CNN —Hurricane Milton slammed into Florida’s Gulf Coast on Wednesday night, making landfall as a powerful Category 3 storm. The intense hurricane spawned tornadoes, dumped rain across much of the state, left millions without power and claimed at least 12 lives, including five people in St. Lucie County. Milton is the third hurricane to hit Florida this year — which has only happened during five other hurricane seasons since 1871. Many areas in Florida are also recovering from the aftermath of a Milton-spurred torrent “supercharged” tornadoes, according to National Hurricane Center Director Michael Brennan. Milton was the fifth hurricane to make landfall in the United States this year, joining Category 1 Beryl, Category 1 Debby, Category 2 Francine and Category 4 Helene.

Major infrastructure upgrades meant to protect Florida’s Tampa Bay area from flooding are months away from completion, as the vulnerable region braces for what could be the worst hurricane in more than a century, officials said. Hurricane Milton is expected to strike the Tampa area overnight Wednesday and into Thursday morning with life-threatening storm surge of up to 15 feet, said Austen Flannery, a meteorologist with the National Weather Service’s Tampa office. Since then, the region’s population has grown from roughly 400,000 people to 3.8 million, and the number of buildings has either tripled or quadrupled, according to the Tampa Bay Regional Planning Council. The National Weather Service said Tuesday was the last full day for Florida residents to do so. “This is playing out to be one of our worst case scenarios for our area,” said Wren Krahl, the Tampa Bay Regional Planning Council's executive director.

Citrus County: Beginning at 8 a.m. Tuesday, residents in any structure incapable of withstanding 110 mph winds will be under a mandatory evacuation order, the sheriff’s office said. Hurricane Milton is expected to continue to develop rapidly as it soaks up its natural fuel, warm water in the Gulf of Mexico. It could be pushing out sustained winds of 145 mph by them, according to its projections, making it a Category 4 hurricane. Rain, strong winds and possible storm surges were expected to begin Tuesday night along Florida’s west coast, according to NBC News meteorologists. Up to 8 inches of rain was forecast, with storm surges of 6 feet and more possible for coastal cities, they said. By late afternoon Saturday, Tropical Depression 14 had become Tropical Storm Milton, according to the National Hurricane Center.

North Carolina Department of Insurance communications director Jason Tyson estimated that about 139,000 properties in the state have flood insurance through the NFIP. Part of the problem with flood insurance is a common misconception that regular home insurance covers flooding, which is rarely the case, four experts knowledgable about flood insurance and disaster management told Business Insider. "We don't think of western North Carolina and the Appalachian mountains as an area that has significant flood risk."
