CNN —Paul Teal, a film and TV actor known best for his role in the CW’s teen soap ‘One Tree Hill,’ has died, according to a statement from his agent Susan Tolar Walters. Teal died on Friday “after a courageous battle with cancer,” Walters’ statement, provided to CNN on Monday, said. Teal is best known for appearing on Season 7 of the hit teen romance series “One Tree Hill” in 2010. Teal’s “One Tree Hill” co-star Bethany Joy Lenz remembered him as “the kind of guy who lit up a room without trying” in a statement posted to her Instagram page. Lenz said she first met Teal while they worked on the musical production of “The Notebook” that she produced in 2006, wherein Teal starred as the lead character Noah Calhoun, before they reconnected on the “One Tree Hill” set in 2010.

CNN —“Impoundment” is another word that Americans may need to learn in the vernacular of President-elect Donald Trump’s second term. Trump took the time to record a video about impoundment during the Republican primary season, and he promised seizing control over spending from Congress would be a top priority if he was elected. Impoundment occurs when Congress appropriates money that the president then declines to spend. As a result of these standoffs, Congress passed a law to curtail a president’s use of impoundment, particularly for policy reasons. The Impoundment Control Act of 1974 did a lot more than that, however.

CNN —Sweden and Finland have updated guidance to their citizens on how to survive war, as NATO allies bolster defense measures against the backdrop of the Ukraine conflict. Many European countries have since ramped up military spending to bolster long-term security in the region. Extreme weather events are becoming increasingly common. Finland’s Ministry of the Interior also issued new crisis guidance on Monday, giving readers advice on how to prepare for long power cuts, water outages, telecommunications disruptions, extreme weather events, and military conflict. Earlier this year, Norway and Denmark – two other members of the 32-party bloc – distributed updated wartime guidance on how people should prepare for potential crises.
