The End of LIBOR Is (Finally) Here
  + stars: | 2023-06-30 | by ( Joe Rennison | ) www.nytimes.com   time to read: +2 min
The arduous, decade-long process to end the financial system’s reliance on a tarnished interest-rate benchmark, which once underpinned trillions of dollars in contracts across the globe, is almost over. From next week, the rate, known as the London Interbank Offered Rate, or LIBOR for short, will cease to be published. LIBOR is a collective term for dozens of rates, denominated in different currencies, intended to reflect how much it costs banks to borrow from one another. In the end, roughly $10 billion in fines were meted out across the financial industry over accusations of LIBOR rigging, which led to efforts to move away from the tainted benchmark. “There are still issues, but it’s remarkable that LIBOR will go out with more of a whimper than a bang.

European Union regulators on Monday approved Microsoft's proposed $69 billion acquisition of gaming firm Activision Blizzard , subject to remedies offered by the U.S. tech giant. These remedies centered on allowing users to stream Activision games they purchase on any cloud streaming platform. Regulators globally have been probing whether Microsoft's acquisition of Activision could distort competition in the console and cloud gaming market. One area regulators questioned is whether Microsoft might take Activision games and keep them exclusively on the U.S. giant's own platforms. Microsoft sought to allay the Commission's concerns over making Activision games exclusive ahead of the EU decision.

Hong Kong CNN —China has approved 27 foreign video games, including titles to be released by Tencent, NetEase and Bilibili, as it gradually reopens the world’s largest mobile entertainment market to international titles. It was the second batch of foreign games to be allowed to enter the Chinese market since December. Bilibili (BILI) will publish the localized version of “Uma Musume: Pretty Derby,” a hugely popular franchise from Japan’s Cygames. “We believe this implies a more supportive regulatory policy towards foreign titles that further support a healthier and normalized development of online gaming industry going forward,” said Citi analysts on Tuesday. But foreign games were still unable to access the Chinese market until December, when the regulator finally approved 45 foreign titles, including “Pokémon Unite” by Nintendo and “Valorant” by Riot Games.

Also helping lift sentiment was services sector data from China, reviving the optimism that a robust recovery was well underway. U.K. antitrust regulators said the proposed $75 billion acquisition of gaming giant Activision Blizzard Inc. by Microsoft Corp. would further consolidate what it called Microsoft’s strong position in cloud gaming and said a combination would hurt U.K. gamers, delivering another regulatory hurdle to the deal in a big global gaming marketplace. The country’s Competition and Markets Authority said it would ask both companies to propose ways to ease its concerns and set a final decision about whether to let the deal proceed for late April.
The British competition regulator says Microsoft's $69 billion acquisition of gaming giant Activision Blizzard could harm competition in the U.K. gaming market and that it may move to block the deal. The Competition and Markets Authority published a provisional decision on the deal Wednesday, stating the takeover raises competition concerns and may result in higher prices, fewer choices and less innovation. This "could substantially reduce the competition between Xbox and PlayStation in the UK, in turn harming UK gamers," the watchdog added. Activision Blizzard shares were down 3.4% in U.S. pre-market trading Wednesday, following the CMA announcement. Activision Blizzard CEO Bobby Kotick also sent an internal memo to employees Wednesday, saying that the company was "confident that the law – and the facts – are on our side."
