By Mike StoneWASHINGTON (Reuters) - Congressional Democrats, including Senator Elizabeth Warren, again asked the U.S. Commerce Department to curb assault weapon exports and increase oversight of gun exports after a Trump-era rule change eased firearms export laws, according to a letter sent on Tuesday and seen by Reuters. The Commerce Department began a 90-day pause in an October order to assess the "risk of firearms being diverted to entities or activities that promote regional instability, violate human rights, or fuel criminal activities." The Commerce Department could decide to make the halt on export licenses permanent, return to previous practices, or impose other permanent restrictions. The letter, which was signed by Warren and Senator Richard Durbin as well as U.S. It voiced support for returning export authority oversight to the Department of State from Commerce - something which changed under then-President Donald Trump's tenure.

TEGUCIGALPA (Reuters) - Several hundred migrants have gathered at a bus terminal in northern Honduras in preparation to head towards the United States, local television reported on Friday, seeking to flee poverty and a lack of jobs in the Central American nation. Hoy Mismo news channel estimated that about 300 people had gathered at the Gran Terminal bus station in the northern city of San Pedro Sula, largely young people and families holding children. The caravan, expected to leave on Saturday, would mark the first such group of Honduran migrants traveling north during the administration of leftist President Xiomara Castro, who took office at the start of 2022. The government of Honduras estimates that about 64% of the country's 10 million inhabitants live in poverty. The Honduras migration and security ministries did not immediately respond to a request for comment.

GUATEMALA CITY (Reuters) - Guatemala's President-elect Bernardo Arevalo met with Taiwan's foreign minister to discuss strengthening commercial ties on Saturday, the Central American nation's incoming government said in a statement. Arevalo has said he aims to expand ties with China while maintaining diplomatic relations with Taiwan. The Central American country is one of only 13 nations that maintain diplomatic ties with Chinese-claimed Taiwan. Honduras in March ended its decades-long relationship with Taipei in favour of Beijing following the election in late 2021 of Xiomara Castro as president. Herrera met earlier with Wu and Taiwanese Ambassador Miguel Li-jey Tsao to discuss "possibilities of cooperation," according to an earlier statement.

BRASILIA, Nov 22 (Reuters) - Brazil's Senate took the lead on Wednesday to curb what lawmakers see as judicial overreach by the country's Supreme Court and passed a constitutional amendment that limits the ability of justices to rule on issues individually. The bill passed by a wide margin of 52-18 votes in two rounds of voting required for constitutional amendments. Lawmakers have accused the Supreme Court of usurping the legislative function of Congress with rulings on social issues such as the court's decision to facilitate gay marriage. Proposals in Congress include limiting the years justices can sit on the Supreme Court and an amendment that would allow lawmakers to undo court decisions they view as unconstitutional. "Attacking the Supreme Court, changing the way ministers are appointed, shortening their tenure in office, interfering with their internal functioning are political options that are not good for democracy," he told local media.

Peter Tarnoff, a seasoned diplomat whose work behind the scenes for presidents Jimmy Carter and Bill Clinton included establishing a secret channel to Fidel Castro and helping arrange the escape of six U.S. Embassy officials from Iran, an escapade later depicted in the 2012 movie “Argo,” died on Nov. 1 at his home in San Francisco. His wife, Mathea Falco, said the cause of death was complications of Parkinson’s disease. Mr. Tarnoff was part of a cohort of Foreign Service officers who, inspired by the words of President John F. Kennedy, joined the American diplomatic corps in the early 1960s. Many of them cut their teeth on assignment in South Vietnam, and several — among them Mr. Tarnoff, Anthony Lake, Frank Wisner II and Richard Holbrooke — went on to play leading roles in the U.S. foreign policy establishment. But while outsize personalities like Mr. Holbrooke, a frequent contender for secretary of state, and Mr. Lake, a national security adviser under Bill Clinton, became famous, Mr. Tarnoff preferred to wield his influence out of the public eye.

The government remains fully functional for the time being, at least until parliament has had its final vote on the 2024 budget on Nov. 29. He said reforms should create an environment for companies to achieve better results and compete more effectively globally. The 2024 budget projects economic growth will slow to 1.5% in 2024 from 2.2% expected this year and political instability may also delay public investment, such as using COVID recovery funds, and private investment. "Probably no one wants to invest when there is great instability," said Pedro Castro Almeida, CEO of Santander Portugal.

Cuban expats have already invested in bed-and-breakfasts, eateries and other activities on the island, but Cuba would like to see more capital flow, he said. The conference is expected to attract Cubans living off island but with favorable views of their home country, including businesspeople, economists, and members of foreign resident associations. Around 2.5 million Cubans and their descendents now live off the island, Soberon said. "That will ultimately raise their standard of living so that they want to spend their lives here in Cuba and not abroad," he said.

MADRID, Nov 12 (Reuters) - Tens of thousands of people protested across Spain on Sunday against acting prime minister Pedro Sanchez's plans to grant amnesty to Catalan separatists in exchange for support for another term in office. The government secured a deal with Catalan separatist party Junts on Thursday which includes passing a contentious law granting amnesty to those convicted over Catalonia's attempt to secede from Spain in 2017. "He (Sanchez) has betrayed coexistence, democracy...he can't keep governing," said banker Tomas Perez, 38, holding a sign reading "Sanchez traitor". TEGUCIGALPA, Nov 11 (Reuters) - Thousands of people took to the streets of the Honduran capital on Saturday in anti-government protests against leftist President Xiomara Castro, angered by attempts to engineer what they say is an unconstitutional power grab. In a demonstration sponsored by opposition parties, protesters in the Central American country accused the Castro government of seeking to transform Honduras by hand picking public officials. Roughly 10,000 people gathered in Tegucigalpa, the capital, according to a Reuters eyewitness, in a march that ended without incident. The opposition protest was sparked after the ruling party elected a new interim chief prosecutor on November 1, without holding a congressional vote. Castro, who was sworn in as Honduras' first woman president in January 2022 and describes herself as a democratic socialist, has sought to strengthen diplomatic relations with the governments of Cuba, Venezuela and Nicaragua.

HAVANA, Nov 10 (Reuters) - Cuban watchmaker Ernesto Barrios saw an opportunity to make up for lost time two years ago after authorities lifted a ban on private companies that had been in place since shortly after Fidel Castro's 1959 revolution. "We don't have to import any of our materials," he said. "Years ago there was a great diversity of Russian watches in Cuba and today that watch market is empty," he said. His "Made in Cuba" watches, he said, are on display in various hotels in Havana, as well as in some stores in the Cuban capital.
