The arrests "raises alarms because it confirms the presence of fentanyl" in Costa Rica, said Zamora. As of last month, Costa Rican authorities had been carrying out 10 fentanyl investigations since last year, according to government data. In a demonstration sponsored by opposition parties, protesters in the Central American country accused the Castro government of seeking to transform Honduras by hand picking public officials. Roughly 10,000 people gathered in Tegucigalpa, the capital, according to a Reuters eyewitness, in a march that ended without incident. Eight people were killed in southwest Texas on Wednesday morning when a driver suspected of human smuggling tried to elude law enforcement officers and slammed head-on into an S.U.V., the Texas Department of Public Safety said. The crash occurred just after 6:30 a.m. on US-57 near Batesville, some 80 miles southwest of San Antonio, the department said in a statement. The driver, a 21-year-old from Houston, was killed, as were the five passengers, some of whom were from Honduras, the department said. U.S. President Joe Biden, who is seeking reelection next year, is under pressure to curb the number of people crossing illegally into the United States from Mexico. Most of the latest caravan are from Cuba, El Salvador, Guatemala, Haiti, Honduras and Venezuela, according to Mujica. Mujica said the migrants opted to leave Tapachula due to frustration about not being able to obtain humanitarian visas. Tropical storm Pilar formed off Central America in the Pacific on Monday, and threatens to dump heavy rain on the region and parts of southern Mexico.

He had spent two nights waiting in a chair at New York City’s official arrival center for migrants at the Roosevelt Hotel in Midtown Manhattan. But it turned out to be a “reticketing” office, where the city buys migrants a one-way passage out of town. There were no beds there either, though, just a big waiting room. Mr. Funes spent the night on the floor.
