The 39-second clip shows an individual airboating through a wetland area and using a terra torch to burn some grassy sections. Reuters traced the video to the official Facebook page of the Sacramento National Wildlife Refuge Complex, a protected area managed by the U.S. Reuters reported in June 2023 on prescribed burning in California, which experts and fire officials consider an important tool to lower wildfire risks by preemptively burning dry timber and other fire fodder (here). Legal experts say that if California wins, it could embolden other states to take action against lenders that make high-interest loans to low-income borrowers using what critics call "rent a bank" partnerships. Several nonbank lenders have already exited California, said Saunders, whose group tracks high-interest lenders. In California, OppFi took the unusual step of preemptively suing to try to block the state from taking action. Federal law allows state-chartered banks to lend across state lines at the interest rate legal in their home state. CNN —Residents in the Southwest are bracing for heavy rains and potentially catastrophic flooding as Hurricane Hilary is expected to pummel the region as a rare tropical storm beginning Sunday and lasting into next week. Its core is expected to pass close to the peninsula Saturday night and then weaken into a tropical storm as it crosses into the US and Southern California. The threat has triggered California’s first ever tropical storm warning extending from the state’s southern border to just north of Los Angeles. “Preparations for the impacts of flooding from rainfall should be completed as soon as possible, as heavy rain will increase ahead of the center on Saturday,” the hurricane center said. Canada is enduring its worst-ever wildfire season with more than 1,000 active fires burning across the country, including 230 in the Northwest Territories. Northwest Territories Premier Caroline Cochrane said some Yellowknife residents were preemptively leaving the city but urged people to remain calm and warned that highways could close suddenly because of the fire risk. The Northwest Territories declared a state of emergency late Tuesday and the Canadian military has been mobilized to help tackle the blazes and airlift some residents to safety. Cochrane spoke to Canadian Prime Minister Justin Trudeau about the wildfire situation on Wednesday afternoon.

WASHINGTON, July 28 (Reuters) - Conservative U.S. Supreme Court Justice Samuel Alito said that Congress lacks the power to regulate the court, in an interview published by the Wall Street Journal on Friday a week after Senate Democrats advanced a bill to impose an ethics code. The Democratic-controlled Senate Judiciary Committee last week approved the bill, which would mandate a binding code for the court following revelations that some justices - including Alito - had failed to disclose luxury trips funded by wealthy benefactors. "I know this is a controversial view, but I'm willing to say it," Alito said in the interview published in the Journal's opinion section. "No provision in the Constitution gives them the authority to regulate the Supreme Court — period." That bill, which cleared the committee on an 11-10 party-line vote, is unlikely to gain the Republican support needed to pass Congress.

Though steadfast allies throughout much of the pandemic, Trump and DeSantis, as presidential primary rivals, agree on very little about what transpired during one of the most trying periods in their respective tenures in leadership. Trump has dismissed the conservative back-slapping of DeSantis’ handling of the pandemic, insisting the governor’s performance wasn’t all that great. By preemptively attacking DeSantis’ pandemic policies, Trump, too, appears aware that voters could see his top rival as stronger on the issue. An angry, aggrieved former leader attacks the institutions he once led for accusing him of flouting the rules and lying about it. And yet, Britain’s Conservative Party has regularly stood up to Mr. Johnson while the Republican Party is still mostly in thrall to Mr. Trump. On Monday, the House of Commons will vote on whether to accept or reject the committee’s findings. The government said it would not pressure Tory lawmakers to vote one way or the other. That sets up a potential repudiation of Mr. Johnson by his party that could go far beyond the token number of Republican lawmakers in the House of Representatives who voted to impeach Mr. Trump in 2019 and 2021.

The roar of outrage from Republican leaders to that indictment restored Trump’s grip on the party after frustration over his role in the GOP’s disappointing 2022 midterm elections had loosened it. The Securities And Exchange Commission has filed lawsuits against cryptocurrency exchanges Coinbase and Binance for allegedly violating multiple securities laws. Binance announced the change late Thursday night on Twitter, and blamed the Securities and Exchange Commission's "unjustified civil claims against our business." Binance's banking transactions are the center of immense scrutiny by the SEC, which filed a civil complaint against the exchange and its founder, Changpeng Zhao, alleging both violated U.S. securities laws. But it suggests that Binance's banking partners have decided the exchange is too risky a client to keep on, and that the revelations from the SEC case have grown too significant to ignore. Multiple banking partners had already stopped serving Binance, and it wasn't immediately clear which banking partners Binance retained.

The Saturday class for two dozen volunteers – mostly college students and a few private landowners - at the Blodgett Forest Research Station west of Lake Tahoe turned out just as the experts had hoped.

"I say to the Republicans out there, congressmen and senators, if they don't give you massive cuts you are going to have to do a default," Trump said. Sen. JD Vance argued that Trump was just trying to help his party. Vance told Axios that "what the president is doing is really giving political advice ... not financial advice." GOP Sen.
