Eight states will have constitutional amendments backed by Republican lawmakers on the November ballot designed to make clear that only American citizens can vote in elections in those states. But it’s already illegal for noncitizens to vote in elections in those states and at the federal level, and it rarely happens. Trump, the GOP presidential nominee, has long made false claims that noncitizens are voting in elections and that Democrats have helped them enter the country to cast those ballots. No state constitution in the U.S. allows noncitizens to vote. While Americans for Citizen Voting said it has no formal or informal relationship with the Trump campaign or the RNC, its chairman, Paul Jacob, said at a recent press conference that he hopes the ballot measures will help improve voter turnout.

The Missouri Supreme Court ruled Tuesday that an amendment that would enshrine abortion access in the state's constitution can appear on the general election ballot. A majority of the state Supreme Court said that a previous judgment by a circuit court is reversed, directing Missouri Secretary of State John Ashcroft to inform local election officials to place Amendment 3 on the state's Nov. 5 ballot. "The Missouri Supreme Court’s ruling ensures that Amendment 3, the Right to Reproductive Freedom Initiative, will appear on the November ballot, giving voters—not politicians—the power to decide on this critical issue. Missouri is one of 10 states that will have an abortion-rights amendment on the ballot this year. In that ruling, Limbaugh stopped short of removing the measure from the ballot, providing the campaign the opportunity instead to appeal to the state Supreme Court before a Tuesday deadline.

The number of pregnant women forced to travel farther to deliver their babies — or go without prenatal care entirely — is growing. A March of Dimes report published Tuesday found that over a third of U.S. counties (35.1%) are what the group calls “maternity care deserts,” meaning they don't have a single doctor, nurse, midwife or medical center specializing in maternity care. During 2021 and 2022, about 1 in 25 hospital maternity wards closed, the report found. States in which pregnant women had to travel the farthest to seek medical maternity care included Alaska, Hawaii and Montana. The closest place with maternity care was two hours away from her home in Montana.

A person in Missouri has been infected with bird flu, the Centers for Disease Control and Prevention said Friday. The adult, who didn't have known contact with poultry or dairy cows, was hospitalized on Aug. 22 and has recovered. At least 196 herds of dairy cows in 14 states have confirmed outbreaks of the H5 influenza virus, according to the CDC. There has been no evidence that H5N1 — the H5 virus spreading in dairy cows — has been spreading from person to person. The Missouri State Public Health Laboratory was sent a sample from the patient, Missouri health officials said in the release.

An amendment that would enshrine abortion access in Missouri's constitution will appear on the state's general election ballot, Missouri Secretary of State Jay Ashcroft's office announced Tuesday. Ashcroft, a Republican, deemed that the petitions to qualify the initiative for the ballot had the sufficient number of signatures. The ballot would also protect abortion rights up until fetal viability, around the 24th week of pregnancy, except to protect the life or health of the mother. Amendments that would protect or expand abortion rights will also appear on the ballot in seven other states this fall. Organizers in Arkansas, Montana and Nebraska have also submitted signatures for similar ballot measures.

The Odell Horton Federal Building, in downtown Memphis, houses several federal offices, including the U.S. District Court for the Western District of Tennessee. Elvis Presley's Graceland estate was the target of a scam. Ariel J. CobbertPhilbrick was in Memphis on Monday with a friend to tour the Graceland estate before testifying before the grand jury on Tuesday. Arizona voters will decide on Election Day whether to establish a right to abortion in the state Constitution. The ballot measure is a major victory for Democrats, who have used the issue of abortion to energize their voters. “Poll numbers for abortion rights are higher than poll numbers for Kamala Harris,” my colleague Kate Zernike, who covers abortion, told me. “In Arizona, Democrats think this ballot measure can really help them draw more voters.”A similar question will appear on the ballot in Missouri, state officials there said today. If voters pass the measure, Missouri would become the first state where voters overturned a near-total ban, radically reshaping access for millions of residents.

— A Ferguson, Missouri, police officer was critically injured outside the city’s police station during protests on the 10th anniversary of the fatal shooting of Michael Brown, a pivotal moment in the national Black Lives Matter movement, police said Saturday. Ferguson police chief Troy Doyle said Officer Travis Brown suffered a severe brain injury Friday after being knocked to the ground. Two other officers also were hurt, one sustaining an ankle injury and another an abrasion. Doyle said Travis Brown started with the department in January and previously worked for the St. Louis County Police Department. "We're still at very low single-digit branch share, and we know that in order for us to really optimize our investment in these communities, we need to be at a higher branch share," Roberts said in an interview with CNBC. Wells Fargo and Bank of America closed the highest net number of branches, while JPMorgan was the most active net opener. According to FDIC research collated by KBW, growth in bank branches peaked right before the financial crisis, in 2007.
