Timing is everything," said political scientist Antonio Costa Pinto. By law, an election needs to be held within 60 days of the publishing of the presidential decree dissolving parliament. The PSD is still reeling from defeat in a January 2022 election that caused a leadership change. The 74-year-old former law lecturer and political commentator has used his constitutional power to disband parliament once before, in November 2021. Unlike now, Costa's government then had no parliamentary majority and had just had its budget rejected.

Costa, who prosecutors said was the target of a separate investigation, announced the decision in a televised statement after meeting President Marcelo Rebelo de Sousa. Over 40 searches were carried out on Tuesday at several government buildings, including Escaria's office and the infrastructure and environment ministries, the prosecutor's office said. "At stake may be ... facts capable of constituting crimes of malfeasance, active and passive corruption of politicians and influence peddling," the prosecutor's office said.

[1/2] Shipping containers move at the port of Barcelona, after stevedores' union has refused to load and unload any military material amid the war in Gaza and urged the protection of civilian populations in areas of conflict, in Barcelona, Spain, November 7, 2023. REUTERS/Nacho Doce Acquire Licensing RightsBARCELONA, Nov 7 (Reuters) - The Barcelona port stevedores' union has refused to load and unload any military material amid the war in Gaza and urged the protection of civilian populations in areas of conflict, following a similar move by Belgian transport unions last week. The decision on Monday is mostly symbolic and seeks to encourage other Spanish ports to follow suit, the secretary of the OEPB union, Josep Maria Deop, told Reuters on Tuesday. He said he was convinced there were military shipments from Barcelona because "it's a port that moves all types of goods". Israel has been targeting Hamas military operations in Gaza in the wake of the Oct. 7 attacks by Hamas Islamists on Israeli towns that left 1,400 people dead and 240 abducted.

Sandu's ruling Party of Action and Solidarity (PAS) won more than 40% of the votes cast for mayors, city councillors and district and village councils nationwide. It won mayoral seats in the first round of voting in 240 of 898 villages, towns and cities. Those victories were mostly in rural areas and its candidates did not win control of the big cities. Goldman Sachs announced its 2023 class of managing directors Thursday afternoon, giving 608 employees the coveted title. It's a smaller cohort than the bank's 2021 MD class, down 5% amid a dealmaking slowdown. Still, Goldman appears to have taken pains to promote employees in revenue-generating divisions like investment banking and trading. Goldman says the percentage of women it promoted as part of the 2023 MD class sets a record, up 1% from 2021. Two years ago, Goldman promoted the largest managing director class in its history, naming 643 employees to the designation in 2021.

Acquire Licensing Rights Read moreMADRID, Oct 31 (Reuters) - Spain's Catholic Church on Tuesday apologised to victims of sexual abuse by priests, but questioned the accuracy of a new survey that suggested such abuse was far more widespread nationwide than previous investigations have found. The Church has faced sexual abuse scandals in several countries including the United States, Ireland and France over past decades. But the issue only surfaced for public debate in Spain, where nearly 60% of people describe themselves as Catholic, following a landmark media investigation in 2021. An internal Church investigation published in June identified 728 alleged sexual abusers among Spain's clergy and 927 victims since the 1940s. A woman walks past a Bank of Spain branch, during the coronavirus disease (COVID-19) outbreak, in the Andalusian capital of Seville, Spain, April 10, 2020. Spanish banks are mainly retail lenders and have been benefiting from rising interest rates, with higher returns on their loans, driven mainly by floating rate credit, while keeping deposit costs under control. Among European lenders, Spanish banks offer the lowest one-year bank deposit remuneration. In a context of lower demand for credit, net interest income, the difference between higher earnings from loans minus deposits costs, could deteriorate in coming months due to higher deposits costs and lower minimum remuneration requirements from the European Central Bank. Spanish banks have so far managed to offset a decline in new mortgage portfolio by repricing their existing loans.

The logo of Spanish Telecom company is displayed atop the company's building in Madrid, Spain, September 6, 2023. Telefonica and STC declined to comment on the report. In September, Saudi Arabia's largest telecoms operator amassed a 9.9% stake worth 2.1 billion euros ($2.23 billion) in a move to become Telefonica's top shareholder, though it added it did not intend to acquire control or a majority stake. STC's holding consists of 4.9% of Telefonica's shares and financial instruments that give it another 5% in so-called economic exposure to the company. As Telefonica is considered a defence service provider, the Spanish defence ministry has a say in acquisitions and holdings between 5% and 10% unless the buyer commits not to request a seat on the board.

REUTERS/Violeta Santos Moura/File Photo Acquire Licensing RightsMADRID, Oct 27 (Reuters) - Spain's Caixabank (CABK.MC), a major shareholder in Telefonica (TEF.MC), will analyse with the telecoms group any potential cooperation with STC after the Saudi telecoms firm's recent investment in Telefonica, the bank's CEO said on Friday. Caixabank has a 3.5% stake in Telefonica and a seat on its board. "Very particularly, we have to see what possibilities (Telefonica) has to cooperate with this great company, due to its size and relevance, which is STC," Gortazar said, adding Caixabank would seek to express its views on the matter at board-level discussions. As Telefonica is considered a defence service provider, Spain's Defence Ministry has a say in acquisitions and holdings between 5% and 10%, unless the buyer commits not to request a seat on the board. Russia has issued carefully calibrated criticism of both sides in the war between Israel and Hamas. It also expects the Israel-Hamas war to distract attention from the fighting in Ukraine and erode support for Kyiv. Russian President Vladimir Putin has condemned the Oct. 7 attack by Hamas militants on towns in southern Israel. Unlike Putin, who carefully balanced his statements, other Russian officials were more blunt in their criticism of Israeli strikes on Gaza. But this position also threatens Russia's friendly ties with Israel, which hasn’t joined Western sanctions against Moscow or given weapons to Ukraine.

But Russia's Accounts Chamber, which oversees budget execution, warned on Monday there were risks the Urals price would fall below $60 in 2024-2026. Russia's forecast sees economic growth of 2.3% in 2024, well above estimates of 1.1% from the International Monetary Fund and 0.5%-1.5% from the Bank of Russia. CHANGING TUNEAt Russia's flagship economic forum in St Petersburg in June, Siluanov said increasing expenditure was difficult, as budget spending had already increased by 1-1/2 times from 2019 to 2022. Now, even as the government outlines plans for spending to jump to 36.7 trillion roubles in 2024, he is more relaxed. Renaissance Capital's Donets and Melaschenko said Russia could create temporary taxes, permanently increase rates of VAT, or adjust Russia's budget rule to permit more spending of energy revenues.
