CNN —Vice President Kamala Harris and former President Donald Trump are tied among likely voters in North Carolina, while Harris holds a comfortable lead in Nebraska’s 2nd Congressional District, according to two new CNN polls conducted by SSRS. In North Carolina, Harris and Trump stand at 48% each among likely voters. In Nebraska’s 2nd District, the so-called blue dot encompassing Omaha, Harris has 53% to Trump’s 42%, the poll finds. An 86% majority of Democratic likely voters and 69% of independent likely voters favor keeping the current system, while 69% of GOP likely voters say they’d rather move to a winner-take-all system in the state. But just 41% in North Carolina say they’re very confident, rising to a 59% majority in Nebraska’s 2nd District.

The war for the first battleground electoral vote may have been decided this week before a single ballot was cast. A Democratic group is launching a legal fund to help secretaries of state in key states defend against an anticipated post-election deluge of lawsuits. The group began aggressively raising money and campaigning to elect Democratic secretaries of state, who oversee elections in many states, in the wake of former President Donald Trump's false claims of voter fraud in 2020. It first funneled money to deal with postelection litigation to then-Arizona Secretary of State Katie Hobbs in 2022 to deal with postelection litigation. “We have a bunch of pro-democracy secretaries of state that we want to support. The initial four states were chosen in part because the group believes state laws will allow it to effectively send money to boost the secretaries of state.

It’s obvious at this point that Trump will win men by close to double digits, ditto with Harris among women. Jim Pillen announced Tuesday he will not call a special legislative session to change how the state allocates its electoral votes, dashing Republican hopes that the switch could happen before November. Former President Donald Trump and his allies have been pushing state lawmakers to switch to a winner-take-all system, in which the presidential candidate who carries the state receives all five of its electoral votes. Currently, three of the state’s votes are awarded to the candidate who wins each of its three congressional districts. Jim Pillen, a Republican, will not call a special session to change the way the state allocates its Electoral College votes. "Based on the lack of 33 votes, I have no plans to call a special session on this issue prior to the 2024 election.

The Nebraska Examiner reported that without McDonnell, Republicans have "no path" unless a Democrat or nonpartisan lawmaker changes their mind. Nebraska and Maine are the only states that award some of their Electoral College votes by congressional district. On average, according to the latest CNN Poll of Polls, Harris is ahead by 3 points. Instead, it is a race to 270 electoral votes through the Electoral College. Per CNN’s current race ratings, Harris starts at 225 electoral votes to Trump’s 219. A win in Nebraska’s 2nd District would likely give Harris exactly 270 electoral votes when added to Michigan, Pennsylvania and Wisconsin. The 2024 White House race remains too close to call, but Vice President Kamala Harris' momentum is evident when you look just a little past the horse race. Earlier this week, Harris' favorability emerged above water for the first time since shortly after President Joe Biden took office. Soltis Anderson discussed a poll that the interest group commissioned, which found Harris has expanded Biden's once-meager lead over women voters aged 50 and over. Unlike Clinton, Walsh pointed out Harris hasn't spent decades in the spotlight and isn't faced with assuaging voters' fears of a potential political dynasty. Harris' favorability was up slightly in both Pennsylvania and Michigan.

LINCOLNVILLE, Maine — As Republicans in Nebraska consider changing state law to give Donald Trump an extra Electoral College vote this fall, their Democratic counterparts in Maine have little recourse to even the score. In 2020, Trump won one electoral vote from Maine’s rural 2nd Congressional District and is heavily favored to do so again, while Joe Biden won one from Nebraska’s Omaha-based 2nd Congressional District. And Maine GOP leaders have already signaled they have no interest in helping Democrats do away with their unusual formula for awarding electoral votes. “Maine has the gold standard of presidential election processes in the United States,” state House Minority Leader Billy Bob Faulkingham told the Bangor Daily News on Thursday. But unlike the previous times, there no longer appears to be a good way for Maine — and therefore national Democrats — to counter a change in Nebraska.
