Proponents of the legislation say it restores balance to the branches of government, while those against say it removes checks on government powers. Netanyahu told Bloomberg he did not want the government intervening in decisions made by the central bank and would consider asking the current director to stay on.

A series of decrees signed by Russian President Vladimir Putin compel Ukrainians to get Russian passports, in violation of international humanitarian law, the report said. Ukrainians in occupied territory who do not seek Russian citizenship "are subjected to threats, intimidation, restrictions on humanitarian aid and basic necessities, and possible detention or deportation – all designed to force them to become Russian citizens," the report said. "What is concerning here is that it represents, basically, a violation of the Hague and Geneva Conventions," said Executive Director Nathaniel Raymond of the Humanitarian Research Lab at the Yale School of Public Health. The report was released as part of the Conflict Observatory program, with the support of the U.S. State Department and conducted by research partner the Yale School of Public Health's Humanitarian Research Lab.

Earlier this month, U.N. Secretary-General Antonio Guterres appealed to the Security Council and major potential contribution countries to act fast to create the conditions for the deployment of multinational force to Haiti. June 25 (Reuters) - Britain's Sarah Ferguson, the Duchess of York, has been diagnosed with breast cancer and has undergone a successful operation, British media reported on Sunday. Ferguson, 63, who was married to Prince Andrew, was given the diagnosis at a routine mammogram screening and underwent successful surgery, her spokesman told the Daily Telegraph. "She was advised she needed to undergo surgery which has taken place successfully," the spokesman said. "The Duchess is receiving the best medical care and her doctors have told her that the prognosis is good."
