Melissa Sue Gerrits/Getty ImagesBut only about 2.6% of the 4.3 million properties across the state — or around 115,000 properties — had flood insurance as of June 2024, according to private provider Neptune Flood Insurance, which analyzed data from the government-backed National Flood Insurance Program. North Carolina Department of Insurance communications director Jason Tyson estimated that about 139,000 properties in the state have flood insurance through the NFIP. Part of the problem with flood insurance is a common misconception that regular home insurance covers flooding, which is rarely the case, four experts knowledgable about flood insurance and disaster management told Business Insider. "We don't think of western North Carolina and the Appalachian mountains as an area that has significant flood risk."

Former NASCAR driver Greg Biffle has been using a private helicopter to deliver supplies to stranded victims of Hurricane Helene in parts of western North Carolina. The NASCAR Hall of Fame nominee and pilot is documenting the supply runs on X, where commenters are praising him for his efforts. The NASCAR star has also alerted family members of stranded hurricane victims that their loved ones are alright. When one X user asked how she could connect Biffle to those in need of his assistance, Biffle responded, "Coordinates please." CNN —Asheville was touted as a climate haven, a place to escape the worst ravages of extreme weather. It pummeled western North Carolina as a tropical storm Friday. In some ways, this scenic swath of western North Carolina was primed for catastrophe. Both systems concentrated their highest rainfall on western North Carolina, killing 11 people. A recent First Street report found parts of North Carolina devastated by Helene could now experience a once-in-100 year flood every 11 to 25 years.

Internet providers often have disaster contingency plans, such as keeping backup generators and fuel on hand to keep service going during power outages. Companies that track internet connectivity say much of western North Carolina’s broadband internet speeds are slow and, in some areas, nonexistent. Vasily Piskarev, a senior lawmaker from the ruling United Russia party and another co-author of the legislation, has alleged that adoptees risk being forced to change their gender or falling victim to sexual exploitation in the West. Russia in 2012 banned adoptions by U.S. citizens and its war in Ukraine has seen the number of adoptions by foreign nationals dwindle to just six children in 2023 according to data from the RBK news outlet.
