The Treasury's semi-annual currency reportfor the four quarters ended June 2023 showed that Vietnam, China, Germany, Malaysia, Singapore, and Taiwan were included on its monitoring list. The Treasury said Vietnam was returned to the monitoring list after its global current account surplus shot up to 4.7% of GDP during the monitoring period. Switzerland and South Korea were taken off the monitoring list after they met only one criterion for two monitoring periods in a row. A U.S. Treasury official said that Vietnam does not appear to be "slipping" in its foreign exchange practices nor in its engagement with U.S. authorities on currency issues.

The Southeast Asian electronics manufacturing hub already hosts U.S. giant Intel's (INTC.O) largest semiconductor packaging and testing plant worldwide and is home to several chip designing software firms. It is working on a strategy to attract more semiconductor investment, including from foundries, which focus on manufacturing chips. He declined to identify the firms because talks were still at a preliminary stage. HANOI, Oct 26 (Reuters) - A rough year for Vietnam's real estate sector has seen developers miss interest payments on debt, amid a credit crunch spurred by ill-timed government measures, although spillover risk has been limited. Shares of the largest listed developer, Vinhomes (VHM.HM), part of the country's biggest conglomerate, Vingroup (VIC.HM), have fallen 13% this year. In September, the Asian Development Bank warned of potential spillover into banking from irregularities in corporate bonds and real estate markets, although troubled bonds made up just a small portion of total bank credit. While ill-timed government measures, companies' high debt and oversupply are responsible for the sectors' woes in both countries, conditions are different in Vietnam. Vietnam has a less acute situation of oversupply and speculation than China, he added, while real estate's contribution to its economy is also smaller.

US says ready to help Vietnam with rare earth auctions

HANOI, Oct 25 (Reuters) - The United States is ready to help Vietnam in preparing auctions for rare earths mines, the U.S. State Department chief economist Emily Blanchard on Wednesday. "If Vietnam chooses to ask for assistance in developing an auction, we would be happy to provide assistance to do so," she said in Hanoi when asked about possible auctions to be arranged by Vietnam for new concessions at unexploited mines. Vietnam's government intends to launch tenders for multiple blocks of its Dong Pao mine before the year's end, Tessa Kutscher, an executive at Australia's Blackstone Minerals Ltd (BSX.AX), which plans to bid for at least one concession, told Reuters last month. Blanchard said that U.S. technical assistance to partner countries can extend to support to craft tenders or bids "to generate the most interest". VinFast has the option, but not the obligation, to require Yorkville to subscribe for up to $1.0 billion worth of ordinary shares in VinFast at any time during the term of the agreement, VinFast said in a filing to the U.S. securities authority. VinFast so far has sold around 22,000 cars, aiming to meet this year's sale target of 40,000 to 50,000 units. Yorkville two years ago bought up to $400 mln worth of share in EV maker Lordstown. In April it said it would receive a fresh round of funding pledges worth $2.5 billion for its future development, of which $1 billion would be from its founder's pocket.

In an interview, VinFast CEO Le Thi Thu Thuy said VinFast had not provided any financing to GSM. "For the next two quarters we still see GSM having demand for our vehicles, both EVs and e-scooters," Thuy said. A VinFast survey showed riders who had experienced a ride in a VinFast taxi operated by GSM were four times more likely to buy than customers who took standard test drives, she said. The world's top importing region saw arrivals of 24.95 million barrels per day (bpd) in September, down from August's 25.22 million bpd, according to data complied by LSEG. September's imports were also almost 3 million bpd weaker than the 27.92 million bpd seen in July, which was the highest monthly total so far in 2023. China imported 11.53 million bpd in September, down from August's 12.49 million bpd, according to LSEG data. Russia was China's top supplier in September, providing 1.81 million bpd, eclipsing the 1.44 million bpd from Saudi Arabia. HANOI, Sept 30 (Reuters) - Vietnam's industry ministry has launched an investigation that could lead to anti-dumping duties on wind towers originally from China, following a complaint by domestic producers, the government said on Saturday. Producers in Vietnam have claimed that dumping of Chinese-origin towers has caused "significant damage" to them, the government said in a statement, without elaborating. "In case of necessity, based on preliminary investigation results, the trade ministry can apply temporary anti-dumping measures to prevent dumping activities that hurt domestic manufacturing," the statement added. According to the trade ministry, local producers were proposing an anti-dumping tax rate of 97%. Wind towers imported to Vietnam currently enjoy a most-favored nation (MFN) tariff of 3%.

Vietnam’s opaque legal system has come under increased criticism from Western observers this year, even as the Southeast Asian country draws closer to the United States. In a statement to Reuters, Mobile World said it would announce the information once the deal was concluded. The sources said the deal could value Bach Hoa Xanh, Vietnam's third largest grocery chain, at around $1.5-$1.7 billion. Trina, one of the world's biggest solar panel makers by sales, would invest $400 million in the plant that would span 25 hectares of industrial land. Production is set to begin in 2025, one of the sources with direct knowledge of the plan said. Another person who was involved in discussions with the company said Trina had flagged $600 million in possible investment in Vietnam. Another source said Trina Vietnam's power supply problems were being considered as the company weighed options for its possible expansion. A heatwave in June hit the output of hydropower, Vietnam's second biggest source of electricity, forcing factories to temporarily suspend production due to power cuts.

Many staff at Bamboo have sometimes had to face delays in salary payments but this had not, until recently, affected foreign pilots who make up a large majority of the airline's pilot staff, the sources said. Messages seen by Reuters from an internal company chat forum that management uses to communicate with foreign pilots show some salary payments have been late. Bamboo, which flies both internationally and domestically, has around 17% of Vietnam's market share, its then CEO told local media in March.
