CNN —Federal regulators granted SpaceX its long-awaited license to move forward with a fifth uncrewed test launch of Starship, the most powerful rocket system ever constructed. The FAA had been expected to hand down a license for this test launch weeks ago. SpaceX has also publicly denied reports that the company violated wastewater regulations with the deluge system, which SpaceX says uses potable water. Notably, the company launched a 2020 test flight of a prototype rocket, called Starship SN8, without obtaining prior approval from the FAA for a public safety waiver. At one point in 2023, for example, he said that he did not blame the FAA for holding up Starship launches.

Mousa Salem/Anadolu Agency/Getty ImagesA United Nations inquiry has accused Israel of carrying out a “concerted policy” of destroying the health care system in Gaza during its year-long conflict with Hamas in attacks it said amount to war crimes. The Israeli attacks resulted in “fuel, food, water, medicines and medical supplies not reaching hospitals, while also drastically reducing permits for patients to leave the territory for medical treatment,” it said. Israel has released footage they say is evidence of those Hamas operations. CNN —A United Nations inquiry has accused Israel of carrying out a “concerted policy” of destroying the health care system in Gaza during its year-long conflict with Hamas in attacks it said amount to war crimes. Israel’s actions in the besieged Palestinian enclave “constitute the war crimes of willful killing and mistreatment and the crime against humanity of extermination,” the commission said in a statement Thursday. The Israeli foreign ministry rejected “accusations of widespread ill-treatment and torture of detainees,” saying Israel is “fully committed to international legal standards” on treatment of detainees. “Children in particular have borne the brunt of these attacks, suffering both directly and indirectly from the collapse of the health system,” she said. The commissioners of MLB, MLS, the NBA, NFL, NHL, NWSL and WNBA, as well as the president of NASCAR, are the brainchildren behind a new campaign to curb hate in America. The Foundation to Combat Antisemitism, founded by New England Patriots owner Robert Kraft, will back the campaign called “Timeout Against Hate.” Kraft met with the commissioners of the aforementioned sports leagues earlier this year to discuss a potential campaign, and they are committing $50 million to spread the message. “Why in sports do you take a timeout?,” Kraft told NBC News. Last year, Kraft met with more than 80 sports figures to discuss how sports could be used to combat hate in America. The commissioners ultimately gathered in the NFL’s “main conference room,” per Kraft.

Lower courts in Colorado had concluded that Masterpiece Cakeshop and the bakery’s owner, Jack Phillips, had violated Autumn Scardina’s rights by refusing to make her a pink cake with blue frosting because of her identity as a transgender woman. Scardina had initially filed a discrimination complaint with the Colorado Civil Rights Division after Phillips refused to make the cake she wanted to order to celebrate her birthday and her identity as a transgender woman. Justice Melissa Hart, writing for the majority, said Scardina should have challenged that decision in an appeals court, rather than file a new lawsuit. The U.S. Supreme Court in 2018 ruled in Phillips’ favor but on narrow grounds that avoided setting a major precedent allowing people to claim religious exemptions from anti-discrimination laws. But in June 2023, in a case billed as a sort of sequel, the 6-3 conservative majority U.S. Supreme Court held the First Amendment protected web designer Lorie Smith from being compelled by Colorado to provide services to same-sex weddings.

French Prime Minister Michel Barnier (C) ahead of his general policy statement to the French National Assembly in Paris on October 1, 2024. The budget is being widely previewed as an "austerity" budget that will see the government of new Prime Minister Michel Barnier present tax-hiking and cost-cutting measures that could rile opposition parties on both the left and right, and even the centrists that put him in power. In sum, Barnier's government is a fragile one and vulnerable to predatory challenges from the left and right of the political spectrum. But such a large dose of austerity may make even 1.1% growth difficult to achieve," he said in emailed analysis. "Finally, even if the budget is passed and does not dent economic growth too much, France's fiscal position would still be precarious.

Kalshi wagers on the presidential race outcomes were split 50-50, roughly reflecting national polling on the contest. The new contracts were added to Kalshi's platform within days of a favorable federal appeals court ruling for the company on Oct 2. Even more political races could soon become available for betting with Kalshi contracts, the CFTC said, citing contract terms published on the exchange's web site. But the commission argues that Kalshi's contracts might cast doubt on the integrity of elections. The appeals court initially blocked that judge's ruling from taking effect, which meant Kalshi could not offer any political contracts.

CVS Health and UnitedHealth Group are demanding Federal Trade Commission Chairwoman Lina Khan and two other commissioners recuse themselves from a lawsuit accusing the companies and other drug middlemen of boosting their profits while inflating insulin costs for Americans. In separate motions filed Tuesday night with the FTC, CVS and UnitedHealth argued that all three commissioners have an extensive track record of making public statements that indicate "serious bias" against the companies' so-called pharmacy benefit managers. CVS said those statements demonstrate that the commissioners have "prejudged this matter," so their participation in the case "violates due process." The FTC filed the suit last month against the three largest PBMs, CVS Health's Caremark, UnitedHealth Group 's Optum Rx and Cigna 's Express Scripts. The FTC has been investigating PBMs and their role in insulin prices since 2022.

Hong Kong CNN —China has set aside 200 billion yuan ($28 billion) for investment projects by local governments this year, as it promised to meet its own ambitious economic growth targets. China announced a 5% target growth rate in March, but a series of economic data over the summer has been so weak that economists were worried the goal might be missed. To help local governments struggling with mountains of debt, Beijing will provide 100 billion yuan ($14 billion) from the central government’s budget and an extra 100 billion yuan for investment projects, Zheng said. Nevertheless, investors were disappointed at the lack of details on new fiscal measures,” Fred Neumann, chief Asia economist for HSBC, told CNN. AdvertisementLike Woodman, millions of Americans travel abroad for medical procedures each year, saving anywhere from 40% to 90% on the services they receive. Medical tourism comes with risks; the American Medical Association recommends going only to medical facilities recognized by international accrediting bodies and following up testing with care at home. It's unclear, though, how many medical tourists visit accredited facilities, and there's still the question of whether all these tests are useful for someone who is seemingly in good health. Related storiesSince COVID-19 came into the picture, health screenings and extensive physicals have received some buzz. As more people spend time abroad, it becomes easier to tack a few small medical tests onto your trip.

Lawmakers are appealing to President Joe Biden to use the remaining time in his term to work for the release of Americans who are “wrongfully detained” in China, saying U.S. officials need to do more to help secure their freedom. “There are more Americans wrongfully detained in China than in any other country. They deserve tenacious advocacy to gain their release,” said Smith and Merkley, co-chairs of the Congressional-Executive Commission on China. China has denied the allegations and says it has treated detained Americans properly and respected their legal rights. Dui Hua, a rights group that advocates for detainees in China, estimates there are more than 200 Americans “under coercive measures” in China.

Americans can bet on the outcome of US elections following a legal fight. Last month, Kalshi briefly listed bets on congressional election outcomes before the CFTC shut them down. On Wednesday, prediction market Kalshi got the go-ahead to take bets on congressional elections after a months-long legal battle with the Commodity Futures Trading Commission. That makes it one of the only options for Americans to bet on election outcomes, and the only legal one for Americans to wager large amounts of money. The court's decision comes just five weeks before the elections, and follows years of legal battles between prediction markets and the CFTC.

CNN —A federal appeals court in Washington, DC, on Wednesday allowed a prediction market to offer election betting, denying a government watchdog’s request to halt a ruling that made way for legal political gambling in the United States. It is unclear whether the New York-based startup will launch more election markets. “US presidential election markets are legal. Because the sources of information that election markets absorb can be “opaque and unreliable,” like polls with undisclosed methodologies or fake news reports, Schwartz suggested that they can be uniquely susceptible to manipulation. While the legal dispute with Kalshi plays out, the CFTC has also embarked on a broader clampdown on events-based betting.

Appeals court greenlights betting on congressional elections
  + stars: | 2024-10-02 | by ( Dan Mangan | ) www.cnbc.com   time to read: +1 min
A federal appeals court on Wednesday refused to block a lower-court ruling allowing Americans to bet on the outcome of the 2024 congressional elections. The CFTC had barred KalshiEx from listing its congressional contracts on the exchange, which the commission regulates, on the ground that they would violate the laws of many states that ban gambling on elections. But a judge in U.S. District Court in Washington, D.C., ruled last month that the CFTC had erred in finding that KalshiEx's congressional contracts involved gaming or gambling. That ruling was in effect for only about eight hours before the D.C. appeals court stayed it at the request of the CFTC. That administrative stay was lifted in Wednesday's ruling.

New rules on buying and selling homes are in play, now that a settlement from a class-action lawsuit has taken effect. At the time of listing a property, the home seller negotiated with the listing agent what the compensation would be for a buyer's agent, which appeared on the MLS. "Now, the buyer chooses how much the buyer's agent makes, the sellers choose how much the seller's agents make," Glenn Kelman, CEO of online real estate brokerage firm Redfin, told CNBC. Any confusion around the new practices among agents and consumers will likely be temporary, said Kerry Melcher, head of real estate at Opendoor. "Real estate agents are good at moving the market," she said.
