CNN —Next week, an already very public debate over whether Ukraine should be allowed to use long-range Western-supplied missiles on Russian soil will come under an even brighter international spotlight. It was almost exactly a year ago, also during an in-person meeting with Zelensky in the United States, that Biden made the decision to supply the ATACMS to Ukraine. In both cases, Ukraine promised not to use them on Russian territory. Russia recently relocated planes from two bases near the border further east, according to one US official. To really bring mass (equipment), to get 10 to one artillery ratios on Ukraine at the frontline,” he told CNN.

Russian intelligence services are building up their presence in Mexico for spy operations targeting the United States, a return to Cold War tactics by an increasingly aggressive regime, according to U.S. officials and former intelligence officers. The Mexican Embassy and the Russian Embassy did not respond to a request for comment. “Part of this is a function of the fact that so many Russian intelligence officers have been kicked out of Europe. Those are Russian intelligence personnel, and they keep an eye very closely on their opportunities to have influence on U.S. opportunities and access,” VanHerck said. Russian intelligence could conceivably also take advantage of Mexico’s proximity to target Putin’s political enemies inside the U.S., former intelligence officers said.

London CNN —The European Union will loan Ukraine up to €35 billion ($39 billion) to help rebuild its economy, the bloc’s executive arm announced Friday. Western nations froze Russia’s assets in bank accounts located in Europe and the United States as part of a massive wave of sanctions enacted after Russian President Vladimir Putin ordered the full-scale invasion of Ukraine in 2022. Von der Leyen’s visit to Kyiv comes just as the winter heating season starts in Ukraine. Russia’s bombardments targeted at the country’s energy infrastructure have intensified in recent months, leaving Ukrainians vulnerable to power outages. On Thursday, the International Energy Agency said this coming winter will be the “sternest test yet” for Ukraine’s energy system.

A Ukrainian drone attack on a Russian missile facility early Wednesday threw up towering fireballs visible from space and thundering detonations that triggered earthquake monitors. Officials on both sides said it was the result of a large Ukrainian drone attack on Toropets, a town in the Tver region around 230 miles from the Russian capital. Russian state media has previously reported that the military was building an arsenal for storing missiles and other explosives there. Russia’s air defense systems destroyed some 54 drones launched overnight against five western Russian regions, Russian state news agencies said, citing a report from Moscow’s defense ministry. Kyiv has increasingly been hitting back with drone attacks on what it says are military targets on Russian soil.

On Monday, Putin ordered the army to increase its troops by 180,000, per a decree published by the Kremlin. This will raise the overall number of Russian military personnel to 2.38 million people, with 1.5 million of them being active soldiers. AdvertisementThe gear coming off the production line "will still be substantial," Reynolds told BI in an interview on Wednesday. Russia has "adapted much better than predicted to some of the pressures it's been put under," Reynolds told BI. Other experts BI spoke to said that while Putin might still be able to grow Russia's army, it may only add more strain to the already-stretched Russian labor force.

CNN —Microsoft said Tuesday that Russian operatives have in recent weeks intensified their online attacks on Vice President Kamala Harris’ campaign by producing and disseminating videos promoting “outlandish conspiracy theories” aimed at stoking US racial and political divisions. One of the inauthentic videos, which Microsoft said had been viewed millions of times, claimed to show Harris supporters attacking an attendee of a Donald Trump rally. Russian operatives promoted the latter story through a website pretending to be a local San Francisco media outlet, Microsoft researchers said. CNN has requested comment on the Microsoft report from the Harris-Walz campaign and from the Russian Embassy in Washington, DC. Tehran has conducted a covert social media activity in an effort to undercut Trump’s candidacy, US officials have said.

China sent several warships and 15 aircraft to waters off Russia’s Far East coast for Ocean-2024, according to the Russian military. The latest Russia-China military drills fit a pattern of more than a decade of enhanced military coordination between the two countries, experts say. The joint drills also raise questions about whether the two nuclear-armed powers, which are not treaty allies, could act together in any potential future conflict. Russian military sailors attend the opening ceremony for a joint naval exercise in the South China Sea in July. But observers say that despite the growing coordination within joint drills, it’s unlikely there is a clear end goal past sending a strong signal – at least for now.

A month and a half into its offensive into Russia’s western Kursk region, the Ukrainian Army faces difficult decisions over where best to commit its limited forces. Moscow’s troops have begun counterattacking in the area, reclaiming a few villages and threatening Ukraine’s ability to hold onto the territory it has seized. At the same time, Ukraine and Russia are engaged in air assaults, targeting each other’s military bases and energy infrastructure as each side tries to degrade the other’s capacity to sustain the war effort. Russia has begun to counterattack in Kursk. In the past few weeks, the front line had been somewhat stable in the Kursk region, which Ukraine first invaded on Aug. 6.

Multiple Russian military aircraft, including fighter jets and bombers, were spotted last year with tires placed on top of them. While some observers suggested they might be meant to confuse image-matching weapons, others said they might be intended as shields. Russia has turned to several different deceptive practices during the war beyond placing tires on its aircraft. And Russia and Ukraine have both relied on decoy military equipment, such as inflatable tanks, wooden rocket launchers, and fake radar reflectors, among other weapons.

Russia announced the expulsions hours before British Prime Minister Keir Starmer met U.S. President Joe Biden at the White House, a crucial step towards winning the go-ahead for Kyiv to use long-range missiles against targets in Russia. Neither Biden nor Starmer addressed long-range missiles in brief comments in front of reporters. Sources say the meeting is another step in talks to allow Ukraine to use Western long-range missiles against targets in Russia, something Ukrainian President Volodymyr Zelenskyy has been demanding for months. The six UK diplomats were named on Russian state TV, which also showed photographs of them. The FSB said Russia would ask other British diplomats to go home early if they were found to be engaged in similar activity.

Iran recently transferred Fath-360 close-range ballistic missiles to Russia, weapons that can blast fortified positions or cities near the frontlines and which could strain Ukraine's air defenses. President Vladimir Putin has warned Russia would be “at war” with the United States and its allies if they lift restrictions on Ukraine's use of long-range Western weapons. “We are not talking about allowing or not allowing the Ukrainian regime to strike Russia with these weapons,” Putin said Thursday in comments to propagandist Pavel Zarubin. Stefan Rousseau / WPA Pool via Getty Images"This will mean that NATO countries, the U.S. and European countries are at war with Russia," Putin said. Putin added that the Ukrainian army does not have the ability to program long-range missiles or the satellite data necessary for their targeting, relying on NATO military personnel for those tasks. It’s been pleading for that policy to change so it can strike military assets deeper inside Russia that are used to launch attacks on Ukrainian cities.

Russia has launched a major counterattack in its Kursk border region, more than a month after a surprise invasion by Kyiv’s forces that turned the tables in the two-and-a-half-year war. Ukraine has claimed to hold some 500 square miles of Russian territory in Kursk after sweeping across the border on Aug. 6 and taking Moscow by surprise. NBC News was able to geolocate a video purporting to show a column of what appears to be Russian military vehicles moving toward the settlement of Snagost in the Kursk region. Ukrainian forces were also trying to break through the border in other areas of the Kursk region, the ministry said. CNN —Russia has launched a counter-attack in the Kursk border region where Ukrainian forces last month launched a surprise cross-border incursion. Ukraine has been anticipating a Russian reaction and a counteroffensive is in line with the ‘Ukrainian plan,’ Zelensky said. Zelensky has previously said that the surprise attack on Russia’s Kursk region was the initial step in a four-part “victory plan.”The Russian Ministry of Defense said in a statement Thursday that Russian forces had “penetrated” into the Kursk region, capturing 10 settlements. On August 6, Ukrainian forces stormed into the Kursk region in a shock, lightning strike that caught even American officials by surprise. Iran has sent short-range ballistic missiles to Russia for its war against Ukraine in a “dramatic escalation” that will let Moscow strike deeper inside Ukrainian territory, U.S. Secretary of State Antony Blinken said Tuesday. “Russia has now received shipments of these ballistic missiles and will likely use them within weeks in Ukraine against Ukrainians,” Blinken told reporters. “Dozens of Russian military personnel have been trained in Iran to use the Fath-360 close-range ballistic missile system, which has a maximum range of 75 miles,” he said. Confirmation from Washington that Iran is now arming Russia with sophisticated short-range ballistic missiles will likely increase pressure on the Biden administration to ease restrictions on how Ukraine can use weapons to strike at targets inside Russia. Iran has denied it is providing missiles to Russia and has called for countries to halt any weapons shipments to either side in the conflict.
