CNN —Yevgeny Prigozhin is the founder and bombastic leader of Russia’s private military group Wagner. Putin and Prigozhin share relatively humble beginnings, and the Wagner chief grew up in the tougher neighborhoods of St. Petersburg, also the president’s hometown. Prigozhin founded Wagner as shadowy mercenary outfit that fought both in Ukraine and, increasingly, for Russian-backed causes around the world. In recent months, Prigozhin has created a dilemma for Putin by becoming an outspoken critic of Russia’s military leaders. CNN —Yevgeny Prigozhin, the bombastic chief of Russia’s private mercenary group Wagner, appears to be falling out of favor fast in Moscow, after he unleashed a tirade against the Russian military on Friday and vowed to retaliate against its leaders. Prigozhin on Friday accused Russia’s military of attacking a Wagner camp and killing a “huge amount” of his men. Prigozhin founded Wagner to be a shadowy mercenary outfit that fought both in eastern Ukraine and, increasingly, for Russian-backed causes around the world. While many regular Russian troops saw setbacks on the battlefield, Wagner fighters seemed to be the only ones capable of delivering tangible progress. In one particularly grim video from early May, Prigozhin stood next to a pile of dead Wagner fighters and took aim specifically at Russian Defense Minister Sergei Shoigu and chief of the Russian armed forces Gen. Touadera's allies proposed the change in May last year, arguing that presidential term limits were uncommon in many neighbouring countries. Critics and opposition parties held protests last year as the reform would allow Touadera to run again in 2025 for a third term. A presidential decree issued later on Tuesday said the referendum would start on July 15 and end on July 28. LUSAKA, April 12 (Reuters) - Zambia is planning to finish tests that simulate real-world cryptocurrency usage by the end of June to help it create regulations that balance citizens' safety with innovation, science and technology minister Felix Mutati told Reuters. The southern African country also needs digital infrastructure, including digital identities, before cryptocurrencies can be introduced, Mutati said in an interview on Wednesday. "Our main goal in the area of cryptocurrency is to strike a balance between innovation in terms of digital payments ... against citizens' safety, particularly given that cryptocurrency is very volatile," Mutati said. "What we are seeing is increased appetite to invest in Zambia," Mutati said, when asked whether any investments under his purview had been delayed, suspended or cancelled due to Zambia's long-delayed debt restructuring. Mutati said the way Chinese loans were contracted during his tenure as finance minister between 2016 and 2018 depended on the project.
