But expediting work permits isn’t so easy, either legally or bureaucratically, experts in the process say. It would take an act of Congress to shorten a mandatory, six-month waiting period before asylum-seekers can apply for work permits. Maura Healey, who declared a state of emergency over the migrant influx, wrote Mayorkas that work permits represent “an opportunity to meet employer needs, support our economy, and reduce dependency among new arrivals.” And 19 Democratic state attorneys general wrote Mayorkas that work permits would reduce the strain on government to provide social services. Custom and Border Protection online app have applied for work permits, according to the White House. After he got his temporary work authorization, his boss gave him an extra dollar per hour.

London CNN —The UK government has moved to take control of the country’s second biggest city, Birmingham, after the local council effectively declared itself bankrupt earlier this month. The government has also proposed an inquiry to understand how Birmingham landed in its current financial mess. “The need for action in Birmingham is pressing,” he added. Birmingham City Council issued a so-called section 114 notice on September 5, which means it must halt all spending except on essential services such as schooling, housing, social care, waste collection and road maintenance. The plan is due to be discussed at an extraordinary meeting of the council on September 25.

DES MOINES, Iowa (AP) — Some of Donald Trump 's top rivals for the Republican presidential nomination will address a gathering of influential Iowa evangelical Christians on Saturday night, hoping to woo them away from the former president at an event he is skipping. Former Vice President Mike Pence planned to attend the Iowa Faith and Freedom Coalition's annual banquet and town hall in Des Moines along with Florida Gov. Texas Sen. Ted Cruz used strong appeals to evangelical Republicans to win the GOP's 2016 caucuses. Biden has also proposed federal rules to prohibit schools from categorically banning transgender athletes in school sports. But most concurred it was a foreign policy triumph for Modi as he pushes to increase India’s influence on the world stage. “India’s statement embodies the voice of the emerging Global South” said Derek Grossman, an analyst focused on the Indo-Pacific at the RAND Corporation. “It’s emerging as a successful case study of Western and non-Western powers and the Global South working together to pursue shared goals,” he said. Russian President Vladimir Putin and China's leader Xi Jinping skipped the G20 summit this year. Heading into the summit, Modi had argued that the developing countries should have more say, noting that they are disproportionately impacted by many crises including climate change, food shortages and rising energy prices.

BANGKOK (AP) — Myanmar’s imprisoned former leader, Aung San Suu Kyi, is suffering from symptoms of low blood pressure including dizziness and loss of appetite, but has been denied treatment at qualified facilities outside the prison system, a medical worker said Thursday. Separately, a military officer who also insisted on anonymity confirmed a report by the BBC’s Myanmar-language service that Suu Kyi was suffering a severe toothache that left her unable to eat and caused vomiting. However, the ruling military council’s spokesperson, Maj. Gen. Zaw Min Tun, said Suu Kyi was in good health, the report said. Not only are details about Suu Kyi’s health unclear, but even her exact whereabouts are not publicly known. Appeals of Suu Kyi’s convictions are still being processed on charges including election fraud, breaching the official secrets acts and six other corruption allegations, legal officials have said.

Afterward the summit, Biden and Vietnamese General Secretary Nguyen Phu Trong will meet in Hanoi and are expected to announce plans to tighten economic cooperation. The Chinese economy is weighed down by a property bubble, local government debt, high youth unemployment and a broader inability to rebound as expected from pandemic lockdowns. But so far this year, the U.S. economy has outperformed expectations as the Chinese economy has underperformed. Still, China’s economic challenges could create more geopolitical risk as economics can often inform national security strategies. At an August fundraiser in Utah, Biden called China's economy a “ticking time bomb.”“When bad folks have problems, they do bad things,” the president said.

WASHINGTON (AP) — Treasury Secretary Janet Yellen is facing growing skepticism from some leading rich and developing nations as the residual impact of sanctions against Russia is deepening divisions among the Group of 20 countries. Russia and China, meanwhile, have declared a “no limits” partnership of their own. And the economic bloc of Brazil, Russia, India, China and South Africa — known as BRICS — is trying to increase its use of local currencies instead of the U.S. dollar. Russia is hoping it can use its power over Ukraine’s Black Sea exports as a bargaining chip to reduce Western sanctions. That may be difficult as G20 nations increasingly gravitate into blocs and with some leaders, including Chinese President Xi Jinping, opting to skip the summit.

London CNN —Birmingham — the biggest British city after London — is in dire financial straits. “Local government is facing a perfect storm,” Sharon Thompson, Birmingham City Council’s deputy leader, said in remarks broadcast Tuesday. How Birmingham went bustThompson blamed Birmingham’s financial troubles partly on an outstanding £760 million ($950 million) legal bill pertaining to the equal pay claims, which resulted from a Supreme Court ruling in 2012. The original case was brought by 174 former council employees, all except four of whom were women. They argued that this breached the equality clauses of their employment contracts under the Equal Pay Act of 1970 — and the court agreed.

CNN —US officials have warned North Korea it will “pay a price” if it strikes an arms deal with Russia, after saying that negotiations were “advancing” between the two nations. Sullivan did not elaborate on the potential repercussions for North Korea, which is already under United Nations and US sanctions imposed over Pyongyang’s weapons of mass destruction program. Kirby added that any potential new deals could include “multiple types of munitions” and raw materials from North Korea. The US and its allies are also concerned about the technology North Korea is seeking from Russia in return for weaponry, according to two US officials. North Korea is seeking technology that could advance its satellite and nuclear-powered submarine capabilities, officials said, which could significantly advance Pyongyang’s capabilities in areas the rogue regime has not fully developed.

London CNN —Britain’s second-biggest city effectively declared itself bankrupt on Tuesday, shutting down all nonessential spending after being issued with equal pay claims totaling up to £760 million ($956 million). Birmingham City Council, which provides services for more than one million people, filed a Section 114 notice on Tuesday, halting all spending except on essential services. The deficit arose due to difficulties paying between £650 million (around $816 million) and £760 million (around $954 million) in equal pay claims, the notice report says. The city now expects to have a deficit of £87 million ($109 million) for the 2023-24 financial year. Sharon Thompson, deputy leader of the council, told councilors on Tuesday it faces “longstanding issues, including the council’s historic equal pay liability concerns,” according to the United Kingdom’s PA Media news agency.

Watson did not say when and where a potential meeting between Kim and Putin in Russia might take place. North Korea does not currently have any nuclear-powered submarines, according to an assessment from Nuclear Threat Initiative, a think-tank focused on reducing nuclear threats. CNN —A city council in Australia has voted to remove a statue of William Crowther, a former premier of the state of Tasmania, who decapitated the body of an Aboriginal man. The statue’s removal would be the first of its kind in Australia, and would advance Hobart’s “standing as a welcoming and inclusive city,” the council said in a statement. Photo 12/Universal Images Group Editorial/Getty ImagesCrowther, who was Tasmanian premier in 1878-79, was accused of decapitating the body of Aboriginal man William Lanne and sending his skull to the Royal College of Surgeons in London. Tasmanian Aboriginal people fought for more than a century for Lanne’s skull to be returned from London and it was eventually buried in Tasmania in 1991. The planning committee passed this final vote 8-2 and the statue will now be taken down, unless appeals are lodged.

CNN —North Korea’s second attempt to launch a spy satellite into orbit failed Thursday due to a malfunction in the third-stage of the rocket, the state-run Korean Central News Agency (KCNA) reported. The unsuccessful launch came after North Korea’s first attempt failed in May, when the new satellite vehicle rocket Chollima-1 crashed into the sea soon after liftoff. In a news conference Thursday, Japan’s Chief Cabinet Secretary Hirokazu Matsuno said Japan “strongly protests” North Korea’s latest launch and “condemns it in the strongest terms,” adding that the launch used ballistic missile technology. During the summit, the three leaders pledged closer cooperation to protect against nuclear threats from North Korea and urged Pyongyang to abandon its nuclear and ballistic missile programs. North Korea is expected to celebrate its 75th foundation day on September 9 with a military parade.

And even if Trump is not the GOP nominee in 2024, ebbing public support for the war could hurt Biden. Therefore, for political, as well as strategic reasons, there is huge pressure on Ukraine’s long-awaited counteroffensive this summer to produce significant battlefield breakthroughs. Any suggestion that Ukraine’s offensive has been bogged down will deepen that skepticism over a prolonged US commitment. Soon after the Russian invasion in February 2022, 62% said the US should do more to support Ukraine. The political dynamics in the House represent a rather precarious foundation for Ukraine’s vital US support, underscoring why a stalled offensive could represent a political disaster for Zelensky in the United States as well as a strategic loss for Ukraine at home.

“It’s part of this zeitgeist that we need to be more conscious and take better care of our local environment,” Mr. Hansen said. In line with that trend, some European destinations that have long imposed tourism taxes have begun to increase their rates or impose additional levies. Last year, the Barcelona City Council began imposing a “city surcharge” on visitors, over and above the accommodation tax (from €1 to €3.50 per night), which the government of Catalonia established in 2012. It’s a similar story in the Croatian city of Dubrovnik — which, according to one index, had the highest ratio of tourists to residents of any European city in 2019. The mayor described the cruise tax as “a win-win.”

ECB raises key rate to historic high, keeps options open

FRANKFURT, July 26 (Reuters) - The European Central Bank raised its deposit rate to a historic high on Thursday and kept its options open on whether more increases will be needed to bring down inflation against a worsening economic backdrop. "The Governing Council’s future decisions will ensure that the key ECB interest rates will be set at sufficiently restrictive levels," the ECB said. In its June statement, the ECB had said rates would "be brought" to sufficiently restrictive levels, implying more rises. The ECB has now increased borrowing costs by a combined 4.25 percentage points in a year, its fastest pace on record. Both facilities have been little used as the banking system is still awash with cash from a decade of monetary stimulus by the ECB.

In forming a coalition government after last September’s elections, Ms. Meloni became the first far-right nationalist to lead Italy since Benito Mussolini. Like the former president, Ms. Meloni came to office with a long record of skepticism of Western alliances. But Ms. Meloni has shown that she is in charge when it comes to Ukraine. To Washington’s delight, Ms. Meloni has been drawing away from China. Valbona Zeneli, a senior fellow at the Atlantic Council’s Europe Center, said Western leaders misjudged Ms. Meloni after her election.

London CNN —President Joe Biden embarks on a weeklong trip to Europe on Sunday, and the stakes couldn’t be higher for the future of the NATO alliance. Biden makes a stop in London ahead of his attendance at the NATO Summit in Vilnius, Lithuania, followed by meetings with Nordic leaders in Helsinki, Finland. But Biden will be a key player in determining what specific, measurable criteria or timelines, if any, are offered to Ukraine for NATO membership during this summit. Sweden’s NATO membership is “within reach,” NATO Secretary General Jens Stoltenberg said in a news briefing following a meeting of senior officials from Turkey, Sweden and Finland Thursday. It happened Sunday evening on Governors Island at the start of “duel c,” a movement piece by Andros Zins-Browne. Along with several other audience members, I was standing inside “Moving Chains,” a large kinetic sculpture by Charles Gaines that is shaped like a ship open at both ends. The subject of “Moving Chains” is weighty: no less than slavery. “Duel c” wrestled with burdensome themes, but in a playful tone. This light approach to heavy subjects proved consistent across the two other dance performances I saw last week as part of River to River, the Lower Manhattan Cultural Council’s free summer arts festival.
