By comparison, roughly one in 20 dollars taken in by Scalise' campaign fundraising came from donors giving $200 or less. A host of factors, besides fundraising capabilities, will help determine who becomes the next House speaker, and there still was time for candidates to emerge in addition to Jordan and Scalise. Speaker of the House Kevin McCarthy, R-Calif., conducts a news conference in the U.S. Capitol on border security, government funding, and other issues, on Friday, September 29, 2023. WASHINGTON — Rep. Kevin McCarthy, R-Calif., who was ousted as House speaker this week, shot down reports that he was considering an early departure from Congress and said Friday that he won't be stepping down. His comments came shortly after two people familiar with the situation told NBC News said McCarthy was considering resigning. Asked whether he planned to remain a member of Congress, McCarthy said, "I'll look at that." Rep. Kevin Hern, R-Okla., chairman of the Republican Study Committee, is also considering jumping into the race.

Two candidates, GOP Majority Leader Steve Scalise of Louisiana and Judiciary Chairman Jim Jordan of Ohio, have already launched campaigns. He’s not the first GOP speaker to think so. But in this political climate, any Republican speaker who has to rely on Democratic votes is critically weakened and probably can’t last long. But the only way a Republican speaker will be able to pass aide to Ukraine will be to do so with Democratic help. The lack of such flexibility has been a fatal flaw of GOP speakers for years.

In the meantime, House Republicans have no clear leader heading into next year's election as they cling to a razor-thin majority. The leadership fund will shift its alignment to follow the new House speaker once one is elected. McCarthy visiting a district could often be a major draw, juicing fundraiser proceeds, though that’s a role any new House speaker can grow into. “That’s where McCarthy has crushed it,” said Cam Savage, a longtime Republican strategist who works on House races. “After this week’s chaotic episode, House Republicans have basically upgraded to a Disney fast-pass in their never-ending roller coaster ride to the radical right,” said Viet Shelton, a spokesman for the Democratic Congressional Campaign Committee, the party’s House campaign arm.

WASHINGTON, Oct 4 (Reuters) - The race to replace ousted House Speaker Kevin McCarthy took shape on Wednesday as Steve Scalise, the chamber's No. 2 Republican, and Jim Jordan, a leading antagonist of Democratic President Joe Biden, said they would seek the post. More importantly Tuesday’s political regicide showed that the majority in the House is inoperable and that the Republican Party is unmanageable. But far from ejecting Biden from office, McCarthy himself was gone in less than a month of launching that inquiry. But a Republican speaker who needs Democratic votes is on borrowed time, although no one could have know that the end would come so soon. For the transgression of trying to fashion some, albeit erratic, governance, McCarthy joined predecessors such as GOP Speaker John Boehner and Paul Ryan in being driven out of office. McCarthy bitterly criticized Democrats for allowing eight GOP rebels to drive him out of office by not providing sufficient votes to save him.

There was no immediate indication of who might succeed McCarthy, but the next speaker could quash more Ukraine aid before a proposal reaches the House floor if that person opposes the idea. The House vote to oust Kevin McCarthy from his post on Tuesday marked a historic first, as a group of conservatives sided with Democrats to successfully boot him from the speakership. Immediately following the vote to oust McCarthy, a temporary speaker – Rep. Patrick McHenry of North Carolina – took over based upon a list of succession that the former speaker submitted in January. In his first move in the temporary role, McHenry recessed the chamber to “discuss the path forward,” before lawmakers returned to their districts for the week. Following the vote, former House Speaker Nancy Pelosi was ordered to vacate her Capitol hideaway. Pelosi called the move a “sharp departure from tradition,” as other former speakers have been permitted to retain offices near the House chamber beyond their tenure.

Biden bemoaned the House is in such dysfunction and chaos, with the majority party having successfully booted its own elected speaker for the first time in history. And he said "it does worry me" that Ukraine funding might be in peril. But "I know there are a majority of members of the House and Senate in both parties who have said they support funding Ukraine," Biden told reporters at the White House. The idea that I was somehow going to convince McCarthy to change his mind was not reasonable," Biden said. Democrats and Republicans who back Ukraine aid hope to put aid in the funding bill due next month.

U.S. House Speaker Kevin McCarthy talks to reporters after a House Republican Conference in the U.S. Capitol on Oct. 3, 2023. The dramatic ouster of U.S. House Speaker Kevin McCarthy has raised questions about the future of the country's supply of aid to Ukraine. McCarthy, who has previously backed U.S. support for Ukraine, was removed in a no confidence vote led by members of his own party on Tuesday. That comes amid a growing divide within the Republican party over the continuation of U.S. aid. The U.S. is by far the biggest provider of military aid to Ukraine.

WASHINGTON, Oct 3 (Reuters) - U.S. House Speaker Kevin McCarthy's grip on power was in question on Tuesday as the House of Representatives, driven by Republican infighting, was holding a historic vote that could remove him from his job. If the rebellion by right-wing fellow Republicans against McCarthy is successful, it would be the first time in U.S. history that House lawmakers voted their leader out. WASHINGTON, Oct 3 (Reuters) - Embattled U.S. House Speaker Kevin McCarthy on Tuesday teed up a vote on a challenge to his leadership by a fellow Republican, in an intra-party dispute that could plunge Congress into chaos. McCarthy said the House of Representatives will vote later in the day on a motion by Representative Matt Gaetz, a McCarthy antagonist, that could potentially remove him from his post. The chamber could hold a straight up or down vote, or could hold a vote to sideline it. House Democratic Leader Hakeem Jeffries declined to say how his members would vote, or whether they would vote as a unit. I think that that's pretty telling," said Republican Representative Tim Burchett, who said he would vote to oust McCarthy.

The House voted to vacate the Office of the Speaker on Tuesday, booting Kevin McCarthy from his job. The House, under interim speaker Rep. Patrick McHenry of North Carolina, will now have to hold speaker elections once again, and it's not clear where that will lead. In 1910, House Speaker Joseph Cannon called the motion himself as he faced a mutiny from his own party, daring his own members to oust him. The Saturday measure, while supported by most House Republicans, ultimately passed with more Democratic than Republican votes. Gaetz and dozens of other House Republicans — potentially more than half — oppose sending more aid to the besieged country.
