The special counsel report found that Biden willfully retained classified information, including top secret documents, and knew he was in possession of some documents as far back as 2017. House Oversight Committee Republicans, who have separately investigated Biden’s handling of classified documents, criticized Hur’s report before it was even released or delivered to Congress. “Most notably, after being given multiple chances to return classified documents and avoid prosecution, Mr. Trump allegedly did the opposite.” Hur wrote. “Among the places Mr. Biden’s lawyers found classified documents in the garage was a damaged, opened box containing numerous hanging folders, file folders, and binders,” the report said. The United States is on a pace to add nearly $19 trillion to its national debt over the next decade as the mounting costs of an aging population and higher interest expenses continue to weigh on the nation’s fiscal outlook, the nonpartisan Congressional Budget Office said on Wednesday. Annual deficits over the next decade are 7 percent smaller than the $20.3 trillion the budget office forecast last year. A deal that President Biden and congressional Republicans struck last year to limit discretionary spending for two years reduces deficits over the decade. So does a surge of 5.2 million new workers into the labor force, most of them immigrants. But those deficit declines are partly offset by an increase in the estimated budget costs from Mr. Biden’s clean-energy agenda, an aging U.S. population and higher interest rates on the national debt.

Congressional Republicans thought they had set a clever trap for Democrats that would accomplish complementary political and policy goals. Their idea was to tie approval of military assistance to Ukraine to tough border security demands that Democrats would never accept, allowing Republicans to block the money for Kyiv that many of them oppose while simultaneously enabling them to pound Democrats for refusing to halt a surge of migrants at the border. But Democrats tripped them up by offering substantial — almost unheard-of — concessions on immigration policy without insisting on much in return. Now it is Republicans who are rapidly abandoning a compromise that gave them much of what they wanted, leaving aid to Ukraine in deep jeopardy, border policy in turmoil and Congress again flailing as multiple crises at home and abroad go without attention because of a legislative stalemate. Even Senator Mitch McConnell of Kentucky, the minority leader and foremost Republican advocate of helping Ukraine, and Senator James Lankford, the Oklahoma Republican who invested months in cutting the border deal, suggested they would vote to block it on the floor in a test vote set for Wednesday.
