A view from the surroundings of damaged Al-Awda Hospital after Israeli attacks, in Beit Lahia, Gaza on May 18. Mousa Salem/Anadolu Agency/Getty ImagesA United Nations inquiry has accused Israel of carrying out a “concerted policy” of destroying the health care system in Gaza during its year-long conflict with Hamas in attacks it said amount to war crimes. The Israeli attacks resulted in “fuel, food, water, medicines and medical supplies not reaching hospitals, while also drastically reducing permits for patients to leave the territory for medical treatment,” it said. Israel has released footage they say is evidence of those Hamas operations. The commission previously alleged that both Israel and Hamas committed war crimes in the early stages of the Gaza war, and that Israel’s actions also amounted to crimes against humanity.

CNN —A United Nations inquiry has accused Israel of carrying out a “concerted policy” of destroying the health care system in Gaza during its year-long conflict with Hamas in attacks it said amount to war crimes. Israel’s actions in the besieged Palestinian enclave “constitute the war crimes of willful killing and mistreatment and the crime against humanity of extermination,” the commission said in a statement Thursday. The Israeli foreign ministry rejected “accusations of widespread ill-treatment and torture of detainees,” saying Israel is “fully committed to international legal standards” on treatment of detainees. “Children in particular have borne the brunt of these attacks, suffering both directly and indirectly from the collapse of the health system,” she said. The commission previously alleged that both Israel and Hamas committed war crimes in the early stages of the Gaza war, and that Israel’s actions also amounted to crimes against humanity.

Over time, her collection grew — and then, I inherited itThere were salt and pepper shakers shaped like pumpkins, some like rabbits. Trying to move more than 1000 salt and pepper shakers over 1000 miles was a nightmare I did not want to face. Airbus reported lower monthly deliveries late on Wednesday, putting its annual production target under pressure as supply chain struggles continue to plague the industry. The company said at the time it was facing "persistent specific supply chain issues mainly in engines, aerostructures and cabin equipment." For September it picked up another 235 orders, taking the annual total to 648. But production challenges and supply chain shortages across the whole aviation industry mean that manufacturers cannot get planes out as fast as they want. Airbus has a new model called the A321XLR, set to be the world's longest-range single-aisle aircraft, due to launch customer Iberia in the coming months after numerous delays.

Benjamin Chadwick — a dual citizen of France and the UK — voted in two national elections this year. Emmanuel Macron ran with a centrist campaign, while Marine Le Pen, leader of the National Rally, campaigned on anti-immigration and nationalist ideals. Related storiesLe Pen became leader of France's right-wing populist "National Front" party in 2011 and renamed it "National Rally" in 2018. AdvertisementIn the lead-up to the UK election on July 4, opinion polls predicted a huge majority for the center-left Labour Party. In France, I feared the National Rally would capitalize on their European victory and take control of the Assembly.

This article is part of the Opinion series At the Brink, about the threat of nuclear weapons in an unstable world. It follows a decades-long freeze on designing, building or testing new nuclear weapons. The new buildings and cutting-edge machinery will eventually process the uranium needed to make the next generation of American nuclear weapons. Now there are an estimated 12,000 nuclear weapons in the world. It is undeniably true that the world is becoming more contentious, and nuclear weapons do deter our adversaries.

According to the lawsuit, these universities bilked applicants from divorced or separated homes by including the financial backgrounds of noncustodial parents when determining financial aid packages. The universities engaged in “a concerted action” to require that an applicant’s noncustodial parents, meaning the parent a student does not primarily live with, provide their financial information to be eligible for nonfederal financial aid, the lawsuit states. The universities generated financial aid offers based on an applicant’s custodial and noncustodial parents’ financial statuses. The College Board’s push to include noncustodial parents’ financial information began in 2006, the lawsuit says, and never included consideration for whether that parent would contribute to a student’s education. “This lawsuit has no merit and NYU intends to vigorously defend itself and its financial aid policies and procedures,” NYU spokesperson John Beckman said in a statement.

North Korea’s Army said it will completely cut off roads and railways connected to South Korea starting from Wednesday, and fortify the areas on its side of the border, state media KCNA reported. North Korea had already been installing landmines and barriers and creating wasteland along the heavily militarized border for months this year despite accidents, South Korea’s military said in July. South Korea’s defense ministry said in a statement that the United Nations Command (UNC) has been notified of the matter, but declined to give specifics. South Korea is in close communication and cooperation with UNC concerning North Korea’s announcement, the ministry added. KCNA also did not mention any law change to designate South Korea as a “primary foe” or similar wording, or any clarification of its borders, amid the continued tense relationship between the neighbors.

French Prime Minister Michel Barnier (C) ahead of his general policy statement to the French National Assembly in Paris on October 1, 2024. The budget is being widely previewed as an "austerity" budget that will see the government of new Prime Minister Michel Barnier present tax-hiking and cost-cutting measures that could rile opposition parties on both the left and right, and even the centrists that put him in power. In sum, Barnier's government is a fragile one and vulnerable to predatory challenges from the left and right of the political spectrum. But such a large dose of austerity may make even 1.1% growth difficult to achieve," he said in emailed analysis. "Finally, even if the budget is passed and does not dent economic growth too much, France's fiscal position would still be precarious.

After Iran launched approximately 200 ballistic missiles at Israel last week, U.S. military officials discussed options for joining Israel in its retaliation against Iran, according to two U.S. officials familiar with the discussions. The U.S. has long supported Israel with intelligence and that support could continue during Israel’s retaliatory strikes against Iran, the two officials said. Senior U.S. military officials have also discussed conducting very limited strikes against Iranian targets, the two officials said. Strikes inside Iran have been discussed, as have strikes on targets outside Iran, though strikes of any kind are less likely than intelligence sharing, the officials said. And U.S. officials say Israel has made it clear that it is not ruling out a response during the Yom Kippur holiday this week.

Lebanon’s Hezbollah began firing at Israel on October 8 last year to show solidarity with Hamas, which had launched an attack on Israel from Gaza a day earlier. Hezbollah had previously stated that it would only cease its attacks on Israel once a ceasefire was reached with Hamas in Gaza. Israel, however, insisted that Hezbollah separate its conflict with Israel from the ongoing war with Hamas. It was Qassem’s second speech since Israel assassinated Hezbollah leader Hassan Nasrallah late last month. Israel has since been conducting limited ground incursions into southern Lebanon targeting Hezbollah, which has continued to fire rockets into northern Israel.

Two American scientists were jointly awarded the Nobel Prize for Medicine or Physiology on Monday for their groundbreaking work on how genes behave. Victor Ambros and Gary Ruvkun discovered microRNA, which the Nobel Assembly describes as "a fundamental principle governing how gene activity is regulated." The tiny microRNA molecules play a crucial role in determining how different cells — which have the same chromosomes, essentially their instruction manual — have different characteristics. "The answer lies in gene regulation, which allows each cell to select only the relevant instructions," the Nobel announcement said. But subsequent work, including the discovery of another microRNA in 2000, proved that there are more than a thousand genes for different microRNAs in humans.

Viktor Bout is brokering weapons sales to Iran-backed Houthis in Yemen, per The Wall Street Journal. Houthi rebels have been attacking commercial shipping in the Red Sea since last year. AdvertisementThe notorious Russian arms dealer, who was exchanged for US basketball star Brittney Griner two years ago, is trying to sell weapons to the Iran-backed Houthis in Yemen, according to The Wall Street Journal. According to an April Defense Intelligence Agency report, container shipping through the Red Sea has declined massively, alternative shipping routes are increasing voyage costs, and insurance premiums for Red Sea transits have spiked. While the weapons deal reportedly orchestrated by Viktor Bout does not involve anti-ship missiles, it would still represent a notable Russian intervention in the ongoing Red Sea crisis.

DETROIT — A lot has changed since General Motors' last investor day two years ago, but one thing that hasn't is the automaker's ability to outperform Wall Street's expectations — doing so every quarter since then. "Accordingly, whereas the theme for GM three years ago was "Growth Motors," we believe the theme today is "praGMatic Motors." To underscore that effort, the event is taking place GM's vehicle assembly and Ultium EV battery plants in Tennessee. Barra and other executives have stressed such a dual strategy since lowering or withdrawing nearly all of the company's EV targets amid slower than expected adoption of electric vehicles. "We are making the most of every opportunity we have in ICE and in EV and leveraging our core strengths," Barra said during the company's second-quarter investor call in July.

CNN —Anti-Kremlin Russian activist Ildar Dadin has been killed while fighting for Ukraine in Kharkiv, according to his friend and Russian independent media. Dadin was once jailed in Russia for repeatedly protesting the government of Russian President Vladimir Putin, in a series of peaceful street demonstrations. He was the first person to be convicted under a 2014 law that cracked down on public assembly and protests in Russia, according to Amnesty International. Ukraine said it shot down 32 Russian drones and two missiles overnight and on Monday morning. Meanwhile, the General Staff of Ukraine reported that it successfully struck an offshore oil terminal in Russian-occupied Crimea, near the city of Feodosia.

The terror attack has helped push the Middle East to the brink of a wider regional war. One year after the massacre, the Middle East has only plunged deeper into violence and is on the brink of a broader war. Globally, the immediate concern is that oil supplies will diminish significantly should conflict spill over to the rest of the Middle East. Everyone but Biden can see this," wrote Andrew Exum, a former US deputy assistant secretary of defense for Middle East policy, in The Atlantic last week.
