Some participants waved rainbow fans, which Baena often brought to public events, including one last year where Mexico's foreign minister unveiled the country's first non-binary passport. Aguascalientes chief prosecutor Jesus Figueroa told Radio Formula that Baena was found with 20 lacerations from a shaving razor, including one to the neck that was likely fatal. Rights organizations called on authorities to investigate whether Baena's gender identity or activism played a role in the suspected murder. Since last year, Baena had served as a state elections judge, believed to be the first non-binary person to hold the position.

A three-year drought that has left millions of people in Syria, Iraq and Iran with little water wouldn’t have happened without human-caused climate change, a new study found. The team looked at temperatures, rainfall and moisture levels and compared what happened in the last three years to multiple computer simulations of the conditions in a world without human-caused climate change. “With every degree of warming Syria, Iraq and Iran will become even harder places to live.”Computer simulations didn’t find significant climate change fingerprints in the reduced rainfall, which was low but not too rare, Otto said. But evaporation of water in lakes, rivers, wetlands and soil “was much higher than it would have been’’ without climate change-spiked temperatures, she said. In addition to making near-normal water conditions into an extreme drought, study authors calculated that the drought conditions in Syria and Iraq are 25 times more likely because of climate change, and in Iran, 16 times more likely.

British media watchdog Ofcom on Wednesday issued new guidance to technology platforms requiring them to take tougher action against harmful and illegal content. Ofcom is the chief regulator under Britain's Online Safety Act, with powers to enforce the regulation and levy fines against tech companies. Ofcom outlined what it called new codes of practice for digital platforms, which it wants them to follow in order to limit the harmful and toxic content users — particularly children — encounter online. Beyond this, Ofcom also wants online platforms to take a series of steps to combat child sexual exploitation and abuse, fraud, and terrorism. The U.K.'s Online Safety Act has been in the works for the last four years.

LONDON (AP) — Scottish authorities have signed an extradition order for an American fugitive accused of faking his own death to avoid a rape charge in Utah. In response to a freedom of information request, the Scottish government on Thursday said an extradition order for the man local officials refer to as Nicholas Rossi had been signed on Sept. 28. U.S. authorities said Rossi is one of several aliases the 36-year-old has used and that his legal name is Nicholas Alahverdian. India's ministry of electronics & IT said the Moody's report "does not cite either primary or secondary data or research in support of the opinions presented in it". The Aadhaar card, which is issued by the Unique Identification Authority of India (UIDAI), has a unique number tied to an individual's fingerprints, face and eye scan. Moody's in its report had said that Aadhaar's system often results in service denials, and questioned the reliability of biometric technologies, especially for manual laborers in hot, humid climates.
