House GOP leaders said they plan to hold a vote on the package on Thursday but such is the uncertainty in the party’s chaotic majority that no timetable is ever certain. But House GOP Whip Tom Emmer and House Majority Leader Steve Scalise both said they expect to pass the package later in the day. For years, a vote on aid to Israel might have been one of the least controversial measures to come up in the House all year. But Johnson defended his decision on Thursday to link Israel aid to cuts in IRS funding. But the last few weeks have shown there’s a vast difference between what a GOP speaker wants to do and what he can do.

CNN —New House Speaker Mike Johnson is already tying Washington in new partisan knots. Johnson surprises by picking Israel funding as his first test of credibilityJohnson’s hard ball play on Israel funding came as a surprise given that some of the urgency for ending the speakership impasse last week was to swiftly clear a funding package following the Hamas attacks. The Biden administration on Tuesday formally threatened to veto the House GOP’s standalone Israel aid bill. The inclusion of the offsets could indicate that Johnson needs to placate his most hardline members even to pass a measure as popular as Israel funding. Some other Senate conservatives are also at odds with their leader, backing the decoupling of Israel and Ukraine aid.

Mr. Johnson, the Louisiana Republican who has personally voted against sending military aid to Kyiv, released a $14 billion aid bill for Israel on Monday. But Mr. Johnson spurned that request, in an acknowledgment of how toxic funding for Ukraine has become among Republicans. agents,” Mr. Johnson said. “Instead of advancing a serious proposal to defend Israel, defend Ukraine and provide humanitarian aid, this House G.O.P. CNN —The arc of Rep. Mike Johnson’s career encapsulates the shifting priorities of the religious right in the era of Donald Trump. More than half of White evangelicals agreed with that statement as well – the only major religious denomination in which it found majority support. Yet both groups are much more influential inside the GOP coalition, with evangelicals representing nearly one-third of Republican voters and all White Christians about two-thirds. But in Congress, Johnson has also identified more with some of the party’s Trump-era priorities that revolve around demographic change. But each man appears equally committed to a vision of America that elevates the moral and political preferences of conservative White Christians over any other group.

Johnson, who played a leading role in the effort to block the certification of President Joe Biden’s 2020 election win, benefited in his ascent to the speakership last week from the approval of pro-Trump lawmakers. His tortured explanations of his constitutionality correct decision – that he lacked power to overturn Biden’s 2020 election win in Congress – failed to convince grassroots Republicans bought into the ex-president’s false claims that he won the election. An alternative lesson that the ex-president’s rivals might draw is that forceful condemnations of Trump’s 2020 election denialism are likely to be fatal to their campaigns. There was evidence last week that Johnson’s maneuvering after the 2020 election helped secure his rise to the speakership. Georgia Rep. Marjorie Taylor Greene, for example, said that Emmer’s vote to certify the 2020 election “played a big role” in her vote against him.

The House has released text of its planned Israel funding bill, appropriating $14.3 billion dollars to aid the country, setting up one of the first leadership tests for newly elected House Speaker Mike Johnson. In the Senate, both leaders have pressed to have any funding for Israel combined with Ukraine and border security funding. Johnson has pushed to detach the aid to Israel from the Ukraine aid. And right now, the Senate has a chance to produce supplemental assistance that will help us do exactly that,” McConnell said. Not some of them, but all of them … you can send Israel over by itself, that’d be fine,” he said.

Rep. Mike Johnson's ascent to the House speakership last week took most in the GOP by surprise. He's now the first House speaker from the South since Newt Gingrich held the gavel in the 1990s. "This happened sort of suddenly," the Louisiana Republican said last Wednesday after succeeding Rep. Kevin McCarthy of California as speaker and as the new leader of the House GOP conference. Rep. Mike Johnson takes the oath of office to become the next House speaker on October 25, 2023. Challenges to Republican-drawn congressional districts across the South could give Democrats a significant opening to flip the House in 2024.

WASHINGTON (AP) — New House Speaker Mike Johnson inherits many of the same problems that bedeviled Republican leaders with far more experience. But can he unite House Republicans where others failed? Trump, who is running for a second White House term, enthusiastically backed Johnson and said he will be “a fantastic speaker." The House Republican Conference is deeply divided on those issues. The intractability of many House Republicans forced McCarthy to turn to Democrats for help in keeping the government running.

Rushing to meet an urgent spending deadline and facing a revolt from House Republicans, congressional leaders left money for Ukraine out of a short-term bill to keep federal funding flowing. But the ouster days later of Representative Kevin McCarthy, Republican of California, from the speaker’s post and the installation of Mr. Johnson, a right-wing Republican with a history of voting against Ukraine assistance, has shifted the dynamics. Now leaders are facing yet another shutdown deadline on Nov. 17, and congressional Democrats, White House officials and some leading Republicans are scrambling to salvage Ukraine aid. In the days since his election, Mr. Johnson has signaled that he will not seek to block aid to Ukraine altogether, but he has also made it clear that he wants to consider it separately from any assistance for Israel, and put tight restrictions on it. “Our consensus among House Republicans is that we need to bifurcate those issues,” Mr. Johnson said of Ukraine and Israel assistance in an interview on Thursday with Sean Hannity of Fox News.

In the same interview, Johnson said couldn't remember a number of comments attacking LGBTQ Americans. Johnson, who is an evangelical Christian, worked to thwart same-sex marriage and served in leadership roles with the Southern Baptist Convention. Asked about the comments, Johnson, perhaps conveniently, forgot years' worth of statements. The House speaker said that now views the issue of same-sex marriage as settled after the Supreme Court's landmark ruling in Obergefell v. Hodges.

House Republicans elected Rep. Mike Johnson of Louisiana as speaker of the House on Wednesday, more than three weeks after Kevin McCarthy was ousted. Photo: Reuters/Elizabeth FrantzWASHINGTON—The House is back open for business. But getting legislation through it—much less agreeing with the Democratic Senate and President Biden—won’t be easy for brand-new Speaker of the House Mike Johnson , with major deadlines less than a month away. After 22 days of GOP infighting, the Louisiana Republican secured his post Wednesday without any opposition from his fellow House Republicans. That unity will be tested soon, with lawmakers facing a slew of policy and political challenges, including a government funding deadline in three weeks, aid requests for Israel and Ukraine and a farm bill that has already expired.

“This House Republican majority is united,” Rep. Mike Johnson said Tuesday night after becoming the conference’s fourth speaker nominee – and the second nominee in the course of a single day. Johnson, who was elected in 2016 and serves as the vice chairman of the House GOP conference, made a pitch over the weekend as a “consensus candidate” for speaker. If he can get to 217, a heavy lift in a slim Republican majority of only 221 lawmakers, Johnson will become the most inexperienced speaker in recent memory. And a government funding fight that got House Republicans into the speaker mess is slated to again rear its head with a Nov. 17 deadline to pass spending bills or kick the can down the road. 2, House Majority Leader Steve Scalise, a fellow Louisianan who was himself denied the speakership just weeks ago.

The Louisiana Republican was first elected to the House in 2016 and serves as vice chairman of the House Republican Conference, as well as GOP deputy whip, an assistant leadership role. During Trump’s first impeachment trial in January 2020, Johnson, along with a group of other GOP lawmakers, served a largely ceremonial role in Trump’s Senate impeachment team. My strong SUGGESTION is to go with the leading candidate, Mike Johnson, & GET IT DONE, FAST!” Trump posted. Rep. U.S. Rep. Mike Johnson (R-LA) leaves a House Republican conference meeting in the Longworth House Office Building on Capitol Hill on Oct. 24, 2023 in Washington, DC. Rep. Mike Johnson, a relatively little-known Louisiana Republican and low-ranking member of the GOP leadership team, became the party's latest nominee for House speaker on Tuesday night after three other hopefuls fizzled out. It remains unclear if he can garner the 217 Republican votes — a simple majority of the full House — needed to win the coveted gavel. Johnson is seeking to achieve something that the last three nominees failed to do: win at least 217 of the 221 Republican votes needed to become speaker. Another wild card in the speaker's race is Trump, who knifed Emmer on Tuesday after he won the nomination.

House Republicans unanimously voted to elect Rep. Mike Johnson as speaker on Wednesday in a stunning turnaround that came more than three weeks into a standoff that descended the chamber into a crisis of its own creation. Johnson, an unlikely candidate for speaker just weeks ago, was elected in 2016 and serves as the vice chairman of the House GOP conference. And by the evening, lawmakers spoke of a Johnson speakership as if it were all-but guaranteed. House Republicans sprung to their feet as House GOP Conference Chairwoman Elise Stefanik nominated Johnson for the speakership ahead of the vote on Wednesday, delivering a standing ovation as chants of “Mike” rang out. “Today is the day that House Republicans will humbly look in our hearts and elect Mike Johnson as speaker of the people’s House,” Stefanik said.

WASHINGTON (AP) — A low-key lawmaker in Congress for less than a decade, new House Speaker Mike Johnson isn’t recognizable to most Americans. But the social conservative and devoted ally of former President Donald Trump has been a quiet force within the Republican conference he now unexpectedly leads. “A friend to all and an enemy to none,” Republican conference chairwoman Elise Stefanik said when nominating Johnson ahead of the speaker vote Wednesday. A constitutional lawyer and former member of the Louisiana state House, Johnson was first elected to the U.S. House in 2016. Among the more conservative members of the GOP conference, Johnson has consistently opposed a woman’s right to abortion — “we will get the number of abortions to ZERO!

He attached remarks by Johnson praising Louisiana's abortion ban and penalty of "hard labor for 1-10 years" and fines of $10,000-$100,000 for those who perform abortions. The Biden-Harris campaign and other groups circulated and posted images of three bills Johnson has sponsored that the Democrats said would "ban abortion nationwide." Already, six states – Michigan, California, Vermont, Kentucky, Kansas and Montana – have passed referendums that either enshrined abortion rights or rejected efforts to undo the right to abortion. Another referendum, one that would guarantee abortion rights, is on the ballot next month in Ohio. These numbers have Democrats believing they can keep the White House and flip the House – and Johnson has put a face to that effort.

Republican Rep. Mike Johnson of Louisiana expects to receive a floor vote in the House of Representatives Wednesday on his nomination for speaker. Johnson, the vice chairman of the House Republican conference, is a social conservative who served on former President Donald Trump's legal defense team during his first impeachment. Trump basically endorsed Johnson for speaker in a post on Truth Social Wednesday, encouraging House Republicans to vote for the Louisianan. On Wednesday, GOP Rep. Mike Johnson became the newest speaker of the House. Now, with new Speaker Mike Johnson at the helm, the party may grapple for some time with how opposite Johnson is from his predecessor. Johnson's sudden rise to becoming speaker comes just over a year before the 2024 election where the Republican Party is aiming to regain control. Neither prediction ultimately came true: Republicans only gained a very slim majority of the House and managed to lose footing in the Senate. Less than two years later, it's now Johnson's responsibility to make sure the Republican Party remains in power.

Republican Rep. Mike Johnson of Louisiana was elected speaker of the House of Representatives on Wednesday, ending a three-week leadership crisis that has paralyzed Congress. Vice chairman of the House Republican conference and a hard-right conservative, Johnson had maintained a low public profile until he was thrust into the spotlight this week after securing the party's nomination for speaker. Johnson voted against legislation in September that has kept the government running through November, and he has opposed assistance for Ukraine in the past. The Louisiana Republican said earlier this month that the House needs to take all necessary action to help Israel destroy Hamas. House Majority Whip Tom Emmer’s speaker bid crashed and burned on Tuesday just hours after his party nominated him for the gavel amid deep divisions within the conference that began to appear insurmountable three weeks into the standoff. And for other lawmakers, they simply didn’t believe Emmer could get the backing needed to secure the gavel. Emmer narrowly won the party’s nomination on the fifth round of votes behind closed doors on Tuesday in a contest that began with seven candidates, with the lowest vote-getter being dropped each round. Some of those candidates are expected to relaunch their bids for speaker in light of Emmer’s bowing out. Johnson, who was elected in 2016 and serves as the vice chairman of the House GOP conference, made a pitch as a “consensus candidate” for speaker.

In the final round of secret-ballot voting, Johnson was elected speaker nominee with 128 votes. McCarthy received 43 votes, the next highest tally, and some House Republicans are blaming the California Republican for undercutting Johnson’s ascent. Members of Trump’s team also called GOP members and urged them to oppose Emmer for speaker, two sources told CNN. Leaving a GOP conference meeting Monday night, Emmer told CNN, “We have a good relationship,” when asked about Trump. “Right now, I think it is apparent to the American people that the GOP conference is hopelessly divided.
