LONDON — European markets opened lower on Friday as investors considered the latest ECB interest rate decision. All sectors were lower, with travel and leisure stocks tumbling 2.66%, and mining stocks declining 1.93%. European markets have retreated throughout the week with the Stoxx 600 closing lower for the last four consecutive days. The picture was similar across the world, with Asia-Pacific markets declining on Friday as they followed Wall Street lower. U.S. markets closed lower on Thursday, with the Dow Jones Industrial Average snapping a six-day winning streak.

The Bank of England said on Thursday that a "global payments issue" was affecting the interbank payments service CHAPS, delaying some high-value and time-sensitive payments including some house purchases. "We are mindful of the impact this is likely to have and are working closely with a third-party supplier, industry and other authorities to resolve the issue as promptly as possible," it said in a statement. Retail payment systems and cash machines were unaffected, the BoE added. The CHAPS system - which is operated by the BoE - has suffered technical problems before, including in August last year and in 2014 when the Real-Time Gross Settlement system, which underpins CHAPS, did not work normally for several hours.

The fleet of 500 vehicles operating in the city belongs to Apollo Go, a unit of Chinese tech giant Baidu (BIDU). Uncertainty over the safety and reliability of driverless cars has cast a long shadow over the industry in the US. The federal government will grant car and auto parts factories in eight states $1.7 billion to begin producing electric vehicles and other clean energy technology, the Biden administration announced on Thursday. Among the 11 recipients will be a Jeep factory in Belvidere, Ill., that the brand’s parent company Stellantis closed last year. The money will allow the plant to reopen and produce electric vehicles, officials said, restoring almost 1,450 jobs. Other beneficiaries include a factory in Georgia that plans to make Blue Bird electric school buses, a General Motors factory in Michigan that will shift production from gasoline to electric vehicles, and a Harley-Davidson factory in Pennsylvania that will increase production of electric motorcycles. Cars that run on hydrogen emit zero carbon at the tailpipe, but 96% of the world’s hydrogen is still derived from fossil fuels like methane gas. That makes most hydrogen-powered cars much more polluting than battery electric vehicles, or EVs, and only marginally cleaner than traditional combustion engine cars. Toyota is supplying the Game’s official fleet, which includes 500 Mirai cars and 10 coaches that run on hydrogen, as well as 1,150 EVs, to ferry athletes around. It is also one a few major automakers betting on hydrogen-powered vehicles, as well. Hydrogen vehicles have so far failed to take off as a popular choice for consumers, and very little infrastructure to refuel with hydrogen exists.
