CNN —Hilary has weakened to a post-tropical cyclone that’s still bringing life-threatening flooding and gusty winds to much of the Southwest US, leaving streets like raging rivers and residents ordered to leave their homes. “Areas that normally do not experience flash flooding will flood,” the National Weather Service said. Strong and gusty winds are expected to persist across portions of the western US Monday, particularly in and near areas of higher terrain. Cars were stuck in floodwaters in the Spanish Hills area, the National Weather Service reported. The Los Angeles Unified School District – the nation’s second largest school district – will be closed Monday because of the storm.

Those winds also battered power lines on the island, and dramatic videos show lines swaying and being toppled in the gusts. Now, some locals are casting blame on Hawaiian Electric, the state’s biggest utility, for not shutting off power to high-risk areas – and claiming that its power lines could have sparked the deadly fire. State officials were well aware of the danger posed by downed power lines during hurricanes. A 2021 state report noted that “downed power lines” and “residential and wildland fires” were hazards related to hurricanes. Maui Mayor Richard Bissen said Thursday that power lines that were “still energized” had fallen on the roads.

A fire at a plastic resin plant in Brunswick, Ga., on Saturday prompted officials to issue an evacuation order for people within half of a mile of the facility, the authorities said, as billows of dark smoke rose and spread through the city. The Brunswick Fire Department and Glynn County Fire Rescue responded to the Pinova plant around 7 a.m., the authorities said. Firefighters contained the fire within hours but around 3 p.m. it had reignited, the Glynn County Board of Commissioners said on Facebook. The board issued a shelter-in-place order for those living within half of a mile of the plant and an evacuation order was issued about an hour later. There were no injuries reported as of Saturday afternoon, the board said.
High-wind warnings and advisories were posted for a vast region stretching from the Mexico border through Los Angeles to the San Francisco Bay area. The National Weather Service (NWS) issued an excessive- rainfall notice for much of the Southern California coast, warning of an at least a 40% chance of showers exceeding flash-flood conditions. Heavy showers began drenching the Los Angeles region before dawn and triggered some street flooding but tapered off by early afternoon. Up to 3 inches (7.6 centimeters) of rain was expected in coastal regions and valleys of Southern California, and as much as 6 inches in lower mountains and foothills, the NWS said. The agency is investigating the crash of a 2014 model year Tesla involving a fire truck in Contra Costa County, California. The fire department said a Tesla struck one of its fire trucks and the Tesla driver was pronounced dead at the scene. Since 2016, NHTSA has opened more than three dozen Tesla special crash investigations where driver assistance systems were suspected of being used, with 20 crash deaths reported. Federal vehicle safety regulators initiated a new, special crash investigation into a fatal collision that involved a Tesla Model S sedan and a firetruck in Walnut Creek, California, last month, CNBC has confirmed. All new Tesla vehicles in the U.S. come with a standard driver assistance package called Autopilot. The new special crash investigation is part of an extensive NHTSA probe of Tesla's driver assistance systems, and how they perform around parked first responder vehicles. According to records on the agency's website, NHTSA opened a "preliminary evaluation" of Tesla's Autopilot systems on August 13, 2021. "The investigation opening was motivated by an accumulation of crashes in which Tesla vehicles, operating with Autopilot engaged, struck stationary in-road or roadside first responder vehicles tending to pre-existing collision scenes."
A Tesla hit a fire truck that was parked and blocking lanes on a California freeway last month. The NHTSA opened an investigation Wednesday into whether the car was using a driving assistance system. At least 15 incidents have been reported involving a Tesla crashing into a stationary emergency vehicle, according to The Associated Press.
