With Pennsylvania expected to be a close and crucial state in the 2024 race for the presidency, it's unusual election laws are again under the microscope. Election experts say Pennsylvania's laws make it fertile ground for rigged election claims to flourish. “The Pennsylvania legislature had multiple opportunities to clarify and improve the state’s election law,” said Nate Persily, an NBC News election law expert and professor at Stanford Law School. The Trump campaign and surrogates began filing lawsuits the very same day, challenging the results on a variety of grounds well before the final votes were counted. In Arizona, voters and the Trump campaign filed a lawsuit alleging thousands of people in Maricopa County had their ballots disqualified because of ink-bleed caused by Sharpies. In Wisconsin, Trump filed a lawsuit alleging widespread voter fraud and demanding a recount, which ultimately reaffirmed Joe Biden’s victory in the state. Giuliani has been disbarred in New York and D.C., indicted in Georgia and Arizona and has been ordered to turn over his Manhattan apartment and other property to two Georgia election workers he defamed. Virginia is an example of a state that usually has a geography-driven red mirage early on election night. Another factor that can cause vote mirages is partisan differences by vote mode — mail ballots, early in-person votes, Election Day in-person votes, and so on. This will produce a vote mirage if there are partisan differences between the earliest-returned mail ballots and the later-returned ones. As Election Day votes were reported in the next few hours of election night, the size of the blue mirage shrunk to about 3.5 points.

CNN —Ahead of potential civil unrest due to Tuesday’s presidential election, the National Guard is on standby as a precaution in several states, including Washington state and Oregon, where hundreds of ballots were damaged or destroyed after at least three ballot drop boxes were recently set on fire, officials say. Tina Kotek said in a statement Friday the National Guard is standing ready as political leaders call for peaceful protests, according to CNN affiliate KTVZ. In recent years, the National Guard has been activated in several states to assist largely with cyber security threats during elections. WASHINGTON — The Supreme Court on Friday handed a loss to Republicans by allowing Pennsylvania voters who sent mail-in ballots that were flagged as being potentially defective to submit a separate provisional in-person ballot. The justices rejected, with no noted dissents, a Republican request to put on hold a Pennsylvania Supreme Court ruling from last week. The Supreme Court action does not definitively resolve the legal issue, which could yet return to the justices. Many of Pennsylvania's counties, which administer elections, already allowed for voters to cast provisional ballots if their mail-in ballots lacked a secrecy envelope even before the recent state Supreme Court ruling. Genser and Matis lost in a trial court, but an intermediate appeals court and the Pennsylvania Supreme Court ruled in their favor, prompting Republicans to appeal again to the U.S. Supreme Court.

It was the second piece of sophisticated Russian disinformation in a week to gain traction online that falsely asserted voter fraud in a key swing state. Easterly said she expected more attempts by Russia and foreign adversaries to spread false information before and after Election Day. The first video falsely claimed to show a person ripping up filled-in ballots in Bucks County, Pennsylvania. U.S. intelligence officials said the video was Russian made and designed to shake public faith in the democratic process. Federal authorities were countering foreign disinformation by “flooding the zone with accurate information,“ Easterly, of CISA, said in her interview on MSNBC.

In NBC News’ early October national survey, just 4% of registered voters said they didn’t want to make a choice between former President Donald Trump and Vice President Kamala Harris. One said they plan to vote for Trump, another that they are likely to vote for Harris, and another plans to not vote at all. How anyone could still be undecided a week out from a critical election can be difficult to fathom for supporters of either Trump or Harris. Eric Bush, a systems administrator from Florida, said he’s waiting until he is in the voting booth to make his final choice. But he is still weighing backing Harris, acknowledging a vote for Harris could lead to bigger-government policies that could help others.

In states where tensions have long boiled over reproductive rights, family planning experts say women face mounting barriers to getting birth control. In June, Senate Republicans blocked a bill that would have enshrined a national right to birth control into law. States have been left to decide if they will protect access to birth control. The Right Time initiative is part of Michelle Trupiano's work at Missouri Family Health Council that reduces costs and helps Missourians to obtain birth control. She works at a family planning clinic that is benefiting from Title X funding, which means right now, uninsured patients can get birth control through the clinic.

Last week, a video popped up on social media falsely claiming to show someone ripping up ballots in Bucks County, Pennsylvania. Instead of relying on flagging suspected foreign disinformation posts to social media companies, U.S. authorities are declassifying information about foreign election interference in an unprecedented way, seizing web domains and issuing indictments that have exposed the mechanics of Russian and Iranian information warfare, officials and researchers said. U.S. intelligence officials later said Russian “influence actors” were behind the false story. And social media companies, under intense legal and political pressure from Republican critics, have scaled back or scrapped teams in recent years that used to take down inflammatory or conspiratorial content. The combination of homegrown falsehoods about “stolen” election conspiracies, surging foreign disinformation campaigns and a laissez-faire approach by tech firms threatens to undermine the foundations of American democracy, experts and lawmakers said.

Two starkly different House candidates, in separate races, personify the intensifying ideological partitioning occurring within the once strongly Democratic constituency of Latino voters, whose numbers are growing. Their highly competitive races, along with a few other California congressional races, have pushed Latino voters to the front lines of the bitter fight for control of the House. “We have centered on Latino voters in our campaign,” said Whitesides, whose wife is of Cuban and Salvadoran heritage. In the same poll, 52% of Latino voters in District 27 said they support Whitesides, compared to 24% for Garcia and 24% completely undecided. In the last presidential election, Latino turnout was very high, and now it “actually is approaching the turnout rate for non-Latinos,” Vargas said.
