What to know about the TikTok ban bill the House passed
  + stars: | 2024-04-20 | by ( Brian Fung | ) edition.cnn.com   time to read: +6 min
CNN —House lawmakers have once again passed legislation that could lead to a nationwide TikTok ban, renewing a massive threat to the company’s US operations. In March, House lawmakers approved a bill that would give TikTok roughly six months to sell. Another factor that’s shaking things up is how House Republicans inserted the TikTok bill into a much larger foreign aid package. Biden endorsed the prior version of the TikTok bill, which suggests he may quickly sign any foreign aid package that includes similar language targeting TikTok. In addition to complying with the legislation, TikTok could challenge it in court and has made no secret that it might do so.

House Speaker Mike Johnson is splitting Ukraine and Israel aid into separate votes. But it's also garnering applause from an unusual place: progressive Democrats who don't want to vote for more Israel aid. "I think it is a great plan," said Rep. Ilhan Omar of Minnesota, who supports Ukraine aid but won't vote for unconditional Israel aid. It was a brazen theft: thousands of gold bars and millions of dollars in bank notes stolen a year ago from Toronto’s international airport. On Wednesday, Canadian authorities announced the arrest of nine people, including an Air Canada employee, in connection with the theft of more than 20 million Canadian dollars, about $14.5 million, in gold bars and 2.5 million dollars, about $1.8 million, in bank notes that vanished from a warehouse at Toronto Pearson Airport in April 2023. Arrest warrants have also been issued for three other people, including a manager at the airline. “One we jokingly say belongs in a Netflix series.” The Peel police are responsible for law enforcement at Toronto’s airport. Even as some of President Biden’s top campaign officials were attacking Donald J. Trump’s campaign for soliciting donations to pay his legal fees, the Biden-aligned Democratic National Committee was helping pay for lawyers in the special counsel investigation into Mr. Biden’s handling of classified documents. has directed at least $1.7 million to lawyers since July to cover the president’s representation in the documents inquiry, a figure that pales in comparison to Mr. Trump’s use of supporters’ donations to pay his hefty legal fees. The former president has spent more than $100 million on legal bills since leaving office, relying almost entirely on donations. Federal Election Commission records show that since the investigation began last year, the D.N.C. has paid $1.05 million to Bob Bauer, the president’s lawyer.

AdvertisementIn the years since the US and its NATO allies left Afghanistan, a particularly violent branch of the Islamic State terror group has grown stronger. During the first few years of its existence, ISIS-K attacks were mainly confined to Afghanistan and Pakistan. The first year under the Taliban's rule saw a sharp uptick in terror attacks inside Afghanistan. But that trend has changed in recent months; attacks inside the country declined while attacks beyond its borders have increased. Thus, the conditions inside Afghanistan have awarded the terror group space to develop a greater capacity to stage external attacks.

New York CNN —Lyft and Uber might hit reverse on plans to leave Minneapolis on May 1 over a new minimum wage for rideshare drivers set to go into effect on that day, if a city council measure passes Thursday. The issue stems from a March decision by the city council to override the mayor’s veto of a minimum wage for rideshare drivers, set at the local minimum wage of $15.57 an hour. The ordinance mandates rideshare drivers make at least $1.40 per mile and $0.51 per minute within Minneapolis. Now some council members want to amend the ordinance and lower the per-mile rate to $1.21, but maintain the proposed per-minute rate of $0.51. With this amendment, we can accomplish those goals.”The statement was released by Council President Elliott Payne and Council Members Katie Cashman and Aurin Chowdhury.

There’s a struggle for law and order in many of the world’s tropical forests, and nature is losing. Last week, I wrote about the major progress Colombia made in 2023, slashing deforestation rates by 49 percent in a single year. But this week, we learned the trend reversed significantly in the first quarter of this year. Mostly because a single armed group controls much of Colombia’s rainforests. had largely banned deforestation and in recent months it seems to have allowed it again.

There is no public evidence that Giuliani and Martorano know each other. Giuliani spokesman Ted Goodman, in an email to CNBC, said "This is a lawsuit unrelated to us." CNBC requested comment from lawyers for Martorano, his wife, and the other defendants in both the Georgia lawsuit and a federal civil racketeering and fraud lawsuit in California related to the alleged skincare cream scam. In her ruling, the judge wrote that the plaintiff "has shown by a preponderance of the evidence that Konnektive Defendants deceived banks and credit card companies." "The Konnektive software was designed specifically for the purpose of facilitating automated bank fraud," according to the federal suit.

Scotland’s Hate Crime and Public Order Act came into force last week, a contentious law that expands existing legislation to include transgender identity as a protected characteristic from hate crimes. In the first week of the law’s enactment, a feminist group, “Let Women Speak,” organized a rally against the legislation in Scotland’s capital on Saturday. Another major concern for those who oppose the Hate Crime Act is the supposed lack of clarity on what type of behavior could constitute an offense under the new law. But 25-year-old Scottish trans student Lucy (who asked not to be identified by her real name due to concerns about continued online abuse), said the new law does not reassure her. Scotland’s proposed reforms would have allowed transgender people to self-identify, without the need for a medical diagnosis or certificate.

Michael J. Gottlieb can never remember the exact amount — it’s $148,169,000— that a jury ordered Rudolph W. Giuliani to pay the Georgia election workers Ruby Freeman and Shaye Moss. “Don’t waste your time being angry at those who did this to me and my daughter,” said Ms. Freeman 65, who with her daughter Ms. Moss, 39, was falsely accused by Mr. Giuliani of aiding an imagined plot to steal the 2020 presidential election. “We are more than conquerors.”Less than a decade ago, the two women would have struggled to find a lawyer. The Comstock Act, as the law is known, is not central to the current Supreme Court case. Their interest in the law’s relevance to Tuesday’s case speaks to how the Comstock Act has taken a more prominent role in the efforts to further limit abortion. Among other arguments, the case’s plaintiffs, anti-abortion doctors and medical associations, have invoked the Comstock Act to argue the FDA acted unlawfully by not considering the 19th century criminal prohibition on mailing abortion drugs. But much attention will be paid to any commentary about the statute, even if just in a dissent, when the Supreme Court issues its ruling in the case in the coming months. The political ramifications of the Supreme Court’s ultimate decision in the current FDA case is also at the forefront of how they approach the subject.

CNN —An attorney discipline judge in California has recommended that ex-Trump election lawyer John Eastman be disbarred, according to an opinion released on Wednesday. Judge Yvette Roland’s opinion comes after a lengthy trial about Eastman’s actions as he led some of the efforts for Donald Trump to challenge his 2020 election loss. The opinion serves as a recommendation to the California Supreme Court, which will ultimately decide whether to endorse or reject the punishment. Eastman will have the opportunity to appeal Roland’s ruling. Still, the judge’s opinion marks a major step in the consequences for lawyers who propelled false theories of election fraud on Trump’s behalf.

Part of the law under which Trump is charged criminalizes a person having unauthorized possession of records related to national defense. Still, the judge asked prosecutors and defense lawyers to write versions of their proposed jury instructions that consider the PRA by April 2. “Engage with the following competing scenarios and offer alternative draft text that assumes each scenario to be a correct formulation of the law to be issued to a jury,” Cannon wrote on Monday. MADISON, Wis. (AP) — Wisconsin voters are set to decide next month whether to make it unconstitutional to accept private grant money to help administer state elections, one of two Republican-backed ballot measures that Democrats say are meant to make it harder to conduct elections in the presidential battleground state. The Wisconsin measures are supported by Republicans and conservative groups and opposed by an array of government watchdog and liberal groups including the American Civil Liberties Union, Common Cause Wisconsin, Wisconsin Conservation Voters and the League of Women Voters of Wisconsin. Three courts and the bipartisan Wisconsin Elections Commission rejected complaints challenging the legality of the grant money. It’s unclear how adoption of the amendment would change current practice, other than place requirements currently in state law into the constitution. Federal law already requires U.S. citizenship to vote in national elections and no state constitutions explicitly allow noncitizens to vote in state or local elections.

The House is expected to vote Wednesday on a bill that could lead to a nationwide ban against TikTok, a major challenge to one of the world’s most popular social media apps. Lawmakers on both sides of the aisle who support the bill have argued that it is not a ban. In recent comments to reporters, Wisconsin Republican Rep. Mike Gallagher, who chairs a House select committee on China, rejected characterizations of the bill as a TikTok ban. “This legislation has a predetermined outcome: a total ban of TikTok in the United States,” the company wrote in a post on X. Senate Majority Leader Chuck Schumer on Tuesday would not commit to holding a vote on the House’s TikTok bill, underscoring the uncertainty over what will happen if the House passes the bill as expected.
