On September 16, Berlin ordered the “temporary reintroduction of border control” at Germany’s borders with Belgium, Holland, Luxembourg, France and Denmark. The calls for more checks on Germany’s borders also mark a step-change at the heart of the European Union from Merkel’s policies. CNN —Germany has begun new controls at all of its land borders as part of a crackdown on migration, placing restrictions on a wide area of free movement known as the Schengen Zone and stirring anger among its European neighbors. From Monday, as well as existing border controls with Austria, Switzerland, the Czech Republic and Poland, Germany will now also have internal border controls with France, Luxembourg, the Netherlands, Belgium and Denmark. Berlin will have the power to reject people at all land borders, a statement from the Interior Ministry said. The move marks how far Germany has shifted in recent years on the flashpoint issue of migration. Under European Union rules, member states have the ability to temporarily reintroduce border control at internal borders in the event of a serious threat to public policy or internal security.

Rivers overflowed from Poland to Romania, where four people were found dead on Saturday, after days of torrential rain in a low-pressure system named Boris. Some parts of the Czech Republic and Poland faced the worst flooding in almost three decades as towns evacuated thousands. That surpassed a record seen in heavy flooding in 1997, which partly damaged the town and claimed 56 lives in Poland. In Romania, authorities said the rain was less intense than on Saturday, when flooding killed four and damaged 5,000 homes.

The Russian officials took the proposal back to Moscow. It was a remarkably swift conclusion to years of painstaking negotiations between the US and more than half a dozen countries. Key to the deal was President Biden’s ability to persuade German Chancellor Olaf Scholz to release Krasikov, the Russian prisoner most keenly sought by Putin. Britain’s Labour government said it was making “difficult decisions” concerning the budget, including cutting some road and rail projects and pension benefits, after accusing its predecessor, the Conservative Party, of leaving the country’s finances in a mess. Rachel Reeves, the chancellor of the Exchequer, said on Monday that there was a hole of 22 billion pounds (about $28 billion) in the country’s coffers this year because spending needs had exceeded expected revenue. Ms. Reeves accused the Conservative Party of making spending commitments on plans such as road repairs and building new hospitals “knowing the money wasn’t there.” Some of those plans would scrapped or reviewed. “The scale of this overspend is not sustainable,” Ms. Reeves told lawmakers in Parliament.
