Biden has little chance of passing ambitious legislation given the state of Congress, and faces a tough election. After decades of service in Washington, much of it on the Senate Foreign Relations Committee, Israel and Ukraine will define his legacy. In this July 13, 1982, file photo Secretary of State designate George Shultz, right, speaks with members of the Senate Foreign Relations Committee. If there is a bipartisan coalition that exists within the US Congress, Israel policy and Ukraine policy might very well be it.

To find the most and least safe places in the United States, a new study by WalletHub scored 182 cities (including at least two of the largest in each state) across three categories of metrics. The “home and community safety” category examined crime statistics, police and rescue workers per capita, traffic and pedestrian safety, among other data. “Financial safety” scored each city on employment, job security, credit ratings, savings rates and the like. For natural disasters, the capital city of Dover, Del. Two cities in “Tornado Alley,” Oklahoma City and Wichita, Kan., had the highest risks for natural disasters, followed by six cities in California.

The White House has been working urgently in the past 24 hours to get a Senate confirmation process in motion for President Joe Biden's nominee to be U.S. ambassador to Israel, according to two White House officials. But the White House officials said they hope lawmakers in both parties will agree with the president on the need to quickly confirm Lew amid the war between Israel and Hamas. "Everyone understands the importance behind it," one White House official said. Tom Nides, Biden's former ambassador to Israel, told NBC News in an interview that the Senate needs to confirm his successor "immediately" upon return. One official said Lew is "eager" to get to work, and the White House hopes he is confirmed with bipartisan support.

(AP) — The 3-year-old son of a firefighter was struck and killed in Delaware over the weekend shortly before a memorial walk was to begin to honor three firefighters killed in an a blaze seven years ago, authorities said. The Wilmington fire chief's office said a group of off-duty Wilmington firefighters, family members and friends were gathering just before 10 a.m. Sunday for the walk to honor three city firefighters killed in the line of duty at a structure fire on the same day in 2016. Matthew Marsella said in a statement that the child, the son of an off-duty firefighter, was struck by a vehicle driven by another off-duty firefighter trying to park to take part in the memorial event. The boy was taken to Wilmington Hospital, where he was pronounced dead. Beatriz Fana-Ruiz, accused of having set fire to the basement of the home, pleaded guilty in 2019 to second-degree murder, arson and assault.

U.S. Attorney David Weiss speaks during a press conference on May 3, 2018, at his district office in Wilmington, Del. The Department of Justice said that David Weiss — the special counsel prosecuting Hunter Biden — in the "near term" will be able to testify to the House Judiciary Committee as part of its own probe of the son of President Joe Biden. But the DOJ in a letter Friday to the House panel did not commit to making Weiss available by mid-October, as committee chairman Rep. Jim Jordan, R-Ohio, has asked. And it is not clear when Weiss will be allowed to appear by the DOJ. "However, any additional testimony and documents shared at this early juncture must continue to be appropriately limited to protect the ongoing matter and important confidentiality interests."

RICHMOND, Va. (AP) — More Virginia Democrats on Tuesday cast the controversy surrounding a legislative candidate who livestreamed herself performing sex acts as a distraction from the stakes in this fall's elections, while stopping short of fully championing her continued campaign. Virginia Democrats, Gibson among them, have made protecting abortion access a top campaign priority. Gibson's campaign did not respond to an interview request or a detailed list of questions from the AP on Tuesday. The state party also maintained its silence on Tuesday, with spokesperson Liam Watson declining to comment. Among elected officials, Democratic state Sen. Louise Lucas has stood out for her early, clear and vocal support of Gibson.

Hunter Biden plans to plead not guilty to three federal gun charges during an initial court appearance and is requesting to hold the hearing by videoconference instead of appearing in federal court in Wilmington, Del., his lawyer said in a filing on Tuesday. Mr. Biden, 53, was indicted last week by David C. Weiss, the special counsel overseeing the case, on two charges that he lied about his drug use to purchase a handgun in 2018 and on one charge of illegally possessing the weapon, which he had for less than two weeks. The not-guilty plea was expected. The decision to file criminal charges against Mr. Biden, the president’s troubled younger son, came after the collapse of a plea deal in July that would have resolved the long-running investigation without him serving prison time. Biden also will enter a plea of not guilty, and there is no reason why he cannot utter those two words by videoconference,” Abbe Lowell, Mr. Biden’s lawyer, wrote in a two-page letter to Judge Christopher J. Burke.

FTX entered bankruptcy in November when the global exchange ran out of money after the equivalent of a bank run. Several other former FTX executives have pleaded guilty to fraud and conspiracy charges and are cooperating with investigators. The scheme involved Bankman-Fried receiving a loan from Alameda, then transferring the money to his parents. According to FEC records, Singh contributed roughly $9.7 million in 2022 and in late 2020 to various candidates and committees. The judge revoked Bankman-Fried’s bail last month after finding probable cause that he had tampered with witnesses.

(AP) — President Joe Biden's national security adviser met with China's foreign minister over the past two days on the Mediterranean island nation of Malta in an effort that the White House said Sunday was intended to “responsibly maintain the relationship” at a time of strained ties and mutual suspicion between the rival powers. The Biden administration shot down what was described as a Chinese spy balloon earlier this year. And after Chinese President Xi Jinping centralized his power, the Chinese economy has not rebounded as expected after ending its pandemic lockdowns. The White House said Sullivan and Wang discussed the relationship between the two countries, global and regional security issues, Russia's war in Ukraine and the Taiwan Strait. They talked about the Mediterranean region's role in helping to provide “global peace and security,” according to a statement by the Maltese government.

Judy Govatos has heard that magical phrase “you’re in remission” twice, in 2015 and again in 2019. Ms. Govatos, 79, a retired executive at nonprofit organizations who lives in Wilmington, Del., has been grateful for the extra years. She has been able to take and teach lifelong learning courses, to work in her garden, to visit London and Cape Cod with friends. “If that means less time alive, that’s OK.” When her months dwindle, she wants medical aid in dying. On the face of it, Hunter Biden appears at risk of being sentenced to as long as 25 years in prison and $750,000 in fines if he is convicted on the three gun charges brought against him by federal prosecutors on Thursday. In reality, few people fitting Mr. Biden’s profile — a first-time, nonviolent offender accused of lying on a federal firearms application, who never used the gun (in his case, a Colt Cobra .38 that he held onto for less than two weeks five years ago) to commit a crime — get serious prison time for the offenses charged in the indictment. Just bringing the charges is out of the ordinary in some ways, former law enforcement officials say, and the legal basis of the prosecution is under constitutional challenge. Here’s a rundown of the accusations against President Biden’s son and what makes the case unusual. What are the charges?

As for Starboard, the firm has had extensive success at both Papa John's and Darden, but in strikingly different ways. Papa John's was a very amicable engagement in which Starboard was invited onto the board and worked with management to create extensive shareholder value. Abortions rose in nearly every state where the procedure remains legal, but the change was most visible in states bordering those with total abortion bans. Data was not collected from the 14 states with abortion bans in effect in the first part of the year. Range of 2023 estimates 2020 count Low Median High 20,000 40,000 60,000 80,000 Calif. N.Y. Ill. Jill Biden, the first lady, tested negative for the coronavirus on Thursday, the White House said, putting an apparent end to a minor health scare that had threatened to upend President Biden’s trip to a Group of 20 summit in India. The announcement came shortly before Mr. Biden departed the White House for his trip to New Delhi, where he plans to lobby world leaders on matters that include condemning Russia’s war with Ukraine and curbing China’s financial influence over poorer countries. The president also tested negative for the virus on Thursday, as he had throughout the week. The White House had announced that Dr. Biden, 72, had tested positive for the virus on Monday, after she and Mr. Biden spent part of the weekend at their family home in Rehoboth Beach, Del. White House officials had said she was experiencing only mild symptoms of the virus, and did not seem to anticipate her remaining contagious or requiring a lengthy recovery.

David C. Weiss, the special counsel investigating Hunter Biden, said on Wednesday that he planned to indict the president’s son on a gun charge before the end of the month — a move prompted by the acrimonious collapse of a plea deal in July. In a three-page update filed in federal court in Wilmington, Del., Mr. Weiss laid out plans to bring charges related to Mr. Biden’s purchase of a pistol in 2018, when prosecutors say he lied on a federal form by stating that he was not using drugs at the time. Mr. Biden had previously agreed to participate in a two-year diversion program for nonviolent gun offenders as part of the plea deal, which unraveled dramatically at the last minute this summer. Mr. Biden’s lawyer, Abbe Lowell, signaled in a statement that he would challenge any effort to proceed with a trial, arguing that the original agreement reached over the summer “remains valid and prevents any additional charges from being filed.”The government’s filing, while expected, adds an additional and volatile element to an already packed calendar of criminal cases coinciding — and colliding — with the 2024 presidential race. It piles on a possible federal trial of President Biden’s son to former President Donald J. Trump’s two federal and two state criminal cases.

Jill Biden, the first lady, tested positive for Covid-19, the White House announced late Monday night, but she is experiencing only mild symptoms and will remain at the family home in Rehoboth Beach, Del., where she and President Biden spent part of the weekend. Mr. Biden tested negative for the virus after the first lady’s diagnosis, a spokeswoman said. The president returned to the White House on Monday evening. Officials said Mr. Biden would continue to test on “a regular cadence” throughout the week and would monitor for possible signs of infection. The first lady’s diagnosis is a reminder that Covid-19 remains a potent virus in the country.

As he heads toward a re-election campaign next year, President Biden is betting that his success in pushing for policies intended to lower health care costs for millions of Americans will be rewarded by voters at the ballot box. In speech after speech, Mr. Biden talks about capping the cost of insulin at $35, putting new limits on medical expenses for seniors, making some vaccines free and pushing to lower the prices of some of the most expensive drugs in the world. At the White House, Mr. Biden and his advisers have already begun to elevate the issue as a centerpiece of his agenda. And at his campaign headquarters in Wilmington, Del., aides are preparing television ads, talking points and speeches arguing that Mr. Biden’s push for lower health care costs is a stark contrast with his Republican opponents. “The president will have a very strong case to make,” said Senator Amy Klobuchar of Minnesota, a member of the president’s national campaign advisory board.

Eleven days after President Biden drew criticism for appearing to brush off a query about the deadly wildfires in Hawaii with a “no comment,” a White House spokeswoman said on Thursday that the president never heard the question. Olivia Dalton, the deputy White House press secretary, made the clarification in response to a question from The New York Times. “He didn’t hear the question,” Ms. Dalton said. “He absolutely didn’t say ‘no comment’ in relation to Maui. And in fact, he had already spoken to the nation about Maui at that point, in addition to being in daily contact with senior staff, FEMA and state officials as he marshaled a whole-of-government response to the fires.”
