CNN —If ISIS was indeed responsible for the attack Friday at a Moscow-area concert venue that killed at least 133 people, it would suggest that, unfortunately, the terror group is making something of a comeback. ISIS claimed responsibility for the attack; a US official told CNN the US has no reason to doubt it. Through that attack, ISIS-K showed that the group, which is very anti-Shia, could target a hostile state like predominantly Shia Iran. In March alone, a Russian state news agency said the country had thwarted multiple ISIS-related incidents, including a plan to attack a synagogue in Moscow. As for capability, the ISIS-K attack in Iran earlier this year demonstrated that the group could carry out a large-scale attack outside of its home base in Afghanistan.

President Vladimir V. Putin of Russia laid the groundwork on Saturday for blaming Ukraine for the Moscow concert hall attack. And in making his first remarks on the assault more than 19 hours after it began, he pledged to punish the perpetrators, “whoever they may be, whoever may have sent them.”Mr. Putin, in a five-minute televised address, claimed that someone in Ukraine had tried to help the attackers escape across the border from Russia before they were apprehended by Russian security services. He did not definitively pin the attack on Ukraine; nor did he refer to the assessment by American officials that a branch of the Islamic State was behind it. “They were trying to hide and were moving toward Ukraine,” Mr. Putin said, referring to the four men who carried out the attack and who the Kremlin said had been captured in western Russia. “Based on preliminary information, a window for crossing the border was prepared for them by the Ukrainian side.”

A group of unidentified individuals opened fire at the Crocus City Hall, a music venue located on the western edge of Moscow, on Friday evening. The Ministry of Emergency Situations told the Russian news agency that a third of Crocus City Hall was engulfed. If ISIS-K is confirmed to have carried out the attack, the group may have done so on Friday simply because they were ready, Byman said. The warning was partly based on intelligence that indicated an ISIS-K presence in Russia, two US officials told The Washington Post. Three days before the attack, Russian President Vladimir Putin dismissed the warnings, calling them "provocative."

At least 115 people were killed and more than 140 injured Friday night in an attack at a popular concert venue near Moscow, the deadliest act of terrorism in the Russian capital in more than a decade. A branch of the Islamic State claimed responsibility for the attack; American officials, too, have attributed it to ISIS-K, a branch of the group active in Iran and Afghanistan. Russian officials have not commented on the claim. The gunmen entered the Crocus City Hall building, one of the biggest entertainment complexes in the Russian capital, with capacity of more than 6,000, shortly before a sold-out rock concert was scheduled to start. Using explosives and flammable liquids, Russian investigators said, they set the building ablaze, causing chaos as people began to run.

Twenty years ago, the Dubrovka gunmen were the disturbed product of Russia’s savage anti-terror campaign that summarily executed hundreds of military aged males in Chechnya in the early 2000s. The Dubrovka attack was followed two years later by airplanes being blown out of the sky and the catastrophic nightmare of the Beslan school siege. The group that claimed credit for the deadly terrorist attack in Moscow on Friday is the Islamic State affiliate in Afghanistan called Islamic State Khorasan Province, or ISIS-K.ISIS-K was founded in 2015 by disaffected members of the Pakistani Taliban, who then embraced a more violent version of Islam. The group saw its ranks cut roughly in half, to about 1,500 to 2,000 fighters, by 2021 from a combination of American airstrikes and Afghan commando raids that killed many of its leaders. The group got a dramatic second wind soon after the Taliban toppled the Afghan government that year. During the U.S. military withdrawal from the country, ISIS-K carried out a suicide bombing at the international airport in Kabul in August 2021 that killed 13 U.S. troops and as many as 170 civilians. The attack raised ISIS-K’s international profile, positioning it as a major threat to the Taliban’s ability to govern.

CNN —A Moscow court has sentenced a Russian university student to 10 days in jail for naming his Wi-Fi router with a pro-Ukrainian slogan, Russian media reported. The student was found guilty of propaganda and the “public display of Nazi symbols” by the Nikulinsky District Court of Moscow on Thursday, and authorities confiscated his router, state-run RIA reported. Dissent has been effectively outlawed in Russia since Russian President Vladimir Putin launched his full-scale invasion of Ukraine. Expressing support for the Russian opposition figure, whose movement authorities outlawed as extremist, can be perilous. Armenia, formally a key ally of Russia, has suspended its participation in a Russia-led international alliance, according to its prime minister, Nikol Pashinyan. The Collective Security Treaty Organization, or CSTO, is considered Russia's equivalent to NATO, and Russian President Vladimir Putin hoped it could rival the Western military alliance. But splinters have emerged in the group since Russia invaded Ukraine, and Armenia has repeatedly challenged its usefulness. Pashinyan has frequently expressed frustration with Russia and the CSTO in recent years, accusing the alliance of being ineffective and describing Armenia as no longer an ally of Russia. Frustrations with Russia have also risen among other CSTO members, experts told Business Insider last year.
