MADRID, Nov 24 (Reuters) - The Bank of Spain has asked for detailed information after recent disruptions to the country's payments network, a source close to the central bank said. Customers complained on social media about failed ATM withdrawals and credit card payments on Nov. 18. "A technical incident has occurred which has caused temporary instability in the system responsible for processing payment transactions. The central bank is looking into both incidents, which come as European Central Bank (ECB) data shows cash payments in Spain fell by 18% between 2019 and 2022, a figure only surpassed in the euro zone by Cyprus, where transactions fell 23%. Redsys competes with another payment provider in Spain, which belongs to Cecabank and holds a market share of about 15%.

A potential concern is that the euro zone economy has been broadly stagnating all year and any recovery next year will be shallow, keeping growth below 1%. "It is likely that the euro area economy will remain subdued in the near term." On the prospects for interest rates, de Guindos said the ECB would have more information in December "to reassess the inflation outlook and required policy action".

So a frozen conflict would help the West achieve – at least partly – its key geostrategic aim: to show hostile powers that it doesn’t pay to invade one of its friends. In a frozen conflict, Ukraine would still need to invest heavily in massive fortifications, anti-missile defence systems and technology to deter Russian attacks. Five U.S. Army Special Operations forces have died in a helicopter crash in the eastern Mediterranean Sea, American officials said on Sunday. The troops were crew members of an MH-60 helicopter that was on a refueling training mission early Saturday when the aircraft crashed off the coast of Cyprus, three U.S. officials said, speaking on the condition of anonymity to discuss operational details. The crash is under investigation, they said. The Pentagon has quietly dispatched to Cyprus commando teams from the Joint Special Operations Command, including the Army’s Delta Force and the Navy’s SEAL Team 6, to stand by in case they are needed to help evacuate American citizens from the region. The commandos are also trained in hostage rescue operations.

It leaves 2023 firmly on track to surpass the temperature average for 2016 — currently the warmest year ever recorded. Samantha Burgess, deputy director of C3S, said the exceptional temperature anomalies of October followed a four-month period in which global temperature records were "obliterated." "We can say with near certainty that 2023 will be the warmest year on record, and is currently 1.43ºC above the preindustrial average," Burgess said. Referencing the upcoming 2023 United Nations Climate Change Conference, she added, "The sense of urgency for ambitious climate action going into COP28 has never been higher."

Blinken described all of these as “a work in progress” and acknowledged deep divisions over the pause concept. REUTERS/Ammar Awad/ Acquire Licensing RightsNEW YORK/LONDON, Nov 6 (Reuters) - Travelers are canceling or postponing planned vacations to the Middle East and North Africa due to fears of the Israel-Hamas conflict worsening, and as touring companies have also altered itineraries and canceled flights. Travel operators say the war is affecting demand for travel to nearby nations including Egypt, Jordan and Turkey. German airline Group Lufthansa (LHAG.DE) said on Thursday their Middle East bookings have not been affected by the war, with only an initial dip when the conflict started. Spanish travel agency Essentialist said it has canceled 75% of trips to the extended Middle East and Northeast Africa region. The conflict's effect on travel demand to the Middle East may extend beyond the holidays and even just neighboring countries.

CENTCOM on Sunday confirmed an Ohio-class submarine has traveled to the Mediterranean Sea. Ohio-class submarines can be equipped with advanced ballistic or Tomahawk missiles. Israel news outlet Ynet reported the submarine newly deployed in the region is the largest of the 14 ballistic submarines controlled by the US Navy and comes equipped with ballistic munitions. Blinken makes unannounced visit to Iraq

Baghdad, Iraq CNN —Secretary of State Antony Blinken made an unannounced visit to Iraq on Sunday – a significant stop on his whirlwind trip through the region. Blinken met with Iraqi Prime Minister Mohammed Shia al-Sudani in Baghdad for more than an hour. In the wake of Hamas’ October 7 attack, Iranian-backed proxy groups have scaled up attacks aimed at US troops in Iraq and Syria. Ahead of his stop in Iraq, Blinken on Sunday also met with Palestinian Authority President Mahmoud Abbas in Ramallah amid escalating Israeli settler violence in the West Bank. Before Blinken’s visit to Iraq, US Secretary of Defense Lloyd Austin was the highest-ranking Biden administration official to travel to the country, when he made an unannounced trip to Baghdad in March.
