ATLANTA (AP) — Georgia Power Co. said Thursday that vibrations found in a cooling system of its second new nuclear reactor will delay when the unit begins generating power. Georgia Power said the Unit 4 problem has already been fixed but too much testing remains to be done to make the March 30 deadline. The new Vogtle reactors are currently projected to cost Georgia Power and three other owners $31 billion, according to calulations by The Associated Press. But even as government officials and some utilities are again looking to nuclear power to alleviate climate change, the cost of Vogtle could discourage utilities from pursuing nuclear power. Georgia Power owns 45.7% of the reactors, with smaller shares owned by Oglethorpe Power Corp., which provides electricity to member-owned cooperatives; the Municipal Electric Authority of Georgia; and the city of Dalton.

It would take effect in the first month after Vogtle's Unit 4 begins commercial operation, projected to be sometime in March. They're currently projected to cost Georgia Power and three other owners $31 billion, according to Associated Press calculations. But even as government officials and some utilities are again looking to nuclear power to alleviate climate change, the cost of Vogtle could discourage utilities from pursuing nuclear power. Overall, the company said Georgia Power would collect an additional $729 million a year from its 2.7 million customers. Carbon Trading Opens Loophole in Paris Climate Accord

When the South American nation of Guyana wanted to sell millions of carbon-offset credits to preserve its rainforests, government officials knew they had a problem: The country’s lush Amazonian forests were actually in good shape. Guyana’s rate of deforestation was already low, meaning its forests wouldn’t yield much under standard methodologies for calculating carbon credits. So its government chose a new method that allows a large adjustment for countries with healthy forests. The change raised the credits that Guyana could issue sixfold. Guyana sold 37.5 million of them last year to U.S. oil giant Hess for at least $750 million, and is now shopping the remaining two thirds to countries facing pressure to comply with the landmark Paris climate accord, officials say.

This year is the hottest on record, and evidence is growing that climate systems are hitting dangerous tipping points. Jairo Lerma and several of his relatives placed a wooden cross in the dry grass along a Texas highway where his parents, on their way from Georgia to Mexico, died suddenly in a fiery crash with an oncoming car that was carrying migrants and fleeing a sheriff’s deputy. Shortly before the crash on Nov. 8, his mother, Isabel, had texted to say that she and her husband, José Carlos, a retired carpet factory worker from Dalton, Ga., would soon be at the border. Instead they died near a bend in the road some 60 miles short, along with five migrants and the 21-year-old driver of the other car. “I blame the sheriff’s department because they were chasing at a really high speed in a location that was really dangerous,” Mr. Lerma said. “This could have been avoided.”In recent years, police departments across the United States have been reassessing when and how to pursue fleeing suspects, adopting policies to curtail the number of dangerous high-speed chases.
