But the EU still needs a steady flow of Russian diesel to global markets to keep prices stable. The Russian government announced the curbs — which also apply to gasoline — Thursday, saying they were aimed at stabilizing domestic fuel prices. Diesel is Europe’s economic workhorse, powering the majority of vans and trucks ferrying goods and raw materials round the continent. Before Europe imposed its import ban, Russia supplied 40% of the country’s diesel.

CNN —Authorities in Nagorno-Karabakh accepted a ceasefire proposal made by Russian peacekeepers Wednesday, a day after Azerbaijan launched a military operation in the disputed territory. Azerbaijan on Tuesday began what it called an “anti-terrorist” campaign against separatist forces in Nagorno-Karabakh, which Karabakh officials said killed dozens and wounded hundreds more. Taking this into consideration, the authorities of the Republic of Artsakh accept the proposal of the Russian peacekeeping contingent’s command regarding a ceasefire,” the Nagorno-Karabakh Presidential Office said, according to Armenpress. Russia’s defense ministry said it had evacuated around 2,000 civilians from Nagorno-Karabakh overnight Tuesday.

CNN —Two Russian warships were damaged after Ukraine launched an extensive assault on a Russian ship repair base in Crimea early Wednesday morning, officials said, in what appears to be Kyiv’s most ambitious strike on the port since the war began. CNN —Ukraine’s President Volodymyr Zelensky has tapped Rustem Umerov, a Crimean Tatar, to become his next defense minister, replacing Oleksii Reznikov at a critical time for Ukraine’s counteroffensive. Umerov will have a bulging in-tray if and when the Ukrainian parliament approves his appointment. CNN —A Russian military blogger who has written critically of Russia’s conduct in Ukraine was arrested in Moscow Thursday, according to state news agency RIA Novosti. The blogger, Andrey Kurshin, runs the Moscow Calling Telegram channel, which has some 87,000 subscribers. “A criminal case was opened against the administrator of the Moscow Calling telegram channel Andrey Kurshin for fake news about the Russian army,” RIA Novosti said Thursday. In April, Russian military blogger Vladlen Tatarsky was killed in an explosion at a cafe in the center of St. Petersbug, where he was appearing as a guest of a pro-war group. Russia’s pro-invasion military bloggers have filled some of the information vacuum left behind by the closure of independent media outlets in Russia.

CNN —A top Ukrainian official has detailed for the first time how a Russian helicopter pilot defected by flying his Mi-8, along with unsuspecting crew members, to Ukraine. We would prefer (to take) them alive, but it is what it is.”The defecting Russian pilot flew an Mi-8 helicopter, similar to the one pictured below, into Ukraine. One unofficial Russian Telegram channel had reported that an Mi-8 helicopter had flown into Ukraine and landed in the central region of Poltava by mistake. The Russian Telegram Voenniy Osvedomitel said Ukrainian intelligence had lured the pilot to Ukrainian territory and that the helicopter was carrying spare parts for Su-30SM and Su-27 fighters. Ukrainian journalist Yuriy Butusov, who has well-established contacts in the Defense Ministry, said the Mi-8 had flown to a Ukrainian base.

CNN —Yevgeny Prigozhin, the chief of Russian mercenary group Wagner, was on the passenger list of a plane that crashed northwest of Moscow, killing all 10 on board, according to Russian state media. The bodies of eight people have been found at the crash site, state media outlet Russia 24 reported. Earlier, TASS reported the plane “burned up” on impact after being in the air for about half an hour. One of two Wagner planesVideo published by Russian state media outlet RIA Novosti showed a plane falling out of the sky with one wing missing. CNN —Ukrainian forces appear to have stepped up their efforts to weaken Russian air superiority in the war by attacking bases that house supersonic warplanes deep inside Russian territory. Over the weekend, Russia’s defense ministry said another Ukrainian drone hit the Soltsy military airfield in the Novgorod region, also hundreds of kilometers north of Ukraine. The Shaykovka military air base operates Tupolev Tu-22M3 supersonic long-range bombers that have been used by Russia to strike targets in Ukraine since the start of its full-scale invasion last year. Degrading moraleThe attack on Monday was the second strike against a Russian air base housing powerful hardware in just three days. Work on an insurance mechanism follows Russia’s withdrawal from the Black Sea Grain Initiative last month, which threatens the safe passage of ships carrying grain to and from Ukrainian ports. To keep grain shipments moving, Ukraine’s government will share potential losses with insurers, which should make cover for travel through risky Ukrainian waters more affordable for commercial shipping companies. Russia’s withdrawal from the grain deal has had a chilling effect on merchant shipping around Ukraine’s three Black Sea ports as the Kremlin warned that ships leaving these ports might come under attack. And earlier this month a Russian warship fired warning shots and boarded a cargo ship in the Black Sea it claims was headed to Ukraine. Last week, the Hong Kong-flagged Joseph Schulte container ship became the first vessel to depart from any of Ukraine’s Black Sea ports since the grain deal broke down on July 17.
