Feb 7 (Reuters) - The construction of protective structures for key facilities at the Zaporizhzhia nuclear plant in southeast Ukraine is nearing completion, Russia's state TASS news agency reported on Tuesday, citing an adviser to the head of Russia's nuclear plants operator. The Zaporizhzhia nuclear power plant, Europe's largest, was captured by Russian troops in March of last year, in the opening days of Moscow's invasion in Ukraine. It remains close to the frontlines, and has repeatedly come under fire, raising fears of a nuclear disaster. "The erection of engineering and construction structures, which are designed to provide additional protection for important infrastructure facilities of the nuclear power plant, including those related to the storage of radioactive materials, is at the completion stage," TASS cited Renat Karchaa of Russia's nuclear plants operator Rosenergoatom as saying. In December, Russia said it had set up a shield over a storage site for spent nuclear waste at the plant.

Three people were killed and at least two others wounded after Russian forces struck a residential neighbourhood in the eastern Ukrainian city of Kostiantynivka, the regional governor said on Saturday. Pavlo Kyrylenko wrote on the Telegram messaging app that four apartment buildings and a hotel had been damaged and that rescuers and police officials were at the site to "carefully document yet another crime by the Russian occupiers". Earlier on Saturday Kyrylenko said four people had been killed and at least seven wounded from Russian strikes over the past 24 hours. Ukrainian President Volodymyr Zelenskiy said on Friday the situation at the front remained "extremely acute", particularly in the eastern Donetsk region where Russia is stepping up an offensive amid its full-scale invasion, launched last February.
Ukraine and its Western allies are engaged in "fast-track" talks on the possibility of equipping the invaded country with long-range missiles and military aircraft, a top Ukrainian presidential aide said Saturday. Dmitry Medvedev noted pointedly that Russia still has weapons it's not used in Ukraine. Russia has been hit by heavy setbacks in the war, mostly recently its loss of the city of Kherson. Russian leaders discussed using a nuclear weapon in Ukraine, The New York Times reported. Senior US officials told the publication that the group of Russian military leaders had discussed how and when Russia might deploy tactical nuclear weapons in Ukraine. But US officials did tell the Times that there was no sign that nuclear weapons were being readied for use by Russia. It is not clear when exactly these Russian military conversations took place, but the Times reported that the US government got intelligence about them in mid-October. Putin has annexed territory in east Ukraine, and said Russia would attack the West with nuclear weapons if it sought to interfere.

However, a partial mobilisation has already taken place in Russia and been extended to the occupied regions, so it is unclear if more men will be called up. The decree says that under martial law, authorities will have the power to enact measures to "meet the needs of Russia's armed forces", and that "territorial defence" will be carried out.
