In seeking the arrests of senior leaders of Israel and Hamas, the prosecutor of the International Criminal Court has given the world a promise of accountability. Anyone demanding an end to the conflict in Gaza and the release of all hostages from the grasp of Hamas should embrace the decision. The prosecutor, Karim Khan, has also brought accusations against Hamas’s Muhammad Deif and Ismail Haniyeh. Mr. Khan is charging Israel’s most senior leadership, including Mr. Netanyahu and Defense Minister Yoav Gallant, for war crimes and crimes against humanity. While Mr. Khan recognized Israel’s “right to take action to defend its population,” he accused them of having “a common plan to use starvation as a weapon of war,” the targeting of civilians and other forms of collective punishment.

One of former President Donald J. Trump’s closest foreign policy advisers, Robert O’Brien, met with Prime Minister Benjamin Netanyahu of Israel on Monday as part of a delegation of former Trump officials that visited a number of Israeli leaders. Mr. O’Brien, who served as national security adviser to Mr. Trump and is expected to play a significant role in any second Trump administration, was joined in the meetings by two other former Trump officials — the former ambassador to the United Arab Emirates, John Rakolta, and the former ambassador to Switzerland, Ed McMullen. CNN —The Israeli military has released a Hamas propaganda video it said it recovered showing a child who was held hostage by Hamas, spokesperson Daniel Hagari said on Sunday. Hagari did not say when or where Israel Defense Forces (IDF) recovered the video, which shows the since-freed child, Ela Elyakim, speaking to the camera asking to be released. CNN —The signs are mounting that the International Criminal Court (ICC) is weighing an indictment against Israeli Prime Minister Benjamin Netanyahu and other top Israeli officials over Israel’s conduct of its war against Hamas in Gaza. But in 2015 the ICC stepped in to decide that implicitly it is, by accepting it — without consulting the Assembly of States Parties (ASP), representing ICC member states. President Biden’s national security adviser said on Monday that while the United States was committed to Israel’s defense, Prime Minister Benjamin Netanyahu’s government had still failed to provide the White House with a plan for moving nearly a million Gazans safely out of Rafah before any invasion of the city. Prime Minister Benjamin Netanyahu of Israel on Sunday rejected international pressure to rein in its military campaign in Gaza and, speaking at a Holocaust memorial, asserted Israel’s right to fight its “genocidal enemies.”Nearly seven months into the war, Mr. Netanyahu has been steadfast in his goal of destroying Hamas. But Mr. Netanyahu has remained defiant. On Sunday, he spoke at Yad Vashem, Israel’s Holocaust memorial in Jerusalem, to mark the national Holocaust remembrance day. Hamas’s intention, Mr. Netanyahu said, was the same as that of the Nazis. In his speech, which lasted for about 15 minutes and was largely in Hebrew, Mr. Netanyahu rejected accusations that Israel was committing genocide in the Gaza Strip.

“We were very close, but Netanyahu’s narrow-mindedness aborted an agreement,” Mousa Abu Marzouk, a senior Hamas official, said in a phone interview. The Israeli official said that Israel had sought a written response to its latest proposal from Hamas before dispatching a delegation, but that the group never conveyed one. Mr. Abu Marzouk was the only one of the officials who spoke about the talks to allow the use of his name. Hamas, Mr. Abu Marzouk said, thought that Mr. Netanyahu wanted an agreement that would permit Israel to invade Rafah after its hostages are released. A report in Al-Qahera News, an Egyptian state-owned television channel, said that a Hamas delegation would return to Cairo on Tuesday, but the senior Hamas official said that the group hadn’t made a decision yet.
