The parliamentary election will coincide with local votes in 65 municipalities, including the capital Belgrade. Experts say the vote and an absence of a working parliament, will allow Vucic to buy time and delay decisions over ties with independent and predominantly Albanian Kosovo, which Serbia still sees as its southern province. Opposition parties and rights groups accuse Vucic, the SNS and its allies of autocracy, oppressing media freedoms, election fraud, violence against political opponents, corruption and ties with organised crime. After signing the decree, Vucic said it was important for Serbia to "preserve peace, stability, and internal cohesion and (to) show democracy". "This campaign is an opportunity to present different ideas, programs, policies ... , but which must never threaten vital interests of Serbia," he said.

Overseas sales last month by Asia's fourth-largest economy rose 5.1% year-on-year to $55.09 billion, trade data showed on Wednesday. The seedy, culturally vibrant and rapidly modernizing Berlin of the 1920s was nicknamed “Chicago on the Spree.” That moniker sprang to mind recently during the premiere of a masterful and muscular new production of “Chicago,” directed by Barrie Kosky at the Komische Oper Berlin. “Chicago,” a “story of greed, corruption, violence, exploitation, adultery and treachery,” to quote the prologue, is the longest-running show currently on Broadway, but it got a very mixed reception when it opened there in 1975. Many of those early audience members were uncomfortable with Fred Ebb, Bob Fosse and John Kander’s use of musical showstoppers in the service of an amoral satire, and the show’s jerky and pastiche-like narrative technique. For his production, Kosky has gone back to the original concept of the show as a musical vaudeville with a heavy dose of bile and a dash of Brechtian alienation, while also embracing burlesque elements. Michael Levine’s dazzling set is outfitted with nearly 7000 light bulbs, which intelligently frame the actors, and the action, in frequently changing configurations that suggest a nightclub, a prison cell and a circus ring.

Editor’s note: The following contains spoilers about the series finale of “Billions,” titled “Admirals Fund.”After seven twisty seasons, with more double and triple crosses than you can shake a stock certificate at, “Billions” successfully landed the plane (OK, private jet) with its series finale, in a satisfying finish that reassembled the key players and even gave them time to take individual bows. For a show with so much bite and venom, it was oddly sentimental in generally the best of ways. The final season found a way to raise the stakes above high finance, with billionaire Mike Prince (Corey Stoll) running for president, exhibiting enough problematic qualities and questionable beliefs to inspire those within in his inner circle to turn against him and try to thwart his bid. If it wasn’t quite the game of catch scene from “Field of Dreams,” for these purposes the point was much the same. The “Billions” finale is playing on Paramount+ and will premiere October 29 on Showtime.

This week, dozens of states filed a virtually identical federal lawsuit against Meta alleging the company knew that the design of its social media platforms had been harmful to kids. She also expressed skepticism in response to claims by industry lawyers that tech companies have no legal obligation to ensure their platforms are safe for children. Still, she said, the burden falls on the tech platforms to prove why she should throw out the cases at an early stage in litigation. “It doesn’t seem to me that you can escape that,” Gonzalez Rogers said.
