Armstrong said Al-Fayad was a “monster” who committed a “vast web of abuse.”Setting out the legal claim being brought against Harrods, Armstrong said Al-Fayad was “enabled by a system” that pervaded the store. “This is and was a systematic failure of corporate responsibility, and that systematic failure is on the shoulders of Harrods,” Armstrong said. BERLIN, Vt. — This fall, hundreds of the most vulnerable people experiencing homelessness in Vermont must leave state-funded motel rooms where they’ve been living as the state winds down its pandemic-era motel voucher program. The move is prompting outcry from municipal leaders and advocates who say many don’t have a place to go. The biggest exodus — about 230 households — is expected on Thursday when they reach a new 80-day limit stay in the motel rooms that the Legislature imposed starting in July. A new 1,110-room cap on the number of motel rooms the state can use to house those people in the warmer months from April through November also kicked in Sunday. The households will be eligible for motel housing again on Dec. 1 as winter sets in.

Economists have long called for an overhaul of the nation's retirement age laws, currently among the world's lowest, which was set in an era of lower life expectancies. Raising the retirement age would help ease local governments' pension pool cash crunch, Sheana Yue, an economist from Oxford Economics said. Still, "more needs to be done to improve retirement adequacy," Maybank's Tay said, while stating that China needs a stronger pension plan and diversified investment avenues to ensure sustainable retirement savings. China's Ministry of Human Resources and Social Security has added a few tools for citizens to check their indicated retirement age on its website and mobile app. China may roll out "another round of delay in the late 2030s, especially if China's pension fund balance is tight," Xu cautioned.

A state district judge struck down North Dakota's abortion ban Thursday, saying that the state constitution creates a “fundamental right” to access abortion before a fetus is viable. "The Court concludes [the law] violates the Constitution of the State of North Dakota and is void for vagueness and of no effect," the order stated. The ruling stemmed from a request from the state to dismiss a lawsuit filed by a North Dakota clinic in 2022. Even though the judge’s ruling would make abortion legal in the meantime, according to the Center for Reproductive Rights, there are no longer any clinics performing abortions in North Dakota. North Dakota's ban prohibited abortion at all stages of pregnancy, except in the case of death or serious health risk.

New York CNN —Big Lots, the beleaguered discount retailer that previously warned it had “substantial doubt” about its survival, has filed for bankruptcy. As part of its Chapter 11 filing, the retailer announced that private equity firm Nexus Capital Management is acquiring “substantially all” of Big Lots stores and business operations. Big Lots blamed several economic factors for its bankruptcy, including high inflation and interest rates. Big Lots is in the process of closing roughly 300 of its 1,400 store across the United States. Big Lots joins a growing list of well-known retailers hitting financial turbulence as customers cut back spending on non-essential items.

New York CNN —Big Lots is closing more than 300 locations across the United States, or roughly 4% of its stores, following an earlier warning that its future was in “substantial doubt” amid ongoing financial troubles. In a recent regulatory filing, Big Lots said it would increase the number of closures to 315 stores, part of an updated loan agreement to secure its finances. A specific list wasn’t revealed, but Big Lots is listing closing sales at hundreds of its 1,389 stores on its website. Bob’s Stores and 99 Cents Only Stores also went out of business earlier this year. Shares of Big Lots (BIG) are down nearly 90% for the year.
