In a statement to Reuters, Mobile World said it would announce the information once the deal was concluded. The sources said the deal could value Bach Hoa Xanh, Vietnam's third largest grocery chain, at around $1.5-$1.7 billion. Founded in 2015, Bach Hoa Xanh, backed by Vietnam's retail giant Mobile World Investment (MWG.HM), is running more than 1,700 stores in Vietnam's southern and south-central provinces. The Ho Chi Minh City-headquartered company had first planned the sale of a stake of up to 20% in Bach Hoa Xanh last year. Bach Hoa Xanh was expected to be profitable from next year, its managing director told investors last month.

Embattled Bamboo, Vietnam's No. "Bamboo Airways has reduced a number of pilot personnel recently to serve this goal," the statement said, denying that late payments of salaries were the reason behind the departures. Many staff at Bamboo have sometimes had to face delays in salary payments but this had not, until recently, affected foreign pilots who make up a large majority of the airline's pilot staff, the sources said. Messages seen by Reuters from an internal company chat forum that management uses to communicate with foreign pilots show some salary payments have been late. Bamboo, which flies both internationally and domestically, has around 17% of Vietnam's market share, its then CEO told local media in March.

These include power plants built by industrial firms such as nickel smelters for their own consumption. Under JETP, Indonesia is committed to cap and peak power sector's carbon emissions at 290 million metric tons by 2030. How does Indonesia plan to deploy JETP funds? Indonesia also wants JETP to finance the early retirement of some of its coal power plants, however some banks are reluctant to finance these early retirement for fear of being seen as financing coal projects. [1/3] Brazil's President Luiz Inacio Lula da Silva greets Vietnam's Prime Minister Pham Minh Chinh during a news statement at the Itamaraty Palace in Brasilia, Brazil September 25, 2023. The move comes as the Mercosur bloc tries to finalize a long-awaited trade deal with the European Union, which the leftist leader has been pushing to be concluded by the end of this year. Canada, South Korea and Singapore are other countries in talks for trade deals with Mercosur. Lula had previously hinted at potential agreements with China, Indonesia, Vietnam and countries in Central America and the Caribbean. A memorandum of understanding on defense, Lula added, was the "first step" towards a future deal that would open room for his country to export defense products to the Asian nation, "including aircraft".

But it was a key topic of Vietnamese-U.S. official talks in Hanoi, New York and Washington over the past month. A major U.S.-Vietnam arms deal could aggravate China, Vietnam's larger neighbor, which is wary of Western efforts to box in Beijing. A long-simmering territorial dispute between Vietnam and China is heating up in the South China Sea and explains why Vietnam is looking to build up maritime defenses. Earlier this month, Vietnam upgraded Washington to Hanoi's highest diplomatic status, alongside China and Russia, when U.S. President Joe Biden visited the country. Nonetheless, Vietnam is also actively in talks with Moscow over a new arms supply deal that could trigger U.S. sanctions, Reuters has reported.

"This shift, towards the courts, prosecutors and law enforcement units, shows that hackers are gathering evidence about Russian war crimes in Ukraine" with a view to following Ukraine's investigations, he added. Russian hackers have prioritised targeting government bodies and trying to gain access to their e-mail servers, Shchyhol said, without elaborating. An attempt by a Russian intelligence hacking group dubbed "Sandworm" to launch a destructive cyberattack against Ukraine's electricity grid was thwarted in April, 2022. Shchyhol said his department saw evidence that Russian hackers were accessing private security cameras within Ukraine to monitor the outcome of long-range missile and drone strikes. "You need to understand that the cyber war will not end even after Ukraine wins on the battlefield," Shchyhol said.

A VinFast VF8 electric SUV is displayed during CES 2022 at the Las Vegas Convention Center in Las Vegas, Nevada, U.S. January 5, 2022. If fulfilled, Europe would become VinFast's biggest overseas market this year. The company had shipped about 2,100 EVs earlier this year to the United States. Should the EU probe conclude that punitive duties on China-made EVs are warranted, VinFast could find its cars are more competitively priced. VinFast, which is part of Vietnamese conglomerate Vingroup (VIC.HM), was formed in 2017 and began making EVs in 2021 after dropping its manufacturing of cars with internal combustion engines.

WASHINGTON (AP) — President Joe Biden will travel to Arizona next week to deliver a democracy-focused address that will also pay tribute to the late John McCain, the 2008 Republican presidential candidate who represented the state in the U.S. Senate for more than three decades. Biden's speech, which is scheduled for Sept. 28 and expected in the Phoenix area, will focus on “the work we must do together to strengthen our democracy,” the White House said Thursday. The remarks will also honor the legacy of McCain, whose memorial in Hanoi Biden visited earlier this month during his trip to India and Vietnam. Though his speech in Arizona is billed as an official White House event, the issue of preserving democracy is expected to be a key theme in his reelection campaign. He will headline three fundraisers in California and one in Arizona during his trip, according to the White House.

These countries tend to be flawed democracies (like Brazil, India, Israel and Nigeria) or autocracies (like Saudi Arabia and Vietnam). If the U.S. suggests that only democracies are welcome in its alliance, that alliance will shrink. But, he added, Biden “has also been clear that in that larger effort, we need constructive relationships with countries of all different traditions and backgrounds.”The C.I.A. The U.S. strengthened its ties with Vietnam — which remains a one-party state — when Biden visited Hanoi this month. All of this may help explain the approach Biden took at the U.N. yesterday.

“The president will talk about how those steps — how all of those steps he’s taken so far ladder up to a larger vision.”After a long career in the Senate and as vice president, Mr. Biden enjoys a strong reputation among his peers and is seen as a committed internationalist fighting the tide of isolationism. He has also managed to stitch together a series of partnerships in the Indo-Pacific in the face of aggressive moves by China. At the same time, America’s two major rivals appear weakened. President Xi Jinping of China looks less potent internationally as his country’s four-decade streak of economic growth flattens while President Vladimir V. Putin of Russia cannot even travel to the United Nations meeting or other major international gatherings because of an International Criminal Court arrest warrant for war crimes in Ukraine. But with his approval ratings mired in the low 40s and Mr. Trump threatening to take his job back in the November 2024 elections, Mr. Biden’s domestic troubles loom large over this year’s gathering at the United Nations.

Less ethical US foreign policy requires new logic
  + stars: | 2023-09-18 | by ( Hugo Dixon | ) www.reuters.com   time to read: +7 min
Russia’s invasion of Ukraine and rising tensions with China are now driving U.S. foreign policy, and ethical considerations have taken a back seat. Even so, groups such as Amnesty International and Human Rights Watch are concerned. But the United States considers all to have poor records when judged against the Universal Declaration of Human Rights. While it may make sense for the United States to choose the lesser evil, it is now unclear what role human rights play in American foreign policy. Although he didn’t connect this idea to human rights, that seems to be part of the thinking.

(AP) — President Joe Biden's national security adviser met with China's foreign minister over the past two days on the Mediterranean island nation of Malta in an effort that the White House said Sunday was intended to “responsibly maintain the relationship” at a time of strained ties and mutual suspicion between the rival powers. The Biden administration shot down what was described as a Chinese spy balloon earlier this year. And after Chinese President Xi Jinping centralized his power, the Chinese economy has not rebounded as expected after ending its pandemic lockdowns. The White House said Sullivan and Wang discussed the relationship between the two countries, global and regional security issues, Russia's war in Ukraine and the Taiwan Strait. They talked about the Mediterranean region's role in helping to provide “global peace and security,” according to a statement by the Maltese government.

The investigation into Li relates to procurement of military equipment, according to a regional security official and three people in direct contact with the Chinese military. Eight senior officials from the Chinese military's procurement unit, which Li led from 2017 to 2022, are also under investigation, according to two of the people in direct contact with the military. Reuters' detailed examination of the allegations against Li and the timing of the probe is based on interviews with sources who interact regularly with senior Chinese political and defence leaders, and regional officials with close knowledge of Chinese politics. The Financial Times reported on Friday, citing U.S. officials, that the U.S. government believes Li has been placed under investigation. Hong Kong CNN —China’s Foreign Ministry on Friday skirted questions on the whereabouts of the country’s defense minister, amid mounting speculation the recently promoted general has been placed under investigation. Qin, who was only foreign minister for seven months, has retained the position of state councillor – a senior role in China’s cabinet which Li also holds. On Chinese government and military websites, Li is still listed as the defense minister, state councillor and a member of the party’s powerful Central Military Commission (CMC). “The foreign minister and the defense minister are both externally facing interlocutors with the international community. Firefighters work to put out a fire and rescue people at an apartment block in Hanoi on September 13, 2023. At least 30 people have been killed in a fire at an apartment block in Vietnam's capital Hanoi, among them children, local media reported on Wednesday, citing the city's police. Contacted by Reuters, an officer with Hanoi police said the number of victims had yet to be finalised and declined to provide details.
