The US Fish and Wildlife Service proposed listing the monarch butterfly as threatened with extinction under the Endangered Species Act. The butterfly’s eastern migratory population is estimated to have declined by roughly 80%, while the western migratory population plunged by more than 95% since the 1980s, according to US wildlife officials. Mexican National Guard members detained a man Sunday morning after he attempted to divert a domestic Mexican flight to the United States.
