These new security features and other upgrades at a munitions depot in central Belarus reveal that Russia is building facilities there that could house nuclear warheads. If Russia does move weapons to this location, it would mark the first time it has stored them outside the country since the fall of the Soviet Union in 1991. Russia already has nuclear warheads on its own soil that are close to Ukraine and NATO countries, but by basing some in Belarus, the Kremlin appears to be trying to accentuate its nuclear threat and bolster its nuclear deterrent. Russia’s president, Vladimir V. Putin, made reference to such a site early last year, saying Russia would soon be completing the construction of “special storage for tactical nuclear weapons” in Belarus. The New York Times analyzed satellite imagery and photos, and spoke with nuclear weapons and arms control experts, to track the new construction, which started in March 2023.

CNN —Ukrainian athletes have been urged by the country’s National Olympic Committee (NOC) to avoid contact with Russians and Belarusians during the 2024 Olympics in Paris so that possible “provocative actions” can be prevented. Ukrainian athletes are also asked “not to communicate or discuss on social media with individual neutral athletes from Russia and Belarus” and not to share or respond to their content. Ukrainian athletes are also urged to refrain from “participating in press conferences, live broadcasts, interviews and other promotional events with individual neutral athletes of the Russian Federation and Belarus before and after the competition,” according to the recommendations. The International Olympic Committee (IOC) announced in December that Russian and Belarusian athletes will only be eligible to compete as individual neutral athletes at this year’s Paris Games. CNN —A Russian oil refinery in the southern Krasnodar region was impacted by a suspected Ukrainian drone attack on Saturday, according to local officials. Meanwhile in Ukraine, four thermal energy plants were “severely damaged” after Russian attacks overnight, according to a statement from DTEK, Ukraine’s largest private energy company. DTEK said that its thermal power plants have been attacked more than 170 times since the beginning of the war. A video surfaced online showing the head of the Belarusian KGB security service alleging the two medical facilities were housing soldiers. Videos shared online showed medical personnel hurrying to move patients and equipment to ambulances that were awaiting to receive them.

CNN —Russia on Wednesday vetoed a United Nations resolution that proposed a ban on the use of nuclear weapons in outer space amid US intelligence-backed concerns that Moscow is trying to develop a nuclear device capable of destroying satellites. In February, President Joe Biden confirmed the US has intelligence that Russia is developing a nuclear anti-satellite capability. It also called on UN member states not to develop nuclear weapons or other weapons of mass destruction designed to be placed in Earth’s orbit. The White House’s comments on the prospect of a Russian nuclear space weapon have deepened those concerns. Last year, Putin deployed tactical nuclear weapons to neighboring ally Belarus, and former Russian president and deputy chairman of Russia’s Security Council Dmitry Medvedev said strategic nuclear weapons could be used to defend territories incorporated into Russia from Ukraine.

The Ukrainian military is “experiencing shortages in air defense munitions, mostly in the medium to long range,” a NATO official said on Wednesday. Last fall, the administration asked Congress for more than $60 billion in additional funds to help support Ukraine, but more than 6 months later the funding has not passed amid opposition from Republican lawmakers. And the separate shortages of artillery ammunition could be “potentially catastrophic” for Ukraine in the short term, the official added. The NATO official said that as of now, Russia appears to lack the necessary maneuver units to mount such a large-scale, successful attack.
