[1/5] Migrants wait behind razor wire after crossing the Rio Grande into the United States in Eagle Pass, Texas, U.S., September 28, 2023. Reuters witnessed migrants crossing, sometimes dozens at a time and at times with small children, navigating strong currents to then make their way through the sharp wire put up by the Texas national guard. Once on U.S. soil they waited in the hot sun to turn themselves in to U.S. border officials for processing. Earlier this month nine migrants died as they were trying to cross the river into Eagle Pass. The Department of Homeland Security and Texas state officials did not respond to requests for comments on the crossings in Eagle Pass.

Airbus names sales chief Scherer CEO of planemaking arm

Airbus Chief Commercial Officer Christian Scherer is interviewed by Reuters at the International Air Transport Association's Annual General Meeting in Boston, Massachusetts, U.S., October 4, 2021. Scherer's appointment as Commercial Aircraft CEO, first reported by Reuters, will take effect from Jan. 1 after discussions with unions, Airbus said. Scherer, who is currently chief commercial officer, said Airbus would meet its operational objectives. Airbus formally merged with its dominant planemaking business in 2018, meaning it combines two separate headquarters and operational functions under one CEO, with the Helicopters and Defence & Space divisions sitting underneath. The shake-up brings back a separate planemaking CEO under the same roof but the company does not appear to be re-creating two entities, something that had created a stage for chronic in-fighting in the past.

Airbus Chief Commercial Officer Christian Scherer is interviewed by Reuters at the International Air Transport Association's Annual General Meeting in Boston, Massachusetts, U.S., October 4, 2021. Reuters revealed the plans to reorganise in July and this month Scherer, an Airbus veteran currently serving as chief commercial officer, emerged as one of the main candidates to run the jetmaking arm, which accounts for 70% of revenue. Airbus reorganisations are more sensitive than most because of a history of friction between founders France and Germany. Born in Germany and raised in Toulouse, 61-year-old Scherer has spent his career in the Airbus commercial arm, apart from stints in Defence and as CEO of turboprop affiliate ATR. Insiders say the immediate challenges Scherer faces will be less familiar industrial ones, such as meeting production and delivery targets and managing roughly 80,000 Airbus employees.

REUTERS/Brian Snyder/File Photo Acquire Licensing RightsSept 22 (Reuters) - An auto industry group said on Friday carmakers do not plan to immediately comply with a Massachusetts law requiring them to share vehicle data with independent repair shops citing concerns about potential hacking. Massachusetts voters in 2020 approved a ballot initiative that gives independent repair shops access to diagnostic data that newer cars can send directly to dealers and manufacturers, in order to allow consumers to seek repairs outside dealerships. The Massachusetts attorney general's office said earlier appreciated "NHTSA’s clarification today that our state law is not preempted by federal law." Automakers must comply with the state law, the office said. Federal Trade Commission Chair Lina Khan praised NHTSA's statement "clarifying that automakers can safely comply with Massachusetts' right to repair law and share vehicle data with independent repair shops."

While the Florida governor had acknowledged that human-induced climate change was real earlier in his career, he has since backed away from that position, a shift that was apparent on Wednesday. "We will unleash American energy dominance as a way to stop inflation and achieve $2 gas in 2025," DeSantis said on Wednesday. DeSantis' speech, which was meant to broadly lay out his energy policy, comes as his campaign is in need of a boost. In addition to expanding fossil fuel production, DeSantis called for significant investments in so-called critical minerals, including the creation of a Critical Mineral Strategic Reserve. DeSantis said he would seek to require plaintiffs to pay compensation when they bring spurious litigation against energy projects.

REUTERS/Brian Snyder/File Photo Acquire Licensing RightsCompanies Orsted A/S FollowSept 18 (Reuters) - U.S. President Joe Biden's plan to deploy 30,000 megawatts (MW) of offshore wind by 2030 is still possible, although not easy, the CEO of Orsted (ORSTED.CO), the world's largest offshore wind developer, said on Monday at the Climate Week NYC event in New York. The Biden administration has passed lucrative subsidies aimed at helping companies build new offshore wind power capacity to help decarbonize the power sector and revitalize domestic manufacturing. But offshore wind developers have said that certain tax credits in the Inflation Reduction Act, Biden's landmark climate change law, are insufficient and are lobbying for less stringent rules around qualifying for the credits. Last week, the governors of six Northeastern states urged Biden to direct his administration to take actions to support struggling offshore wind projects. Offshore wind is crucial to the targets of Northeast states who want to move away from fossil fuel-fired electricity.

The 2030 target, unveiled shortly after Biden took office, is central to Biden's broader plan to decarbonize the U.S. economy by 2050. The energy research firm expects 21 GW of offshore wind along U.S. shores in 2030, breaking 30 GW by 2032. Still, offshore wind developers including Orsted have said the IRA’s subsidies are insufficient for projects to thrive in the current environment, and are lobbying the administration for additional concessions. The nation currently has just two pilot-scale offshore wind farms capable of producing 42 megawatts of electricity. Stephanie McClellan, executive director of the offshore wind advocacy group Turn Forward, said making sure the first fleet of projects succeeds was more important than a particular timeline.

A U.S. flag flies at a Goodyear Tire facility in Somerville, Massachusetts, U.S., July 25, 2017. The decision comes after activist investor Elliott Investment Management in May criticized Goodyear for mismanagement and lagging behind rivals Michelin and Bridgestone (5108.T). Elliott, which holds a 10% stake in the tire company, had also pushed Goodyear for an operational review and sale of its stores. The Ohio-based firm forecast total pre-tax charges of between $210 million and $230 million by 2025 due to the restructuring. Last month, Goodyear swung to a loss of 73 cents per share for the second quarter, from a profit of 58 cents per share a year earlier.

Haley's stance on military aid to Ukraine after Russia's 2022 invasion in particular puts her at odds with much of her party's rank-and-file. The campaign is making a strategic wager, advisers said, that Haley's full-throated support for Ukraine is more popular among voters looking to move past Trump, than with the Republican Party writ large. That position puts her in conflict with rivals, Republican front-runner Trump, Florida Governor Ron DeSantis and tech entrepreneur Vivek Ramaswamy. Ambassador to the United Nations Nikki Haley speaks during a campaign town hall meeting in Claremont, New Hampshire, U.S., September 5, 2023. Haley is getting more attention from Republican voters since the first Republican primary debate on Aug. 23, where she strongly asserted the importance of confronting Russia and China.

The John Adams Courthouse, where the Massachusetts Supreme Judicial Court presides, stands in Boston, Massachusetts, U.S., September 7, 2023. In a unanimous ruling Thursday, the Supreme Judicial Court of Massachusetts upheld a 2018 lower court ruling that the state acted in bad faith in regulating the Canton-based Judge Rotenberg Educational Center. The legal fight over the facility began in 1985, when the state sought to ban the shock treatment. In 2013, the state sought to terminate the consent order altogether, before Judge Field's ruling in 2018 that it was still necessary because of state regulators' bad faith conduct. A federal appeals court in 2021 ruled in a separate case that the U.S. Food and Drug Administration could not ban the shock device.

Economists polled by Reuters had forecast new claims would rise to 234,000 in the latest week. That was the lowest since the same level was hit in the week ended July 15. REUTERS/Brian Snyder/File Photo Acquire Licensing RightsLITTLETON, Colorado, Aug 29 (Reuters) - The low interest in the first-ever auction of offshore wind farm development rights in the Gulf of Mexico marks a potentially serious setback for U.S. President Joe Biden's green energy agenda, and the U.S. offshore wind sector in general. U.S. officials had touted the auction as a key milestone in Biden's agenda to make offshore wind a cornerstone of U.S. efforts to fight fossil-fuel-driven climate change. In addition to lower wind speeds and hurricane risks, potential wind farm developers in the Gulf waters must also accommodate relatively lower local power market prices than other parts of the United States, which greatly undermines wind power earning potential in the region. As offshore wind power systems are still in their relative infancy compared with other power sources, the average cost of power generated from offshore sites can be twice the cost of that from a gas-fired plant. Without a viable offshore wind sector, those industries may now struggle to secure the quantities of green hydrogen they may be anticipating in coming decades, and so could look for ways to support the wind sector's development in the years ahead.

It follows a tumultuous spring for regional banks in which Silicon Valley Bank and two other lenders collapsed, forcing regulators to backstop deposits to stave off a broader panic. The proposal, which is subject to industry feedback, would see banks raise their long-term debt issuance by roughly 25%, or $70 billion, according to the FDIC. The agency said banks would have three years from the rule's adoption to meet the new standard. 'COMPELLING CASE'Each bank's debt requirement will be based on their risk-weighted assets, total assets, or total leverage, depending on which number is highest. In a speech previewing the proposals this month, Gruenberg said recent bank failures made "a compelling case" for regulators to impose tougher rules on regional firms.

The new requirement would bring large regional banks more in line with the largest global banks, which already have their own debt requirement. The proposal follows a tumultuous spring for regional banks, which saw three collapse, forcing regulators to backstop deposits to stave off a broader panic. The proposal would mean banks have to raise their long-term debt issuance by roughly 25%, or $70 billion, according to the FDIC. “These banks will have to go into the market issuing capital to meet the capital proposal and then issuing long-term debt to meet the long-term debt proposal," said Matthew Bisanz, a partner at Mayer Brown. The proposed rules were approved by the FDIC at a meeting Tuesday, giving the industry the opportunity to critique the approach.
