Nevada ACLU requests investigation into alleged partisan hand-countRENO, Nev. — The American Civil Liberties Union of Nevada asked the state’s secretary of state Wednesday to investigate what it called a “coordinated partisan election administration effort” during rural Nye County’s hand-count of mail-in ballots that was shut down last week until after polls close. The ACLU said a hand-count volunteer openly carrying a firearm removed an ACLU observer from a hand-count tally room, which the organization said it recently discovered was Nye County GOP Central Committee Vice Chair Laura Larsen. The ACLU said the situation “poses questions” surrounding Nye County interim clerk Mark Kampf’s delegation of authority to partisan officials to remove observers from hand-count rooms, particularly during a hand-count process that deals with tabulation of ballots. It’s the latest development in a conflict between the rural county’s election administration and the ACLU that has spanned lawsuits, infighting and a Nevada Supreme Court ruling late on Oct. 27 that prompted Secretary of State Barbara Cegavske, a Republican, to shut down the hand-counting until after polls close on Election Day. North Korea fired multiple missiles into the sea on Thursday, including a possible failed intercontinental ballistic missile (ICBM), prompting the United States and South Korea to extend air drills that have angered Pyongyang. Beginning shortly before midnight on Thursday, South Korea's military said it had detected more than 80 artillery rounds fired into the sea by North Korea, in what it says is a violation of a 2018 inter-Korean agreement. The South issued a warning communication to the North over the firing, the South Korean Ministry of Defence said in a statement. South Korea and the United States also say that North Korea has completed technical preparation to test a nuclear device at any time, in what would be its first nuclear test since 2017. "The United States and South Korea will find that they have made a terrible mistake that cannot be reversed," said Pak.

The South Korean government source said officials suspect it was a Hwasong-17, North Korea’s most advanced intercontinental ballistic missile that was first successfully tested on March 24. Chen Yixin, who was elected to the ruling Communist Party's Central Committee during its once-every-five-years congress this month, had been in charge of a campaign in recent years to purge corrupt security and legal officials. Chen Wenqing's promotion marked the first time that a spy chief was tapped to fill the top security position, which had typically been held by a former minister of public security. Analysts said this reflects the bigger role intelligence is likely to play in China's security during President Xi Jinping's third term. "On Hu Chunhua, I think this has been Xi Jinping's main tactic of shutting down the youth league faction," said Victor Shih, an expert on elite politics in China and a professor at the University of California, San Diego. "They are completely defeated," said Cheng Li, a specialist on the transformation of political leaders in China, referring to the sidelining of the Youth League faction. The Youth League has been active in attacking foreign brands accused of misbehaviour in China, such as false advertising. The Youth League did not immediately respond to a request for comment on Wednesday.

China's strategy aims to win over "swing" countries to score United Nations votes, the diplomat said on Tuesday. Washington said it had taken note of the congress and stressed the importance of keeping open lines of communication. Like many up-and-comers, he is a former subordinate from Xi's days as party chief of the eastern province of Zhejiang. Other pro-reform policymakers excluded from the party's new central committee were outgoing economic czar Liu He, 70, and central bank party chief Guo Shuqing, 66. Cai was promoted in 2014 to general office deputy director at the Beijing-based National Security Commission, a body founded and chaired by Xi. In 2017, just weeks after the 19th Party Congress, Cai faced loud public criticism over the forced eviction of migrant workers on Beijing's outskirts. A decade later, during a Beijing Party committee meeting on cyberspace and ideology hosted by Cai, no mention was made of citizens using social media to hold officials accountable.
