Nearly every debate about New York’s housing crisis involves a state program called “421a.”But what is it? On one level, it’s a simple idea: Give developers a property tax break to build housing in New York City that might otherwise be a drag on their bottom line. But left-leaning lawmakers have fought the program’s resurrection because they say it is a giveaway for developers. Mayor Eric Adams and many housing experts believe a new tax incentive is necessary to address the housing shortage at the root of the city’s affordability problems. New York CNN —Stocks of small US lenders are still in the doldrums nearly a year after the regional banking crisis. The KBW Nasdaq Regional Banking index, which tracks the performance of regional lenders and thrifts, has fallen more than 2.4% this year compared to the benchmark S&P 500’s 2.6% gain. “This development is likely to … challenge the health of regional banks,” wrote José Torres, senior economist at Interactive Brokers, in a note on Thursday. Regional bank stocks struggled for much of 2023 after the collapses of Silicon Valley Bank and Signature Bank sparked a flight on deposits and sent shockwaves through the stock and bond markets. CNN —The US Centers for Disease Control and Prevention is expanding its infectious disease surveillance program at four major US airports to more than 30 pathogens, including flu, RSV and other respiratory viruses. The program currently operates Covid-19 surveillance at seven major international airports in the United States. The traveler surveillance program was introduced in 2021 when the CDC began collecting nasal swab samples from anonymous international travelers arriving at participating airports who volunteer to get swabbed. The program has collected samples from travelers from more than 135 countries and has sequenced more than 14,000 samples for further analysis. The wastewater program, which was introduced in August 2022, collects wastewater from a single plane using a custom-made collection device.

Old World Young Africa As the world grays, Africa blooms with youth. The World Is Becoming More African Part one of a series on how the youth boom is changing the continent, and beyond. But while a handful of African countries are poised to ride the demographic wave, others risk being swamped by it. In the West, racists and right-wing nationalists stoke fears of African population growth to justify hatred, or even violence. The age gap between geriatric leaders and restless youth is “a major source of tension” in many African countries, said Simon Mulongo, a former African Union diplomat from Uganda.

Despite absorbing $4.4 billion in losses in 2022 – which executives said would lower the risk of future cost overruns – the unit has seen little improvement this year. Excluding last year, losses on Boeing's defense programs in 2023 exceed those from all years since 2014, according to a Reuters review of Boeing’s regulatory filings. The latest charge for Air Force One brought total losses to $2.4 billion on a $3.9 billion contract to develop two planes. A better bet, and one Boeing's defense segment is aggressively pursuing, is inking future contracts for next-generation fighter jets and cutting-edge drones.
