential ticket. Republicans are also focusing on the botched U.S. withdrawal from Afghanistan in 2021, which the Trump campaign has criticized Harris over. Though many say they are thankful to have Social Security payments at all, they aren't enough to fill the gap. To help pay the bills, nearly 80% of retirees receive some Social Security income, per BI's calculations, and the Social Security Administration estimates that 97% of older adults will ultimately receive benefits. She told BI that her expected $2,000 monthly Social Security payments may not be enough. As pensions dissipate and only higher-earning retirees have savings, Social Security might only become more pivotal for retirees. Advertisement"I don't want to be rich, I just need to be comfortable," 62-year-old Angela Babin — who lives on her $1,100 monthly Social Security check — told BI.

WASHINGTON — All of a sudden, Kamala Harris is talking about the border — and relishing it. “It needs to be repaired, and we are working on that in a way that we establish a safe and humane and orderly immigration system at the border,” Harris said. As illegal border crossings soared, Harris’ critics blamed the Biden administration — and Harris herself. “For three and a half years, ‘border czar’ Harris has allowed terrorists and criminals to pour across our wide-open border,” he said. Senate Republicans on Thursday blocked legislation that would have expanded the child tax credit, a key tax break for millions of families. He said that Senate Republicans have concerns about the policy, but are willing to negotiate a "child tax credit solution that a majority of Republicans can support." If enacted, the bill would have improved access to the child tax credit and retroactively boosted the refundable portion for 2023, which could have triggered refund checks from the IRS. Eligible families could have seen an average tax cut of $680 for 2023 taxes, based on estimates from the Urban-Brookings Tax Policy Center. But expanding the child tax credit is still a "top priority for Democrats," particularly as the 2025 tax cliff approaches, he said.

That's despite Shapiro being largely in line with other Democrats when it comes to the baseline policy of US support for Israel. Shapiro has also called Benjamin Netanyahu a "terrible leader," telling NBC News that the Israeli Prime Minister has "driven Israel to an extreme that has been bad for Israel and bad for the stability in the Middle East." Body-camera footage released Monday showed the fatal police shooting of the 36-year-old Black woman who had called 911 for help. Here’s what you need to know about the George Floyd Justice in Policing Act, what happened to it and its chances of passing. The measure seeks to ban racial and religious profiling by law enforcement at the federal, state and local level. It would mandate an overhaul of a legal doctrine known as qualified immunity that critics claim shields law enforcement from accountability. But policing reforms have not been a priority in a Congress where House Republicans are in the majority.

CNN —Hunter Biden on Sunday abruptly dropped a lawsuit he filed last month against Fox News over the network’s fictionalized miniseries that he alleged included sexually explicit images of him without consent. Representatives for Hunter Biden didn’t immediately respond to requests for comment on Sunday. The miniseries, “The Trial of Hunter Biden,” was a six-part offering that featured a dramatized “mock trial” about Hunter Biden’s overseas financial dealings that led, in part, to his federal tax indictment and claims that fueled House Republicans’ stalled impeachment inquiry into his father. Fox News removed the miniseries from its platforms in late April after Biden threatened to file a lawsuit. While Hunter Biden ended his lawsuit against Fox, his legal challenges continue.

When former President Donald J. Trump met with House Republicans last month, he touched on a mix of policies core to his economic agenda: cutting income taxes while also significantly raising tariffs on foreign goods. Mr. Trump told Republicans he would “love to raise tariffs” and cut income taxes on Americans, potentially to zero, said Representative Marjorie Taylor Greene, Republican of Georgia. “Everyone was clapping in the room,” Ms. Greene said. “He said, ‘If you guys are going to go vote on something today, vote to lower taxes on Americans.’”Tariffs and tax cuts were central to Mr. Trump’s economic thinking while he was in the White House. If he wins in November, he is promising a much more aggressive approach, including potentially a blanket 10 percent tariff on nearly all imports and a 60 percent tax on Chinese goods.

Experts hold drastically different views, creating a new hot-button topic that will continue to be debated up until the election in November. The camp staunchly opposed to Trump's policiesThe base argument against Trump's fiscal platform is that tariffs are, by nature, inflationary.
