Russian President Vladimir Putin approved budget plans, raising 2025 military spending to record levels as Moscow seeks to prevail in the war in Ukraine. Lawmakers in both houses of the Russian parliament, the State Duma and Federation Council, had already approved the plans in the past 10 days. Their visit comes as doubts are deepening over what Kyiv can expect from a new U.S. administration led by Donald Trump. Moscow sent 78 drones into Ukraine overnight into Sunday, Ukrainian officials said. In Russia, a child was killed in a Ukrainian drone attack in the Bryansk region bordering Ukraine, according to regional Gov.

TikTok is defending itself in federal court over legislation President Joe Biden signed in April that would ban TikTok if it doesn’t sell itself to an American owner by the time Trump takes office. Most Trump allies who oppose TikTok have cited claims of Chinese government influence over American users, which TikTok denies. They have both publicly criticized the legislation that would force a sale of TikTok or lead to a U.S. ban. “Don’t be fooled — the TikTok ban is not about China harvesting your data. “The Syrian army will once again be victorious over these terrorist groups as in the past,” he added. In his first public comments released by the state news agency Saturday evening, Assad said Syria will continue to "defend its stability and territorial integrity against terrorists and their supporters." Iran’s support for Assad mirrors that of Russia, which helped to turn the tide of the war during 2016's battle for Aleppo between Syrian government forces and rebel fighters. The victory helped Assad to secure Assad's hold on strategic areas of Syria, with opposition factions and their foreign backers controlling areas on the periphery. The U.S., for its part, opposes Assad, opposes Russia, and opposes Iran, but has allied itself with Syrian Kurdish forces despite their fight against U.S.’ NATO allies Turkey.

BUCHAREST, Romania Associated Press —Romanians cast ballots Sunday in a parliamentary election sandwiched between a two-round presidential race, the first of which has plunged the European Union and NATO member into unprecedented turmoil following allegations of electoral violations and Russian interference. By 5 p.m., about 7.5 million people – about 42% of eligible voters – had cast ballots, according to the Central Election Bureau. Cristian Andrei, a political consultant based in Bucharest, predicted the general election could also be reshaped by Georgescu’s success, with far-right parties possibly obtaining record highs. “The impact of the surprise in last Sunday’s presidential election will be significant, and we are going to wake up in a new political reality,” he told The Associated Press. Some have predicted that the far-right nationalist S.O.S Romania party, and the little-known Party of Young People, which has backed Georgescu, could pass the threshold.

Republicans are headed into 2025 in control of the presidency, the Senate, and the House of Representatives. But there's still one outstanding House race yet to be called. Gray has 105,083 votes, compared to 104,856 votes for Duarte, according to the California Secretary of State's office. The race is a rematch of their 2022 contest, which saw Duarte ultimately defeat Gray by 564 votes out of nearly 134,000 ballots cast. Due to the number of competitive US House races in California, a state with over 22 million registered voters, control of the chamber can theoretically rest on the Golden State alone.

CNN —Russian President Vladimir Putin has approved a record-breaking defense budget, setting aside a staggering third of the government’s total spending as the war in Ukraine drains resources from both sides nearly three years on. The budget for 2025, which was published Sunday, allocates about $126 billion (13.5 trillion rubles) to national defense – amounting to 32.5% of government spending. The defense budget is about $28 billion (three trillion rubles) higher than the previous record set this year. The new three-year budget forecasts a slight reduction in military spending for 2026 and 2027. The North Korean troops may help Russia’s efforts for some time – but the material losses could be harder to make up for.

The country of 3.7 million people has seen months of rising tension between the ruling Georgian Dream party and opponents who accuse it of pursuing increasingly authoritarian, anti-Western and pro-Russian policies. Opposition TV channel Formula showed footage of people in Khashuri, a town of 20,000 in central Georgia, throwing eggs at the local Georgian Dream office and tearing down the party’s flag. Georgian Dream says it is acting to defend the country’s sovereignty against outside interference. Georgia’s foreign ministry said in a statement that foreign states were trying to “interfere in the functioning of the institutions of a sovereign state”, and that this was unacceptable. But domestic opponents and Western governments have become increasingly concerned that Georgian Dream is intent – despite its denials – on abandoning that course.

CNN —At least 200 people were killed in Israeli airstrikes on northern Gaza Saturday, according to local health officials, as the United Nations said it would pause aid deliveries through the enclave’s main crossing after more of its trucks were stolen. The figure is thought to be an underestimate, as much of northern Gaza is inaccessible and many casualties never arrive at a hospital to be counted. A source involved in transferring aid inside Gaza told CNN that a further five trucks loaded with flour were stolen near the crossing Sunday. Israeli authorities “must ensure aid flows into Gaza safely and must refrain from attacks on humanitarian workers,” he said. CNN has reached out to COGAT, the Israeli agency responsible for approving aid into Gaza, for comment.

The decision to issue a blanket pardon for his son Hunter will forever be a part of the president’s legacy. For Biden, family has long come above nearly everything. After Beau Biden died of a glioblastoma brain tumor in 2015, the elder Biden’s bond with Hunter strengthened beyond words. This was a far more of a family decision, where his role as a father – the only title he will keep for life – came above all else.

File photo of Fine Gael leader Simon Harris speaking at a convention in Athlone, central Ireland on March 24, 2024, after becoming de facto prime minister-in-waiting. Ireland's two long-dominant center-right parties looked likely to form a new government as results came in from a fractured national election, though with a reduced vote share and complex coalition negotiations ahead. As ballot-counting continued Sunday, incumbent governing parties Fine Gael and Fianna Fail and left-of-center opposition Sinn Fein were jostling to see which would win the most seats in the 174-seat Dail, the lower house of Ireland's parliament. Fine Gael and Fianna Fail have similar policies, but are longtime rivals with origins on opposing sides of Ireland's 1920s civil war. Fine Gael candidate Paschal Donohoe, a minister in the outgoing government, said the main theme of the election was "one of the center holding."

President-elect Donald Trump announced Saturday he would pick Kash Patel, the former chief of staff to to the acting secretary of defense during the first Trump administration, to serve as director of the Federal Bureau of Investigation. "Kash is a brilliant lawyer, investigator, and “America First” fighter who has spent his career exposing corruption, defending Justice, and protecting the American People," Trump wrote in a post to Truth Social, arguing Patel would "bring back Fidelity, Bravery, and Integrity to the FBI." Patel has earned a reputation as the ultimate Trump loyalist who has called for a purge of perceived enemies in the Justice Department and intelligence agencies. During the closing months of Trump’s tenure, the former president proposed Patel to serve as the deputy CIA director or to take over the FBI. Americans traveling to Europe next year may be in store for some bargains. “That’s a good thing for American tourists traveling abroad in Europe,” said Brendan McKenna, an international economist at Wells Fargo Economics. Now, euro parity is “back on the cards,” James Reilly, senior markets economist at Capital Economics, wrote in a research note Nov. 11. For one, the U.S. economy has “held up a lot better than anyone has been expecting” over the past year or two, in stark contrast with Europe, Reilly said. Of course, there’s a risk Europe retaliates with its own tariffs or somehow penalizes Americans by raising certain consumer prices, such as airfares, Reilly said.

LONDON — The countryside came to the capital as thousands of farmers packed into London streets around Britain’s Parliament to protest changes to tax rules. Some drove tractors, others brought hay bales, many carried signs saying “no farms, no food.” All were protesting against the new Labour government’s decision to tax inherited agricultural property. Despite the gray skies and wet weather, thousands of farmers gathered in central London. “Ministers claim the inheritance tax cap hits only the rich, but it could put 70,000 farms — big and small — at risk. We are not — claiming that 70,000 farms will shut down or have to pay the tax a year.” The website defines a generation as 40 years.

In the year since, the rebels have menaced key Middle East shipping routes with missiles and drones, disrupting maritime trade. However, the ongoing Houthi attacks have caused a notable decline in activity along that critical route, forcing ships to make longer and more expensive trips around Africa. Over the past year, the Navy has fired off hundreds of munitions in its Middle East operations, costing over $1.8 billion and draining the Pentagon of key missiles that are expensive to procure. Officials stress that Washington will continue to act against the Houthis to stop their attacks. Even as some warships left the Middle East earlier this month, other vessels have already moved in to take their place.
